Internal capacity and external demand answer different questions: how much an organization could deliver, and how much its customers or service population need. Consumption measures what is actually used or delivered. Comparing all three can expose idle resources, bottlenecks and unmet need—but there is no single metric that works across a factory, a hospital and a region.

What does “internal capacity, external demand and consumption” mean?

It is a useful way to frame a management problem, not the name of an established universal method. Start by separating three things:

  • Demand target: the output or service pace required by customers or a defined population during a stated period.
  • Internal capacity and performance: what resources and processes can provide, and what they actually deliver. These are related but not identical: available equipment capacity is not the same as observed output.
  • Consumption and fulfillment: what is used or delivered, and what is delayed, unavailable or left unmet.

A mismatch is not automatically proof of poor management. Excess capacity in one location may coexist with unmet demand elsewhere; producing beyond genuine demand can also create waste. The useful question is whether the measured capacity, demand and delivered output refer to the same unit, place and time period.

Which metrics answer which questions?

Demand-driven targets

A target pace is calculated from demand. It tells an operation how quickly it would need to work to meet the stated requirement; it does not show what the operation actually achieves.

Observed output and capacity

Observed output records what a process or service delivered over a defined interval. Capacity describes the capability to deliver under stated operating conditions. Utilization compares asset use with available capability, while availability indicates whether equipment or other resources are ready to operate. Neither utilization nor availability alone establishes that demand was met efficiently: a highly utilized machine may still be the bottleneck, and high availability does not guarantee useful output.

Fulfillment time and unmet need

Fulfillment measures capture whether and when demand is served. Keep the scope clear: production time, time spent waiting in a system and the full customer journey are not interchangeable. Where demand is not directly observed, an estimate—such as comparison with a historical baseline—must be labeled as an estimate.

How do takt time, cycle time and lead time differ?

Manufacturing makes the distinction between a demand target and actual performance especially clear. Roboflow’s explainer defines takt time as net available production time divided by customer demand over the same period. It is the required pace. Cycle time is net production time divided by the units actually produced; it is an observed pace. The process boundary must be consistent: a single work station and a full production line do not have the same cycle-time measure.

For example, 480 minutes of net available daily production time divided by demand for 200 pumps gives a takt time of 2 minutes 24 seconds per pump. This is a hypothetical calculation, not a reported factory result.

If a consistently measured cycle time is longer than takt time, the process is not keeping pace with that demand target over the stated period. If it is shorter, the operation has pace to spare, but that does not mean it should produce extra units: actual demand, product mix, downtime and downstream constraints still matter.

Lead time is different again: it is the elapsed customer journey from order to delivery, potentially including administration, procurement, production and shipping. A factory can reduce production cycle time without reducing waiting or shipping time by the same amount.

How can a manufacturer connect internal data with external demand?

A useful view pairs operational measures with a demand signal rather than treating production data as a forecast of what customers will need. A quarrying-industry conference paper describes combining internal production and equipment-capacity data with external demand forecasts. Its listed dashboard measures include throughput, fuel consumption, productivity per person-hour, machine capacity and utilization, and machine availability.

Those measures can help identify whether a gap is associated with equipment, labor productivity or the pace required by demand. But the paper’s demand model was proposed and had not yet been implemented at publication. It therefore describes an approach, not demonstrated forecasting accuracy or improved results. A dashboard should also make clear how often the demand forecast is updated and which equipment or production boundary each capacity figure covers.

What changes when the setting is a hospital or a region?

The same broad question applies in other fields, but their metrics cannot be pooled with factory measures. They use different inputs, outputs, populations and definitions of unmet demand.

Interpreting the Italian hospital scores

Troisi et al. reported average efficiency scores of 0.87 for COVID-19 patients and 0.58 for non-COVID-19 patients in their Italian sample and period, with analysis through December 2020. The study used data envelopment analysis and panel regressions. These are relative scores from that analysis, not percentages of patients treated, present-day hospital ratings or proof that one patient group caused a change in the other’s efficiency.

Interpreting the regional index

Joo and Lee’s 2026 conference abstract offers a different kind of measure: a constructed regional index combining village economic, ecological and welfare capacity with urban-population demand and spatial accessibility. Its reported application to 108 cities and counties illustrates how a regional planning question can be modeled; the abstract does not establish that the index is suitable for factories or hospitals, or that it is a universal formula.

How should you build a capacity–demand comparison?

Before comparing figures or acting on a mismatch, document the measure’s scope. This checklist helps prevent a target, an observed result and an estimated shortfall from being treated as the same thing.

  1. Define the decision. State whether the measure is meant to guide staffing, equipment, production scheduling, service access or regional investment.
  2. Choose the unit and period. Specify units produced, patients served or another output, and the interval measured. Align the demand and performance periods.
  3. Set the boundary. Identify whether capacity refers to a station, line, facility or wider network, and which population or geography it serves.
  4. Name the demand source. Distinguish observed orders or service requests from a forecast, population estimate or target. Record the forecast horizon and update cadence where relevant.
  5. Separate target from actual. Label calculated required pace separately from measured output, utilization and availability.
  6. State how unmet demand is handled. Say whether it is directly counted, inferred from waiting or refusals, or estimated against a baseline; identify the baseline period.
  7. Describe the evidence type. Make clear whether a result is descriptive, predictive or an estimate of association. Do not interpret association as causation without evidence that supports it.

Only after those choices are explicit should you compare capacity with demand and decide whether to add resources, remove a bottleneck, change the service process or revise the target. A number without its geography, period, unit and denominator can look comparable while answering a different question.
