Natural gas utilities generally prioritize pipeline repairs by assessing the condition of the line, the likelihood of failure, and the potential consequences—not by following one universal score or simply fixing the oldest pipe first. In the United States, the rules differ for covered gas transmission pipelines and distribution systems. Some transmission findings require immediate action; other conditions are repaired on an operator’s schedule under applicable requirements.

What determines which pipeline gets repaired first?

Operators identify threats and observed conditions, then consider inspection or assessment results alongside system and operating data. They use that information to evaluate both the likelihood of a failure and its possible consequences, and to decide whether the condition requires urgent remediation or can be handled on a documented schedule.

For covered transmission segments, the Pipeline and Hazardous Materials Safety Administration (PHMSA) describes an integrity-management process of identifying, prioritizing, assessing, evaluating, repairing, and validating pipeline integrity. Periodic evaluations draw on assessment results, integrated data, and risk information to inform remediation and preventive or mitigative measures. That does not mean every utility uses the same formula. The reviewed federal materials establish risk-based processes and repair categories, not a universal numeric ranking system for all utilities or all pipeline work.

Transmission and distribution pipelines follow different programs

Gas transmission integrity management applies to covered transmission segments that could affect high-consequence areas. Distribution systems have a separate integrity-management program, known as DIMP. The programs should not be treated as one set of rules: detailed transmission criteria do not automatically apply to every distribution repair. PHMSA’s transmission program page and its DIMP guidance describe the distinction.

Covered transmission segments

For covered segments, operators use integrity assessments, data integration, and risk evaluation to identify and address conditions. The potential effects of a failure matter alongside the condition itself, including whether people or places could be affected.

Distribution systems

Distribution operators evaluate risks under DIMP. In a July 2026 advisory, PHMSA emphasized risk evaluations, high-risk infrastructure, interactive threats, leak-management effectiveness, and selection of suitable risk models. That guidance points to factors operators should consider; it does not establish one public-facing score that ranks every distribution repair. When is a repair immediate versus scheduled?

For transmission integrity findings, the applicable category affects how an operator must respond. PHMSA’s performance-measure materials describe an immediate repair as urgent enough to require a temporary operating-pressure reduction or shutdown until the repair is completed. Other, less urgent conditions may be repaired according to an operator-defined schedule, subject to the relevant regulatory requirements. If an operator cannot meet an applicable repair schedule for a condition, a 2021 PHMSA interpretation says it must explain the reason and how the revised schedule will not jeopardize public safety. The specific deadline and obligations depend on the condition, pipeline category, current regulations, operator procedures, and jurisdiction; not every observed issue has the same response time. Why one leak may be addressed before another

Two reported leaks or defects can differ in severity, likelihood of failure, and potential consequences. A condition that calls for immediate action—including a pressure reduction or shutdown—may take priority over a less urgent condition that can be handled on a compliant schedule. The response also depends on whether the asset is part of a covered transmission segment or a distribution system and on the applicable rules and operator procedures.

It is therefore not safe to infer that utilities always repair the oldest pipe first, that all leaks receive identical response times, or that a single federal score determines every local work queue. The federal materials support risk evaluation and categorized repair obligations, not those shortcuts.

What changed in the transmission rule?

PHMSA lists August 24, 2022, as the publication date and May 5, 2023, as the effective date of its 2022 Gas Transmission rule. The rule changed integrity-management and repair criteria. PHMSA’s rule summary provides the dates and overview.

After an August 2024 court order, PHMSA issued a 2025 correcting amendment removing provisions that had been vacated. For the exact status or deadline of a particular repair criterion, consult the current text of 49 CFR Part 192 rather than relying on an older summary. The correcting amendment is available in the Federal Register.

What to check for a repair in a specific area

These federal sources describe the U.S. framework, not every state requirement or utility procedure. To understand a specific repair decision, identify the pipeline operator and asset type, then check the operator’s information, the relevant state regulator, and current federal requirements. The federal framework alone does not establish a complete state-by-state comparison or a single deadline for every repair.
