Segment a telecom network by grouping systems according to their role and the damage their compromise could cause, then allow only documented service flows between those groups. Put management, production, business IT, externally exposed services, security monitoring, backups, and cloud or 5G components behind explicit boundaries where the architecture calls for them. This reduces routes ransomware can use to move laterally; it cannot guarantee containment, so the rules must be monitored and tested alongside identity, endpoint, backup, and incident-response controls.

Start with assets and flows, not VLANs

A boundary is useful only if you know what it must protect and which traffic must cross it. First inventory network devices, services, workloads, administrative systems, and external connections. Record each asset’s function, criticality, owner, location or hosting environment, and dependencies. Include operator access, vendor support, VPNs, cloud services, customer-facing systems, and management connections.

Map the required flows in both directions where applicable: source, destination, purpose, protocol or service, and whether the connection is initiated from one side or the other. Distinguish routine operations from emergency access. CISA’s #StopRansomware Guide recommends keeping comprehensive, secure network diagrams that show major networks, IP schemes, topology, interdependencies, and third-party and cloud access. Those diagrams should be useful both to operators making changes and to responders deciding what to isolate.

  • Identify dependencies before blocking paths, including monitoring, authentication, orchestration, DNS, time services, backup, and vendor support where those functions are used.
  • Mark critical control and management assets, externally reachable services, and systems that hold or administer backups.
  • Record which flows are essential, which are exceptional and require approval, and which have no current business or operational justification.

Choose zones based on function and consequence

Use zones that reflect the operator’s actual architecture rather than copying a generic diagram. CISA communications-infrastructure guidance recommends separation by role and function, including IT and OT, and grouping similar devices. A useful starting point is to consider the following zones, then combine, divide, or omit them only where documented dependencies and risk justify it.

  • Network management: administrative workstations, management services, and device-management interfaces.
  • Production and control: network elements and services that deliver or control operational telecom functions.
  • Business IT: corporate user devices and business applications, separated from production paths unless a specific flow is required.
  • External-services DMZ: internet-facing DNS, web, mail, or other services that should not have broad direct access to internal or backend systems.
  • Security monitoring: collection and analysis systems, with only the access needed for monitoring and approved response actions.
  • Backups and recovery: backup infrastructure and recovery systems, with access constrained so an ordinary compromised endpoint cannot freely administer or alter them.
  • Cloud and 5G environments: cloud-hosted network functions, orchestration, and 5G traffic domains, with boundaries that account for their control and administrative paths.

These are design considerations, not a mandatory universal topology. The correct divisions depend on service dependencies, redundancy, availability requirements, and the operator’s deployment.

Protect the management plane first

Management access can turn one stolen credential or compromised workstation into control over many devices. CISA, NSA, FBI, ASD’s ACSC, CCCS, and NCSC-NZ recommend: “Use an out-of-band management network that is physically separate from the operational data flow network.” Where feasible, dedicate a physically separate network to management rather than relying only on a logical label.

  1. Restrict administration to trusted origins. Permit management access only from dedicated administrative workstations on trusted management networks. Do not expose device management directly to the internet.
  2. Block device-to-device management paths. Avoid lateral management connections between network devices; require administrators to connect through approved management systems or paths.
  3. Limit and record exceptions. Document any required vendor or emergency access, its source, destination, purpose, approval, and duration. Review the access after the work is complete.
  4. Keep the management path in the incident plan. Responders need to know which management routes can isolate systems and how to retain safe administrative access during containment.

Physical separation may not be feasible in every deployment. In that case, enforce and validate the strongest practical logical controls; do not treat a management VLAN by itself as proof that operational paths are isolated.

Enforce narrow, explicit conduits between zones

For each boundary, define the required communication and deny what is not explicitly allowed. Use default-deny access-control lists (ACLs), firewalls with stateful inspection, and DMZs at appropriate boundaries. VLANs or private VLANs can add logical separation, but they are only one layer: confirm where routing, ACLs, firewall rules, host controls, and management connections actually permit traffic. CISA’s communications guidance calls for logging, and denied traffic should be visible enough to help identify policy violations and misconfiguration.

Write each allow rule against a documented dependency rather than using broad “any-to-any” access. A practical policy record includes:

  • Source and destination: the specific zone, system, or approved group on each side.
  • Service: the required protocol and application or service, not an unrestricted protocol range.
  • Direction and state: which side may initiate the connection and how replies are handled.
  • Purpose and owner: the operational dependency and the person or team responsible for confirming it.
  • Logging and review: what is recorded, how alerts are handled, and when the rule should be revisited.

There is no universal telecom port matrix in the cited guidance. Derive ports and protocols from the operator’s documented services and validate them in the actual environment; do not invent a blanket allowlist or block essential functions without dependency analysis.

