PRISM is a historical program designation associated in public materials with collection under Section 702 of the Foreign Intelligence Surveillance Act (FISA). Section 702 is directed at non-U.S. persons reasonably believed to be outside the United States for foreign-intelligence purposes; communications involving U.S. persons can be incidentally acquired. That does not establish that every internet user is individually monitored—or that you have been selected as a target. For sensitive conversations, use end-to-end encrypted messaging and protect the devices and accounts at either end.
What PRISM is—and what the public record establishes
PRISM became publicly known through disclosures in 2013. The Electronic Frontier Foundation (EFF), in a 2013 submission reflecting its advocacy perspective, described PRISM as associated with Section 702. That historical account is useful for understanding the public debate, but disputed descriptions of classified technical operations should not be treated as settled fact.
Section 702 authorizes foreign-intelligence collection targeting non-U.S. persons reasonably believed to be outside the United States. A U.S. person is not supposed to be the target under that authority, but communications involving U.S. persons may be acquired incidentally when they communicate with a target or otherwise appear in collection. The public sources do not establish the detailed operational mechanics of PRISM or quantify how often a particular person’s communications might be acquired.
That distinction matters: the existence of a surveillance authority and a program associated with it is not proof that a typical reader has been singled out for monitoring. The public record does not support a personalized claim about your status as a target.

What official oversight statements say
The Office of the Director of National Intelligence (ODNI) said the Foreign Intelligence Surveillance Court (FISC) approved renewed Section 702 certifications in March 2025. In a September 12, 2025 release, ODNI said the court found the certifications and procedures consistent with statutory requirements and the Fourth Amendment. Those are the government’s descriptions of the court’s action; they are not a complete, independent evaluation of every surveillance effect.
ODNI’s 2026 transparency release reported three FISA Section 702 orders issued during the reporting period. The number refers to orders, not people affected. Court review and transparency reporting provide information about the legal framework and oversight, but they do not reveal every classified collection detail or determine whether any particular reader’s communications were acquired.

How PRISM could affect an ordinary internet user
The most grounded concern is possible incidental acquisition, not a claim that all users are individually watched. If a communication involving a U.S. person is collected under Section 702, that person may be affected even though the authority’s target is a non-U.S. person believed to be abroad. The sources available here do not quantify an individual’s likelihood of exposure.
For most people, the practical response is to reduce who can read sensitive communications and to secure the devices and accounts that hold them. No app or setting can guarantee that you are invisible to government surveillance, prevent lawful process, or protect information from every person with access to it.

Choose protections by what they actually protect

End-to-end encryption is strongest when it covers the entire conversation path: every participant must use the encrypted channel. EFF’s encryption explainer notes the value of encryption against interception by network intermediaries and service providers, but encryption does not secure the endpoints—the devices where messages are written and read.
Practical steps to reduce exposure
- Use an end-to-end encrypted channel for sensitive conversations. Choose a messaging service that encrypts messages and calls end to end, and confirm that the conversation is taking place in that protected channel. Make sure the other participants use it too; protection does not extend to a message copied into an ordinary text, email, or other unprotected service.
- Secure the device you use to read messages. Set a strong screen lock, install operating-system and app updates, and avoid leaving a device unlocked where others can access it. These steps address access at the endpoint, which message encryption cannot solve.
- Protect the accounts connected to your devices and messaging. Use unique passwords and available multi-factor authentication. Review signed-in devices or sessions when the service provides that option, and remove access you no longer recognize or need.
- Limit incidental sharing in app settings. For sensitive links, review link-preview settings before sharing. EFF notes that link previews can disclose to the website hosting it that a URL was shared. Consider whether a preview is worth that disclosure in the particular conversation.
- Consider the recipient and the information itself. Encryption protects the channel, not against a recipient who saves, screenshots, forwards, or describes what they received. Share only what the situation requires.
What these steps cannot promise
Encryption can make message content harder for network intermediaries or service providers to read while it travels through a protected channel. It does not hide every fact about a communication, make an endpoint trustworthy, or prevent a participant from exposing the content. The reviewed public sources do not establish every metadata or backup detail for every app, so check the current service documentation and settings for the channel you actually use.

There is also no basis here for recommending a VPN, device, or single app as a way to defeat PRISM or guarantee immunity from surveillance. The proportionate approach is to use encryption for sensitive communications and maintain good device and account security, with expectations matched to what each measure can do.
