Specificity is about the details in a message; credibility requires a wider assessment of its source, context, and whether the described method is viable. If someone may be in immediate danger in the United States, call 911 rather than trying to classify the threat yourself.
Specificity and credibility are different questions
The FBI uses specificity to describe how much a report says about who is involved, the target, when or where something may happen, and how it might occur. A message that names a location and time is more specific than one that makes a vague threat, but detail alone does not establish that the threat is genuine.
Credibility is a broader assessment. The FBI describes it as an evaluation of the reporting source and circumstances, alongside whether the method described is viable. Viability includes whether the method is technically feasible and practicable as described. That assessment may require information or expertise unavailable to a bystander. - A detailed message is not automatically credible; its source and context still matter.
- A vague or incomplete message is not proof that there is no danger.
- A method should not be dismissed only because it is new or unprecedented, the FBI cautions.
For these reasons, a layperson cannot certify a threat as a hoax by scoring its details. The FBI has warned that the phrase “no specific and credible threat” can be interpreted in different ways. Threat assessment is contextual: authorities consider what is known and unknown, the individual report and the wider threat environment, and observable indicators that are valid and reliable.

What authorities may consider
There is no single sign that predicts violence. Assessment can involve several kinds of information, and the meaning of any one detail depends on context.
Source and circumstances
Investigators may assess what is known about the person or account behind a report, how the information was obtained, the surrounding circumstances, and whether other information corroborates it. An anonymous report can still be worth reporting; anonymity does not resolve whether a threat is real.

Capability and method
Authorities may consider whether a source appears able to carry out the described act and whether the method is workable as stated. Technical feasibility can be difficult to judge without specialist knowledge, so do not attempt to test a method or investigate a suspected person yourself.
Behavior and changes over time
The FBI identifies behaviors that may warrant attention, including disclosing violent plans, repeatedly or in detail describing violent fantasies, troubling efforts to obtain weapons, or testing security at a possible target. These are warning indicators—not a diagnosis, proof of intent, or a formula for predicting violence. The FBI Behavioral Analysis page discusses behavioral threat assessment.

What to do if you encounter a threat
The following reporting guidance is U.S.-specific. If the danger is immediate, act first; do not wait until you decide whether a message is a hoax.
- Call 911 for immediate physical danger. If an attack may be underway or someone faces an urgent threat, contact emergency services.
- Notify local law enforcement. For a threat associated with a federal crime, the FBI lists field offices and tips.fbi.gov as reporting channels. Not every report meets the FBI’s investigative threshold, and local or state police remain relevant for other incidents. The FBI’s Threat Intimidation Guide explains reporting and evidence-preservation steps.
- Preserve the original electronic message. Do not delete it. Keep the sender information, subject line, date, time, and other available details. Preserve the original where possible rather than relying only on a paraphrase or cropped image.
- Do not repost or forward unverified content. Send it to the appropriate authorities instead of amplifying it publicly. The FBI advises reporting threats while avoiding actions that can spread misinformation or panic; see FBI guidance on hoax threats (October 5, 2018).
- For a school or institution, use its emergency procedures. Notify the designated safety contact and follow established reporting and communication channels. U.S. Department of Education guidance dated September 25, 2026 recommends that educational institutions prepare multidisciplinary assessment teams, tabletop exercises, law-enforcement notification plans, and emergency communications procedures. Why a post alone may not settle the legal question
Whether a particular statement is a legally actionable threat depends on its language and context. The U.S. Government Accountability Office’s report on FBI threat assessment and information sharing discusses assessment factors as well as the distinction between genuine threats and protected expression, such as exaggeration or hyperbole. That distinction is not something to resolve from a short checklist or an online article; report a concerning message and leave legal and threat assessments to the appropriate authorities.
