In Confluence Cloud, a classification level labels content; it does not, by itself, choose who can view a page. To limit visibility, set a page view restriction for the intended users or groups, and make sure they can access the containing space and any restricted parent page. Use classification as a separate governance signal that can inform other security policies.
Classification labels and page restrictions do different jobs
A classification level tells your organization how to categorize a content item. Confluence page restrictions control who can view or edit that item. Treating a page as confidential through its classification does not replace setting a view restriction.

Restrict a page to selected users or groups
- Check the page’s container access. Confirm the intended audience has access to the space and any restricted parent page. A page restriction cannot grant access beyond the limits imposed by its space or parent.
- Set a view restriction on the page. Use the page’s content-restriction controls to specify the users or groups who should be able to view it. Confluence content is generally open to people who can access the space or parent unless a restriction is applied.
- Check group membership and other access paths. Permissions are additive: someone excluded from a directly named group may still have access through another group or permission source. Review the effective access, not just the direct assignments.
- Verify access with the right people. Confirm that intended readers can reach the page and that people outside the audience cannot. Include inherited space and parent-page access in the check.
Content restrictions are not available on Confluence Free. Atlassian’s Cloud role and permission experience may vary as role-based access rolls out, so check the site’s current space roles and the user’s restriction-management permissions if the controls are missing.
Configure classification levels separately
Set up the organization’s levels
Atlassian documents data classification for Confluence Cloud as an Atlassian Guard Premium capability; its support documentation also lists Atlassian Government Cloud. An organization admin defines and publishes the levels before users can apply them. Atlassian documents a maximum of 10 levels.

Choose defaults and manual-classification permissions
Organization defaults provide a baseline for new or unclassified content. A space can have its own default, and administrators configure whether that default may be less sensitive than the organization default. Manual classification permission is configurable: the documented default allows anyone with edit access to classify content, but administrators can restrict it to space admins or prevent manual classification.
Use automated rules with care
Classification rules apply a level when configured detections match. Rules can affect existing content as well as matching content added later. Before saving a rule, review its preview and the settings for updating existing content. Atlassian describes rules as early access in some support documentation, and the administration experience may differ between sites.

Account for parent and child pages
Access inheritance and classification inheritance are separate. Check page restrictions against the space and parent-page access that bound the audience. A classification assigned to one content object applies to that object, not automatically to its child pages. Classify and restrict child pages as needed rather than assuming the parent’s label covers them.
