Usually, yes—but convergence works best as formal collaboration around shared risks, not as an automatic merger of departments. If a facility’s access systems, networks, operational technology, and incident response affect one another, physical security and cybersecurity should coordinate their planning and decisions. Keep clear ownership and specialist expertise, and choose a reporting structure only if it solves a real organizational problem.

What does physical and logical security convergence mean?

Logical security generally means controls over digital identities, accounts, systems, networks, and information. Government guidance more often uses terms such as cybersecurity, information security, and IT. In practice, the question is how those functions coordinate with physical security, which protects people, facilities, and physical assets.

CISA defines convergence as “formal collaboration between previously disjointed security functions.” That definition describes a way of working together; it does not require putting every function under one executive. The Interagency Security Committee’s 2022 guide likewise describes integrated security as collaboration among physical security, information security, cybersecurity, information assurance, and IT, with attention to planning, organizational alignment, training, and performance management. Operational versus structural convergence

  • Operational convergence means teams share relevant information, coordinate risk decisions, align policies where appropriate, and work together during incidents.
  • Structural convergence means combining teams or changing reporting lines.

An organization can adopt operational convergence while keeping separate teams. Collaboration is the core idea; a reorganization is one possible choice, not a prerequisite.

What can convergence improve?

A more complete view of risk

A threat may affect both physical and digital assets, and an incident in one domain can create consequences in another. For example, a disruption involving facility access can affect the availability of systems or operations, while a cyber incident involving access-control technology can have physical consequences. Shared context helps decision-makers consider those dependencies rather than treating each risk in isolation. CISA describes convergence as a way to identify physical-cyber risk and align security goals and policies.

Communication and incident response

When teams have agreed ways to share information and escalate incidents, they can coordinate actions that cross organizational boundaries. CISA identifies improved communication and coordinated incident response among the aims of convergence. That benefit depends on clear handoffs and decision rights; a new committee or org chart alone does not ensure it.

More aligned planning and practices

Shared planning can help teams identify overlapping responsibilities and coordinate training and performance management. ASIS Security Management’s 2020 account of survey findings reported benefits among respondents in converged organizations that included alignment, cooperation, shared practices, staff versatility, and efficiency. What are the risks and limitations?

Role confusion and organizational friction

Teams may have different cultures, skills, and established ways of working. In the survey reporting by ASIS Security Management, cited barriers included different cultures and skills (41 percent), silo traditions (41 percent), and the view that separate operations were needed (26 percent). Among respondents in converged organizations, reported drawbacks included confusion over roles and responsibilities (29 percent), reporting or communication lines (25 percent), and personnel conflict (25 percent). These are findings from a survey, not probabilities for an individual organization or evidence that convergence caused each problem.

Specialist ownership and system boundaries

Closer coordination should not blur who owns a control, system, or decision. NIST SP 800-171 Rev. 3 discusses layered protections, security policies and architectures, threat modeling, and delineating physical and logical security boundaries. It is scoped to protecting controlled unclassified information in nonfederal systems and organizations; it is useful engineering guidance here, not a general convergence standard. A merger is not proof of efficiency

Combining teams may make coordination easier in some organizations, but it can also add reporting complexity or weaken distinct responsibilities if designed poorly. Treat reduced duplication as a hypothesis to check: identify which processes overlap and whether the overlap causes measurable cost, delay, or risk before reorganizing around an assumed efficiency gain.

How common is convergence?

An ASIS Foundation study reported that 24 percent of its respondents had converged physical and cybersecurity functions. ASIS International said the 2019 study surveyed more than 1,000 security leaders and included follow-up interviews. That is a historical, study-specific result, not a current adoption rate for all organizations. ASIS International’s 2019 announcement.

ASIS Security Management’s 2020 reporting describes a survey of more than 1,000 CSOs, CISOs, physical-security directors, cybersecurity directors, business-continuity leaders, and crisis and disaster-management leaders, with respondents in the United States, Europe, and India. Its findings provide context on reported benefits and barriers, but should not be read as a census or as representative of every organization.

How should an organization decide?

Start with the work and risks that need coordination, not with a preferred org chart. Assess:

  • How interdependent are facilities, access-control systems, networks, and operational technology?
  • How reliably do the current teams share threat information and coordinate incidents?
  • Would the proposed model make accountability and decision rights clearer?
  • Can the organization preserve specialist expertise and necessary control boundaries?
  • Are duplicated processes identifiable and measurable, or is efficiency merely assumed?
  • What governance, training, and performance measures would show whether collaboration is working?

If dependencies are limited and existing handoffs work well, a formal coordination mechanism may be enough. If incidents repeatedly cross domains or teams lack a shared view of risk, deeper operational integration may be warranted. A structural merger should follow a demonstrated need, not stand in for it.

How to put convergence into practice

  1. Map dependencies and handoffs. Identify shared assets, cross-domain risks, system owners, and current handoffs among physical security, cybersecurity, IT, and relevant operational technology teams.
  2. Set governance and escalation. Establish a regular collaboration mechanism and a shared escalation path. Specify who owns decisions, controls, communications, and incident actions.
  3. Align cross-domain policies and playbooks. Where threats span functions, agree how teams will coordinate. Exercise a realistic scenario to expose unclear roles and slow handoffs.
  4. Preserve boundaries and expertise. Keep specialist responsibilities explicit, and use threat modeling and layered protections where appropriate so that integration does not erase system boundaries.
  5. Start with a bounded coordination problem. Choose a high-value issue, then evaluate response coordination, ownership clarity, and any reduction in duplicate work before expanding the approach.

This approach follows the direction of CISA, ISC, and NIST guidance while treating a bounded pilot and its evaluation as practical implementation choices rather than formal requirements from those publications.
