In Confluence Cloud, data classification labels how sensitive or governed content is; page restrictions determine who can view or edit it. A classification label is not an access list. A separate data security policy can use a classification to control actions such as exporting content.
What data classification controls
Data classification gives content a sensitivity or governance category, such as “Highly confidential.” An organization can set classification levels and apply them through organization or space defaults, manual classification where allowed, or rules that detect specified content. A classification assigned directly to a content item applies to that item; it does not automatically pass to its child pages. Space and organization defaults provide broader baselines. Atlassian’s data-classification overview describes these levels and application options.
The label itself does not prevent someone from viewing or editing the page, nor does it inherently block an action. Enforcement requires a separately configured data security policy. For example, Atlassian documents a policy that assigns “Highly confidential” after detecting a credit-card number and prevents exporting content with that classification. In that setup, the policy enforces the export control; classification supplies the attribute the policy uses. Atlassian’s policy documentation explains this model.
What page restrictions control
Page restrictions govern access to a content item: who may view it and who may edit it. Confluence Cloud provides general access settings as well as specific access for people or groups. A restriction can narrow access for users who otherwise have access through the space. See Atlassian’s guide to changing who can find and work with content.

Restrictions also behave differently depending on the permission:
- View restrictions inherit down the page tree: descendants are subject to the view restriction on a parent.
- Edit restrictions do not inherit: a parent’s edit restriction does not automatically restrict editing on its child pages.
Access is also bounded by the containing space and parent-page access. If someone cannot open content, check the relevant space and parent access as well as the content restriction; changing one setting may not resolve a higher-level access issue. To stop someone from opening a page
Use a view restriction, then check the containing space and any parent-page restrictions. A classification label alone will not deny access. Remember that a parent’s view restriction affects its descendants.

To identify sensitive content or govern its use
Set up classification levels and the relevant defaults, manual options, or detection rules. If you need to block an action such as export, configure a data security policy that uses the classification; do not rely on the label alone.

Before changing settings
- Confirm the organization’s Confluence Cloud plan and configuration: classification and content restrictions have different availability conditions.
- Check the intended scope. A content-object classification does not classify its children, while a parent view restriction does affect descendants.
- When diagnosing access, trace permissions from the space and parent through to the content item rather than checking only the page restriction.
