The effect is not automatic or fixed: inventories, demand, other producers, crude quality and market expectations all influence what happens to benchmark prices.
How Venezuela’s exports feed into global oil prices
Oil benchmarks such as Brent reflect a globally traded market, not the output of a single country. Venezuelan exports are one part of the supply available to refiners and traders. When fewer barrels arrive, buyers may draw on inventories, seek replacement crude or bid more for grades that fit their refineries. Those adjustments can put upward pressure on prices. When additional Venezuelan crude reaches buyers, it can add supply and ease upward pressure.
The size and direction of any benchmark move depend on the overall balance of supply and demand. The International Energy Agency’s September 2025 Oil Market Report and the U.S. Energy Information Administration’s (EIA) discussion of market uncertainty and price drivers describe the broader forces at work. Neither establishes a fixed price change for each Venezuelan barrel.
Why Venezuelan crude can matter to specific buyers
Venezuela produces heavy crude, which is not interchangeable with every other grade for every refinery. EIA says Venezuelan heavy crude is well suited to U.S. refineries, particularly those on the Gulf Coast. Before U.S. sanctions, the United States was Venezuela’s largest crude importer. A change in Venezuelan supply can therefore affect the choices and costs of particular refineries and crude-grade markets, apart from any change in a global benchmark.

Before full U.S. sanctions in 2019, the export terminal at Puerto José handled approximately 90% of Venezuela’s crude exports, according to EIA’s Venezuela country analysis. This is a historical figure, not a current destination or terminal share.
Production is not the same as exportable supply
Having oil underground—or producing it—is not enough to put the same volume on the world market. Heavy crude must be processed and blended for transport and sale, then loaded and delivered. EIA reports that Iranian cooperation from 2020 to 2023 increased Venezuela’s diluent imports, making more heavy crude export-ready. Without diluent, upstream volumes and exports would be lower. EIA also linked a slight increase in exports in 2023 primarily to Iranian assistance and easing U.S. sanctions; those findings describe that period, not current export levels.

Sanctions, shipping access and loading constraints can also interrupt deliveries. EIA’s February 2026 Short-Term Energy Outlook reported that a blockade and tanker interceptions near Venezuela halted a large portion of exports in December and shut in production. It also reported that the U.S. Treasury Department’s Office of Foreign Assets Control expanded a general license to allow more companies to transport and sell Venezuelan crude while sanctions remained in place. These dated developments illustrate how policy and logistics can change flows; they should not be treated as a description of conditions at another date.
Other market forces can amplify or offset the change
A Venezuelan export shift coinciding with a price move does not by itself show that the former caused the latter. To understand the connection, consider:

- Net flow change: how many barrels actually reach buyers, rather than production capacity or an announced policy change.
- Market tightness: demand, supply growth and whether inventories are rising or falling.
- Substitutes: whether other crude grades are available and suitable for the refineries affected.
- Timing and expectations: whether traders anticipated a change before physical deliveries shifted.
- Other disruptions and policy: OPEC+ output decisions, sanctions affecting other producers, shipping chokepoints and geopolitical risk.
For example, EIA’s September 2026 outlook reported that Brent averaged $91 per barrel in August 2026 and attributed higher prices to constrained Middle East exports and resulting production shut-ins. That is an illustration of other market forces, not evidence that Venezuela caused that price level.

It could ease upward pressure if the additional exports reach buyers and other conditions do not offset the increase. The effect may instead be absorbed by stronger demand, lower inventories, production changes elsewhere or other disruptions. Likewise, fewer Venezuelan exports can add upward pressure, but other supply or weaker demand can counter it.

There is no established dollar-per-barrel rule for a given change in Venezuelan exports. EIA’s analysis of OPEC crude oil export revenues found that crude prices were the primary driver of OPEC revenues from 2010 through 2024, with production also varying. That revenue relationship does not quantify how a Venezuelan export change affects Brent or WTI.
