Your app can stay useful during a database outage if it has a deliberate degraded mode: preserve safe core tasks, make stale data and pending writes visible, and fail clearly when a task cannot be completed safely. A standby database can shorten recovery, but it does not remove the need for application timeouts, reconnect logic, and outage-ready user flows.

Decide what users can safely do without the database

Start with user journeys, not infrastructure. For each action that depends on the database, decide what should happen when the database is slow, unreachable, or recovering. A catalog page might use cached data; an account change might need to fail; a support form might accept a request for later processing if the product can guarantee durable queuing.

AWS Well-Architected guidance says, “Application components should continue to perform their core function even if dependencies become unavailable.” It recommends considering slightly stale data, alternate data, or no data when a dependency is down. The right fallback depends on the task: a fallback that is acceptable for browsing may be unsafe for a financial transaction. AWS Well-Architected Framework, REL05-BP01, updated July 13, 2023.

  • Keep safe, independent functions working. Static help pages, locally available content, or features that do not need the database may continue.
  • Label limited results. If a read uses cached data, communicate that it may be out of date and, when useful, show when it was last refreshed.
  • Fail closed when correctness matters. If using old or incomplete data could cause harm or violate an expected guarantee, do not silently substitute it.
  • Never report an uncommitted write as complete. Tell the user whether the action failed, is pending, or was durably accepted for later processing.

Choose a different fallback for reads and writes

Reads: use a fallback only within a freshness limit

A cache or static response can keep read-only features available when its age and content remain acceptable. Define the maximum acceptable staleness for each feature, and make sure cached data does not expose information the current user is no longer authorized to see. If the cache is too old or unsafe, return a clear partial failure rather than presenting it as current.

A read replica can handle suitable read-only queries, but it is not automatically a replacement writer. Decide how much replica lag the feature can tolerate, and validate what happens to reads during promotion or recovery.

Writes: fail clearly or accept durable pending work

There are two honest choices when the primary database is unavailable: reject the write with a clear retry path, or accept it into a durable queue and show that it is pending. Queueing is appropriate only if delayed completion fits the product’s promise and the application can process requests safely later. AWS gives an SQS queue as an example of buffering writes while a primary is unavailable.

  • Give each request a stable idempotency key so a retry or replay cannot apply the same operation twice.
  • Show pending status until processing has actually completed; queue acceptance is not the same as a database commit.
  • Set queue capacity and backlog limits, and define what happens when those limits are reached.
  • Monitor queue depth and age; specify replay, dead-letter, and reconciliation procedures for failed or ambiguous operations.

Payments and other consistency-sensitive operations may need to fail closed or use a separately designed workflow. A general-purpose queue is not by itself a safe substitute for transaction semantics.

Stop database failures from cascading through the app

When a database is timing out, unbounded calls and retries can consume application resources and add load just when the service needs to recover. Protect the database and the rest of the app with explicit deadlines, bounded retries, and a circuit breaker. AWS cautions that persistent retries can increase load and make recovery harder.   • Set deadlines. Put limits on how long each database operation and end-to-end request can wait. Make sure downstream work cannot outlive the user-facing request indefinitely.
  • Bound retries. Retry only where it is safe, use backoff with jitter, and cap attempts so clients do not all retry in sync.
  • Use a circuit breaker. When failures persist, stop sending ordinary calls for a controlled interval. Probe recovery sparingly, then resume traffic carefully once the database responds.
  • Protect optional work. A recommendation panel or other nonessential database-backed feature should not block a core flow that can still succeed.

Google Cloud’s Architecture Framework advises, “Configure your systems to drop excess requests at the frontend layer to protect backend components.” Load shedding at the edge can help prevent a traffic surge from overwhelming a recovering backend. Understand what managed high availability does—and does not—guarantee

A standby can reduce recovery time after certain infrastructure failures, but it is not an application-level guarantee. Failover may close established connections, and clients must reconnect and handle errors during the transition. Cloud SQL for PostgreSQL documents that existing connections close during failover and that reestablishing service takes approximately 60 seconds in its documented environment; Google notes the actual duration can differ. Choose a topology based on the failure domain you need to survive. Azure documents cross-zone standby for zone-level protection and same-zone standby for lower latency within a zone; a same-zone pair does not protect against loss of that zone. Synchronous replication may also add write or commit latency. Azure Database for PostgreSQL high availability.

Approach Useful when Main tradeoff or limit
Cached or static reads A journey can tolerate data within a stated freshness bound. Data may be stale; the fallback must still meet correctness and privacy expectations.
Timeout plus circuit breaker The database is timing out or repeatedly failing, and you need to limit cascading load. It limits calls but does not restore the database or complete the request.
Durable queue for writes The product can accept delayed completion and show pending status. Requires idempotency, backlog limits, replay and dead-letter handling, and reconciliation.
Read replica Read-only queries can tolerate the replica’s freshness characteristics. It does not replace the primary for writes; validate lag and promotion behavior.
Managed HA standby Reducing recovery time is worth the infrastructure cost and topology constraints. Connections can drop, failover takes time, and HA does not protect against every service, regional, or logical-data failure.

For Azure Database for PostgreSQL Flexible Server, Microsoft documents automatic failover within 60–120 seconds with zero data loss for the documented zone-redundant configuration. This is a provider-stated behavior for that configuration, not a universal outage guarantee. The Azure documentation also describes same-zone standby as a lower-latency option within a zone, which does not cover failure of that zone. Azure PostgreSQL high-availability documentation.

Before choosing a managed configuration, compare the failure scope it covers—node, zone, or region—with your client-visible recovery-time objective (RTO) and recovery-point objective (RPO). Also account for acceptable read freshness and write consistency, connection and DNS behavior, retry handling, replication latency, cost, and the operational work required to test failover and recover from logical errors.

High availability does not replace backups. Replication can carry accidental or malicious logical changes to a standby; Azure directs users to point-in-time restore for such cases. Azure PostgreSQL high-availability documentation.

Implement and test the outage path

  1. Map database-dependent actions. Rank user journeys by importance, then identify which database calls each journey needs.
  2. Choose a safe degraded behavior for each action. Specify cached read, static response, partial result, queued write, or clear failure—and define the acceptable freshness or completion promise.
  3. Add deadlines and overload controls. Configure request timeouts, bounded retries with backoff and jitter, a circuit breaker, and controlled recovery probes.
  4. Keep degraded paths small and predictable. Preserve usable local state when a refresh fails, and prevent optional dependencies from blocking core flows.
  5. Make queued work observable and recoverable. Implement idempotency, pending status, queue limits, replay, dead-letter handling, and reconciliation before relying on asynchronous writes.
  6. Select HA after defining the failure scope. Check regional availability, synchronous-replication latency, cost, failover constraints, and backup and point-in-time recovery arrangements for the configuration you plan to use.
  7. Test as a client would experience it. Simulate database failures and overload; verify deadlines, reconnects, user-facing errors, queue replay, duplicate handling, and protection against retry storms. Azure recommends measuring outage from the application/client perspective, while Google recommends testing overload scenarios. Azure PostgreSQL HA guidance and Google Cloud graceful degradation guidance.

Track whether core journeys still succeed, along with error rates, retry volume, cache age, queue depth and age, client-visible connection recovery time, and reconciliation outcomes. These signals show whether degraded mode is serving users safely and whether recovery has actually completed.
