You can get a vintage PC online by having it dial a modem attached to a Linux host that answers the call and starts a PPP session. A Raspberry Pi can serve as the host for a one-computer setup. The modem call is only the first stage: mgetty handles the incoming call, pppd establishes the network link, and the Linux host must provide an IP path to the network you want to reach.

How a DIY dial-up ISP works

The basic connection has five parts: a vintage computer with a client modem, a phone connection or suitable local substitute, an answering modem, a Linux host running call-handling and PPP software, and a network route beyond that host if you want access outside the local lab.

  1. The vintage PC dials the server modem.
  2. mgetty detects and answers the incoming modem call. It manages modem initialization and call handling; see the Debian mgetty manual for those responsibilities.
  3. pppd starts PPP after the modem connection is ready. PPP creates a point-to-point network link and negotiates IP connectivity. The pppd manual describes address negotiation and peer authentication.
  4. The server authenticates the client if configured to do so, assigns or negotiates its network settings, and routes traffic to the intended destination.

A carrier signal does not prove that the computer has working TCP/IP. Diagnose the call, PPP negotiation, authentication, and routing as separate stages.

Choose a connection path

Neither path is universally better. The available phone infrastructure, ATA controls, modem compatibility, and number of simultaneous callers should guide the choice. The Raspberry Pi project discussed below is explicitly for one retro computer, not a multi-line ISP or PBX.

Direct local connection

Connect the client modem to the server modem through a suitable local phone system or line simulator, then attach the answering modem to the Linux host. Verify that the host sees the modem and that it supports data mode. In one Ubuntu Server 24.04 example, a USB modem appears as /dev/ttyACM0; that device path is an example, not a standard for every modem or distribution.

VoIP with ATAs

An ATA/SIP/RTP bridge can make analog modem calls across an isolated IP network. A retro-dialup-net project documents an ATA-based design with a Dockerized mgetty/pppd server. Its guide uses uncompressed G.711 and disables echo cancellation. In the FOSDEM 2026 presentation “Dial-up revisited: Why it’s needed and how to run an oldschool ISP”, the presenter warns that echo cancellation, adaptive jitter buffering, voice activity detection, and codecs other than G.711 can impair modem communication in the described ATA setup. The presentation sums up the challenge as: “VoIP is hostile to the modems.”

Results depend on the specific VoIP path and equipment. The FOSDEM slides report a theoretical limit of 21100 baud for the described VoIP conditions and characterize 14.4k as a good real-world result in that context; those figures are not general limits for all modem connections. The same presentation says results can fall far below the 56 kbps many people associate with late dial-up.

Build a one-computer Linux dial-in server

A Raspberry Pi is one documented host option for a simple, single-client project. Jeff Geerling’s Pi ISP project provides a sample client dial-up profile and includes an optional proxy for older browsers. It is a project-specific recipe, not a prevalidated modem bundle.

For a more hands-on Linux configuration, the FOSDEM 2026 presentation demonstrates Ubuntu Server 24.04 with ppp, mgetty, a modem device such as /dev/ttyACM0, and a systemd service for mgetty. Its example also configures PPP options, PAP credentials, IP forwarding, and masquerading. Treat these as implementation details to adapt: modem device names, package setup, and network settings vary by hardware and Linux distribution.

Configure the call and PPP layers

  1. Identify the modem device. Connect the answering modem to the Linux host and confirm which device node the operating system exposes. The FOSDEM example uses /dev/ttyACM0; do not assume yours will.
  2. Install and configure mgetty and pppd. Set mgetty to manage the modem and answer calls, then configure it to hand a data call to PPP. Consult the documentation for your distribution as well as the mgetty manual; the cited Debian manual is for Stretch and is explanatory, not current setup guidance for every release.
  3. Set PPP options and authentication. Configure the PPP session, including the address behavior and any authentication you require. The FOSDEM example uses PAP and a secrets file. Create a dedicated account and a distinct password; do not copy example credentials or expose permissive tutorial settings to an untrusted network.
  4. Decide where the client should reach. For a local lab, configure a path only to the local services you intend to provide. For Internet access through the Linux host, enable suitable IP forwarding and routing or masquerading, as demonstrated in the FOSDEM example.
  5. Test each stage. Confirm that the modem answers, mgetty recognizes the call, pppd starts, authentication succeeds, and the client receives usable IP connectivity. A successful modem carrier alone is not an end-to-end test.

Get a vintage browser to load useful pages

Even when PPP and IP routing work, an old browser may not render or connect to modern websites. The Pi ISP project installs Macproxy Classic by default and describes it as an HTTP proxy that strips elements older browsers cannot handle. Its documentation explains how to point the vintage computer to the proxy at the project host’s configured IP address and port. This can improve access to compatible pages, but it does not make every modern site usable.

Troubleshoot the connection by stage

  • The modem does not answer: Check the modem connection, device path, mgetty configuration, and server logs. mgetty is responsible for detecting and answering calls.
  • The call reaches carrier but PPP does not come up: Check that the call is handed to pppd and inspect PPP options and logs. The two modems may connect even when PPP has not started or completed negotiation.
  • Authentication fails: Compare the client credentials with the server’s configured account and secrets entry. Avoid reusing example credentials.
  • PPP connects but the client cannot reach other systems: Check the negotiated IP configuration and the server’s routes. Internet access through the host additionally requires suitable forwarding and routing or masquerading.
  • The connection is unstable at higher speeds: Reduce the modem’s maximum speed and test again. The Pi ISP documentation specifically warns that some installations can be unstable at higher rates, even at 33.6 kbps.
  • Only modern websites fail: Check whether the vintage browser can reach the proxy and whether the desired site is compatible with it. A functioning PPP connection does not guarantee modern web compatibility.

Hardware to plan for

  • Linux host: A Raspberry Pi is a documented option for the Pi ISP’s one-client setup.
  • Two compatible data modems: One belongs to the vintage PC and one to the server. Verify data-mode capability and operating-system support for the server modem; the cited sources do not validate a universal model.
  • Serial or USB connection: The server may need an adapter if it lacks a compatible serial interface. Check chipset and driver support for the operating system you plan to use; no specific adapter model is established here.
  • Phone connection hardware: Use a suitable local phone system or line simulator for a direct setup. ATAs are relevant only if you choose a VoIP/SIP bridge.

A Raspberry Pi is a host, not a complete dial-up kit: the compatible modem, phone path, client configuration, and any routing setup remain separate requirements.