Compare enforcement options by the paths they actually block

Controls can be combined. Select them by checking which traffic paths they constrain, how they affect availability, and whether their logs help operators and responders. The following comparison describes their roles, not a ranking or guarantee of isolation.

Control Role in segmentation What to verify
Physical separation Separates networks without relying on a shared operational data path; particularly relevant to out-of-band management. Check for alternate connections, shared access paths, and how administrators reach the isolated network.
VLAN or private VLAN Creates logical separation within switching infrastructure and can limit some local communication. Verify inter-VLAN routing, trunking, ACLs, switch configuration, and management paths. Do not assume the VLAN alone blocks lateral movement.
Routed ACLs Restricts traffic at network boundaries using explicit source, destination, and service rules. Check rule order, both traffic directions, logging, and whether another route bypasses the control.
Stateful firewall Enforces boundary policy while tracking connection state; useful for tightly scoped inter-zone conduits and DMZ boundaries. Validate allowed and denied flows, failure behavior, redundancy, capacity, and the usefulness of its logs for response.
Host or workload microsegmentation Applies controls closer to individual workloads or endpoints, including where broad network zones are not sufficiently granular. Confirm policy coverage, dependencies, management access, behavior during agent or control-plane failure, and interactions with network controls.

CISA’s July 29, 2025 announcement describes Part One of its zero-trust microsegmentation guidance as introduction and planning guidance and says a later technical guide was planned. Treat that announcement as planning context, not a complete technical implementation manual.

Constrain internet-facing services and remote access

Place externally exposed services such as DNS, web, and mail in an appropriately controlled DMZ rather than giving them broad direct reach into internal or backend resources. Define the specific flows needed for service delivery and administration, and restrict everything else at the relevant boundaries.

Review VPN and remote-management entry points as routes into particular zones, not as blanket evidence that a user or device is trusted. Limit which users, managed devices, and services can use each entry point; ensure remote access does not create a broad bridge from business IT into production or management. NIST’s Zero Trust Architecture (SP 800-207, August 2020) states that “Zero trust assumes there is no implicit trust granted to assets or user accounts based solely on their physical or network location (i.e., local area networks versus the internet) or based on asset ownership (enterprise or personally owned).” Apply that principle to requests crossing a segment boundary.

Apply isolation to 5G and cloud-hosted network functions

Include 5G and cloud layers in the same threat analysis as conventional network zones. NIST’s final CSWP 36E, published March 19, 2026, discusses separating data-plane, control-plane, and operations-and-maintenance (O&M) traffic. Map how those traffic domains are separated in the deployed architecture and identify the administrative and orchestration routes that could cross between them.

For network slicing, assess isolation across design, deployment, operation, and maintenance—not only at initial provisioning. CISA’s 5G library lists guidance on slice security and cloud lateral movement; use those topics to examine whether a compromised workload, orchestration component, or cloud credential could reach other network functions or administrative systems. The required controls vary with the deployment, so do not assume a slice label or cloud boundary alone prevents lateral movement.

Validate the policy without disrupting essential service

Segmentation is a configuration that can fail through an overlooked route, an overly broad rule, or a change that reconnects zones. CISA warns in its ransomware guidance that segmentation may be defeated by user error or by connecting devices across segments. Validate intended isolation and necessary service dependencies together, using the operator’s change-management and availability safeguards.

  1. Build an allowed-flow test list. For every approved conduit, test the documented source, destination, service, direction, and expected result. Include critical service dependencies and failover paths.
  2. Build a prohibited-path test list. Attempt representative connections that policy should block, including business IT to management, device-to-device management, and DMZ-to-backend paths that have no approved dependency.
  3. Check enforcement and evidence. Confirm that denied attempts are blocked at the intended control and that logs identify enough context for investigation. Check monitoring for unexpected connections traversing zone boundaries.
  4. Review configuration changes. Alert on router, switch, and firewall configuration changes outside approved change management, and confirm that approved changes do not introduce unreviewed routes.
  5. Repeat after material network changes. Re-run relevant allowed- and denied-flow tests when topology, services, routing, cloud connections, or policies change. The cited guidance supports monitoring and change scrutiny but does not specify one universal telecom test cadence.

Where a test could affect production, coordinate it with the relevant service owners and use an approved method and window. A successful deny test is not enough if it also breaks an essential function; a successful service test is not enough if it opens unintended paths.

Keep segmentation as one layer of ransomware defense

Segmentation reduces available routes for lateral movement and can contain an intrusion’s impact, but it does not make spread impossible. CISA’s #StopRansomware Guide describes segmentation as a way to help contain an intrusion and prevent or limit lateral movement; it also cautions that user error or connections across segments can defeat the intended separation. Pair boundaries with identity controls, endpoint protection, patching, monitoring, resilient backups, and an incident-response plan. Make sure responders can identify affected zones and use the documented isolation points without losing the access needed to manage recovery.
