Winter conditions are expected to cause significant inconvenience, though they generally do not meet local warning criteria. Warning: take protective action. Dangerous conditions are occurring, imminent, or highly likely. In every case, read the alert itself: the hazard, affected locations, timing, and recommended action matter more than the headline alone.
What each alert means—and what to do

This prepare / be aware / take action shorthand is useful, but it does not replace the details in a local alert. The National Weather Service (NWS) describes watches, advisories, and warnings in its winter weather safety guide and its November 6, 2024 directive.
Winter Storm Watch: use the lead time
A watch is not confirmation that the storm will hit your location. It means the risk has risen while the event’s occurrence, location, or timing remains uncertain. The NWS issues watches to give people time to set plans in motion. The possible event may involve heavy snow, sleet, ice, blowing snow, or a combination.
- Follow forecast updates and check whether the watch’s expected timing overlaps with your plans.
- Review travel plans; consider whether a different route or delayed departure would be safer.
- Make household preparations, such as checking supplies of food, medications, and baby supplies.
These are preparations for a possible event, not an indication that it is certain to occur. The NWS Gaylord office offers these examples in its regional winter definitions and safety guidance.

Winter Weather Advisory: conditions can still be dangerous
An advisory can cover snow, blowing snow, ice, sleet, freezing rain, or lake-effect snow. Conditions usually fall below warning criteria, but can still make travel difficult or cause significant inconvenience. “Advisory” means lower relative severity than a warning—not harmless weather.
Use caution, allow for changing road conditions, and check the alert for the hazard and its timing. An advisory can also be based on local impact criteria.

Winter Storm Warning: follow the protective guidance
A warning signals dangerous winter weather that is occurring, imminent, or highly likely, with a threat to life or property. The hazard may be snow, ice, sleet, blowing snow, or a combination; the warning’s text identifies what is expected in the affected area.
For a Winter Storm Warning, the NWS says travel may become difficult or impossible in some situations and recommends delaying travel until conditions improve. A Blizzard Warning has a more specific instruction: do not travel. If travel during blizzard conditions is unavoidable, the NWS advises carrying a winter survival kit; if stranded, stay with the vehicle and wait for help.

Why the same snowfall can prompt different alerts
There is no universal nationwide snowfall cutoff for a winter warning or advisory. NWS forecast offices set local criteria, and the amount that triggers a warning is typically higher in the Northern Plains than in the Southeast, according to the NWS national safety guide. The NOAA/NWS Winter Storm glossary also notes that watch and warning criteria can vary by location.
Measured accumulation is not the only consideration. Timing and local impacts can matter: the current NWS directive cites rush-hour timing and early-season conditions as examples of circumstances that may make a storm consequential even when accumulation is below conventional published criteria. NWS Gaylord, for example, lists snowfall of 8 inches or more in 12 hours or 10 inches in 24 hours as a local warning definition. Those figures describe that regional office’s criteria, not a national rule.

How confidence and updates fit into the alert
The NWS directive dated November 6, 2024 gives operational confidence guidance for issuing winter alerts relative to local warning, advisory, or impact criteria:
- Watch: issue with as much lead time as possible when confidence is at least 50 percent that a hazardous winter event will meet or exceed local warning or impact criteria.
- Warning or advisory: issue with as much lead time as possible when confidence is at least 80 percent that local warning, advisory, or impact criteria will be met.
These are operational guidance figures, not a public countdown or a guarantee that every event will follow a simple schedule. The directive treats winter watches, warnings, and advisories as event-driven products. It calls for watch updates at least every 12 hours until canceled or replaced, and warning or advisory updates at least every six to eight hours until the event ends or is canceled. Check the current alert for its valid period and local timing.

What to check in the alert itself
Headlines summarize an alert, but the alert text tells you what to expect and how to respond. Look for:
- Hazard: snow, sleet, freezing rain, ice, blowing snow, or a combination.
- Place: the locations included in the alert; do not assume a nearby town has the same conditions.
- Timing: when the conditions are expected and how long the alert is valid.
- Impacts and action: expected effects and any stated call to action, especially travel guidance.
