Game subscription services do not use one publicly documented payout rate for every game. A platform and a rights holder can negotiate a fixed license fee or minimum guarantee, development-cost support, royalties tied to sales or usage, or a hybrid agreement. The contract for a particular game is usually what determines the payment; public information does not establish a universal rate per download, hour played, or subscriber.
What determines a game’s subscription payment?
A subscription gives customers recurring-fee access to a game library, rather than requiring them to buy every included game individually. The platform and the company licensing or supplying a game negotiate the terms for that game. Those terms may cover more than access to a catalogue: Electronic Arts (EA) says software licenses can include future update rights and other performance obligations.
The amount and structure of individual agreements are generally not public in the evidence available here. A platform’s subscription revenue, a publisher’s reported revenue, and the payment tied to one game are different figures and should not be treated as interchangeable.
Common payment structures
Public disclosures and a 2023 academic study describe several possible contract structures. The study says it did not observe the contracts themselves, so its categories show arrangements that can exist—not a universal formula or a measure of how often each is used.

Does Game Pass pay developers per download or per hour played?
Public information cited here does not establish a universal Game Pass payment per download or per hour played. A usage-based arrangement is one possible contract structure, but that does not show that every Game Pass game—or any particular title—uses it. A fixed guarantee, cost support, sales-linked terms, or a combination may instead apply under a privately negotiated agreement.
Microsoft’s 2025 Xbox Developer article reports that ID@Xbox had paid more than $5 billion in royalties. That is a cumulative figure for the ID@Xbox program, not a Game Pass payout total, and it does not reveal the payment basis for an individual subscription title. The same article reports over 20% more hours played per user for games supporting Xbox Play Anywhere. That is an engagement comparison reported by Microsoft, not evidence that Game Pass compensation is calculated by hours played.

Why publisher accounting does not reveal the platform’s payout formula
EA’s Form 10-K discusses two separate kinds of revenue arrangements: EA recognizes its own subscription revenue over the subscription term, and third-party licensees typically pay EA a fixed minimum guarantee and/or sales-based royalties. The first describes how EA accounts for subscription revenue it receives; the second describes licensing payments to EA. Neither statement gives a general formula for how a subscription platform allocates subscriber revenue among games.
EA also says: “These arrangements typically include multiple performance obligations, such as a time-based license of software and future update rights.” This illustrates why a licensing agreement may cover a bundle of rights and services rather than a simple payment for a download or play session.

What the available industry figures do—and do not—show
- The Australian Competition and Consumer Commission’s March 2025 report describes game subscriptions as recurring-fee access to a library, comparable to renting access rather than buying each game. It cites Interactive Games and Entertainment Association figures of $329.5 million in Australian gaming subscription spending in 2023, up 31% from $251 million in 2022. Those are consumer spending figures for Australia, not developer or publisher payouts.
- The ACCC lists Xbox Game Pass, PlayStation Plus, Google Play Pass, Apple Arcade, Nintendo Switch Online, Ubisoft+, EA Play, and Netflix as examples in that report. This is a dated Australian market snapshot, not a current worldwide catalogue or a statement that those services share one payment model.
- Microsoft’s terms for eligible streaming providers state that, subject to the agreement, those providers do not receive game-sale revenue, in-app purchase revenue, or other future game-related transactional revenue generated by streamed eligible games. The terms distinguish separate multi-game subscription agreements, so this cloud-streaming licensing rule should not be treated as the Game Pass payment model.
How to assess a specific subscription deal
When a contract or reliable disclosure is available, these are the terms that determine what a payment figure means:
- Payment basis: Is compensation fixed, cost-linked, sales-based, usage-based, or a combination?
- Guarantee and recoupment: Is there a minimum guarantee, and can advances or costs be recouped from later royalties?
- Rights and territory: Which platforms, countries, and distribution methods are covered?
- Exclusivity and term: Is the game exclusive, for how long, and when can it be removed from the service?
- Reporting and audit: What usage or sales data does the rights holder receive, and can it verify the calculations?
- Additional content: How are downloadable content, updates, and in-game purchases treated?
- What the figure measures: Is it a platform payment, a publisher’s accounting figure, a cumulative program total, or consumer spending?
Without terms tied to a named game, service, territory, and date, a broad payout claim cannot answer what that game’s developer or publisher was paid.
