China’s policy is not established as a blanket ban on every Intel- or AMD-powered government computer. The official procurement standard reviewed requires specified public buyers to include CPU and operating-system security-and-reliability evaluation requirements in desktop tenders; other units may omit them. The widely reported “phase-out” describes the policy more broadly than that standard’s wording does.
What the official rule says
A December 16, 2023 standard from China’s Ministry of Finance and Ministry of Industry and Information Technology tells covered buyers to incorporate the requirement that CPUs and operating systems meet security-and-reliability evaluation requirements into procurement needs. Buyers are to tailor requirements to the intended use and include the standard’s starred indicators as substantive requirements in procurement documents. This is a procurement condition based on security and reliability assessment, not language in the standard that directly prohibits named brands. Buyers may set higher requirements when justified by actual needs, but the standard says they should not exceed those needs.
Which government buyers are covered?
For desktop purchases, the standard says town- and township-level-and-above Party and government organs, along with specified directly affiliated or department-affiliated support institutions, must include the CPU and operating-system evaluation requirement. Other units may omit it. That distinction means the requirement should not be described as applying identically to every public institution or every government computer.

The standard also distinguishes bid-stage paperwork from acceptance. A supplier’s compliance undertaking can satisfy the documentation requirement at bidding; buyers must not demand tests or certificates at that stage. Why headlines call it a ban
On March 24, 2024, Reuters reported, citing the Financial Times, that China had introduced guidance to phase out U.S. microprocessors from government personal computers and servers. JETRO’s March 2024 summary named Chinese processor brands including Loongson, Phytium, Zhaoxin, Huawei Kunpeng and Shenwei, and also listed Intel and AMD. What the 2026 procurement notice changes—and what it does not
A separate central-government procurement notice, published July 14, 2026, covers desktop and desktop-host framework procurement for central government departments and affiliated administrative and public institutions. It describes when bulk centralized procurement or framework products may be used and is effective through June 30, 2027. The notice refers to a separate product roster; its text does not itself identify which CPU models are currently eligible. The roster and the extent of completed implementation across central and local bodies are not established by the notice text reviewed here. The 2026 framework should not be conflated with the 2023 standard: one governs a procurement framework and points to product listings, while the other sets requirements for applicable desktop procurement.
Can Chinese government offices still buy Intel PCs?
The available official wording does not support a simple yes-or-no answer for every office or model. A covered buyer must include the prescribed evaluation requirement, and procurement depends on whether a product meets the applicable requirements and is eligible under the relevant procurement arrangements. The reviewed sources do not establish current, model-by-model eligibility for Intel or AMD desktops.

Are ordinary consumers affected?
The sources concern government procurement. They do not establish a restriction on Chinese consumers buying Intel- or AMD-based computers in retail channels.
