Improve workplace air by first meeting the applicable outdoor-air ventilation requirements, then increase clean airflow where it is safe and practical. Use compatible HVAC filtration or appropriately sized room air cleaners to supplement ventilation; consider germicidal ultraviolet (GUV) only as a professionally designed additional measure. These steps can lower exposure to airborne respiratory particles, but they cannot guarantee that workplace air is safe or prevent infection.
Start with required outdoor air
Have the building’s ventilation reviewed against the outdoor-air requirements that apply to its construction or latest renovation and intended occupancy. NIOSH recommends delivering at least the applicable minimum and, where feasible, bringing performance up to current ventilation-code requirements for the building’s present use. Requirements vary by location and building; consult the applicable local code and a qualified building professional rather than treating this guidance as a code determination.
Code compliance is a baseline, not a guarantee against airborne infection. Voluntary improvements may provide additional protection, particularly when spaces are crowded or otherwise higher risk. Filters and air cleaners can add equivalent clean airflow, but they do not replace code-required outdoor air. NIOSH describes good ventilation as important to maintaining a healthy indoor environment and protecting workplace occupants from respiratory infections (Ventilation and Respiratory Viruses, October 3, 2024).
Increase outdoor air and improve airflow when safe
Outdoor air dilutes particles generated by occupants. Depending on the building and conditions, practical changes may include adjusting HVAC outdoor-air dampers, opening windows or doors, or rebalancing airflow to serve occupied areas. NIOSH explains that additional outdoor air helps dilute occupant-generated respiratory viral particles (Improving Air Circulation, October 3, 2024).

- Check conditions first. More outdoor air can raise energy use and affect temperature or humidity. An energy recovery ventilator may lessen some energy and system impacts.
- Do not create a new hazard. Avoid opening windows or doors where there is a fall or other safety risk, where incoming pollution is a concern, or where airflow could trigger asthma symptoms.
- Use fans thoughtfully. A safely secured window fan exhausting air outdoors can help draw outdoor air in through other openings. Avoid directing potentially contaminated air from one person toward another. A fan can improve mixing without increasing the amount of air delivered.
- Get help with system changes. Rebalancing, raising airflow, or changing HVAC controls can require building-specific expertise. Involve an experienced HVAC professional where appropriate.
Improve filtration and add room air cleaning
Central HVAC filtration
NIOSH recommends upgrading a central HVAC filter to MERV-13 or better when the system can accommodate it. Check compatibility with facilities staff or an HVAC professional; a higher-efficiency filter is not a safe upgrade if the system cannot handle it. Portable or built-in room cleaners
A room air cleaner can provide additional clean airflow in the area it serves. For a portable HEPA cleaner, choose a unit sized for the room and its clean-air delivery, then account for placement, upkeep, and whether it can run under normal workplace conditions. A room cleaner treats air locally; it does not bring in outdoor air or substitute for required ventilation. If considering a non-HEPA cleaner, verify what technology it uses rather than assuming all air cleaners filter particles in the same way.

Germicidal ultraviolet treatment
GUV, also called UVGI, can inactivate airborne viruses when designed and installed correctly. NIOSH presents it as a supplement that may be useful in large gatherings, higher-risk spaces, or places where ventilation or filtration upgrades are limited. Upper-room and in-duct systems require appropriate design, sizing, installation, and commissioning. Treat newer non-filtration air-cleaning technologies cautiously and seek qualified expertise for engineered systems.
Use 5 ACH as a planning guide, not a safety threshold
NIOSH suggests aiming for 5 or more air changes per hour (ACH) of clean air when possible. It is a rough practical guide, not a universal requirement, a known optimum, or a guarantee of safe air. NIOSH says the precise reduction in viral infection risk from a particular ventilation rate is unknown (How Much Ventilation Is Enough?, October 3, 2024).

ACH compares airflow with room volume. The clean-air total can combine outdoor ventilation with equivalent clean-air delivery from filtration or treatment. NIOSH uses equivalent ACH (eACH) to describe the contribution of air-cleaning or treatment devices. Some devices do not introduce outdoor air, and particle cleaning may not remove gases or vapors. A large warehouse with few occupants may need less clean air than a crowded room or one occupied by people at higher risk; the appropriate approach depends on the space and its use.
Room layout matters as well as the total airflow. Air changes do not show whether clean air reaches every occupied area: stagnant zones and imperfect mixing can leave uneven conditions. Clearance-time estimates generally assume perfect mixing unless adjusted, so they may understate the time needed in a real room. Do not use a generic clearance estimate as a workplace re-entry rule; follow applicable workplace or disease-specific guidance where relevant.

Choose measures for the building and its use
There is no single upgrade that fits every workplace. The practical choice depends on occupancy, activity, outdoor pollution, weather, system compatibility, airflow distribution, comfort, energy use, and maintenance. A useful decision sequence is:
- Confirm the baseline: determine the applicable outdoor-air requirement and whether the current system meets it.
- Identify constraints: note whether outdoor air can be increased safely and comfortably, and whether the central system can support a higher-efficiency filter.
- Add suitable clean-air capacity: consider compatible central filtration or a room-sized HEPA cleaner where additional particle removal is useful.
- Check distribution and operation: consider where air moves, whether occupied zones are served, and whether equipment can be maintained and run consistently.
- Seek professional design for engineered changes: use qualified help for HVAC modifications and GUV systems.
These measures reduce exposure risk; they do not eliminate it. Do not interpret 5 ACH as a legal mandate or promise a particular reduction in infections. NIOSH’s broader workplace guidance is available at Ventilation and Respiratory Viruses.
