Confluence data classification labels content with an organizational sensitivity level; the label alone does not control who can view it or prevent exports, downloads, public links, or app access. Those protections depend on permissions and separately configured data-security policies. In Atlassian Cloud, Atlassian’s current documentation says data classification requires Guard Premium; confirm current plan coverage and your organization’s settings before relying on it.
What data classification means in Confluence
Atlassian defines data classification as “the process of labeling information in an organization.” A classification level tells people how an organization categorizes content and can inform governance expectations for how that data is created, stored, managed, moved, or deleted. The label is useful context, but it is not an enforcement action by itself.
Confluence supports classification for pages, blog posts, databases, and whiteboards. A level applies to the individual content object: classifying a page does not automatically classify its child pages. Atlassian’s data classification overview describes the feature and supported content types.
How classification levels are created and applied
Define and publish levels
An organization administrator defines classification levels, either using a template or creating levels that fit company policy. Atlassian documents a maximum of 10 levels. Users can see and use levels after an administrator publishes them. Atlassian’s setup instructions cover level configuration.

Set defaults and object-level classifications
Organization administrators set the organization default; space administrators can configure a space default. The organization default is the baseline when a different level has not been set, while a space default applies to content in that space. Specific content can have its own level, subject to the hierarchy and configured settings: its classification cannot be less sensitive than the applicable organization or space default. Assign levels manually or with rules
Classification can be assigned manually or by rules. Automatic assignment depends on the detections and rules an administrator has configured; it should not be assumed that every sensitive item will be identified without those settings. A rule can identify content and assign a level, but assignment still does not itself restrict an action.

Classification, permissions, and policies are different controls

Atlassian describes classification as a way to fine-tune data-security-policy controls. In practice, the classification can help determine which policy applies, while the policy is the mechanism that governs covered actions. What separate data-security policies can restrict
Atlassian documents controls for restricting exports, public links, anonymous access, attachment downloads, and access by Marketplace or custom apps. Availability and app coverage vary by control, plan, and app, so do not infer that a classification level automatically activates every restriction. Check the applicable settings and plan details in your own organization. Atlassian’s policy documentation describes the controls and their scope.

A restriction can also affect legitimate workflows. For example, an export restriction may prevent users from previewing or downloading files such as PDFs. Evaluate the intended protection alongside the work users need to do.
How a classification rule and policy work together
Consider Atlassian’s example: a rule detects a credit-card number and assigns the content a highly confidential level. That step labels the content. To prevent export, a separately configured data-security policy must apply the export restriction. Detection, classification, and enforcement are related steps, not interchangeable ones. Atlassian’s setup documentation illustrates this distinction.

Plan availability and operational checks
Atlassian’s current documentation says data classification in Atlassian Cloud requires Guard Premium. Plan entitlements and coverage can change, and Atlassian Government Cloud has different availability statements, so confirm the current documentation and the relevant organization’s subscription rather than generalizing across cloud environments. Atlassian’s classification overview and policy overview describe current availability and control coverage.
- Confirm classification levels have been created and published.
- Check the organization and space defaults, along with any content-specific levels.
- For every desired restriction, verify that a corresponding data-security policy is configured and applies to the relevant content and apps.
- Test how the policy affects intended user workflows, including previews and downloads.
These features provide governance controls; their presence alone is not a guarantee that an organization satisfies a particular legal or regulatory requirement.
