Canada and Germany signed a semiconductor cooperation framework in June 2026, but Canada’s announcement does not say U.S. tariffs caused the agreement. Tariff uncertainty is part of the wider trade environment; the stated aims are to strengthen industrial cooperation and respond to semiconductor supply shortages and disruptions.
What Canada and Germany agreed to
In June 2026, on the margins of the IEA Annual Global Conference on Energy Efficiency, Carlos Leitão, Parliamentary Secretary to Canada’s Minister of Industry, and Stefan Rouenhoff, Parliamentary State Secretary at Germany’s Federal Ministry for Economic Affairs and Energy, signed a joint declaration of intent. It sets a framework for policy dialogue and cooperation on semiconductor-sector priorities, including investment, industrial development, technology and research. Canada’s announcement says the countries aim to support innovation, competitiveness and the growth of start-ups, scale-ups and small and medium-sized businesses.
This is a cooperation framework—not an announcement of a chip factory, a funding award, a binding supply contract or evidence that companies have moved production. The Canadian announcement describes global supply shortages and disruptions as context for the declaration. It also notes semiconductors’ importance to advanced computing, artificial intelligence, connected technologies, economic security and national security.
Are U.S. tariffs pushing Canadian chip companies abroad?
The available official sources do not establish that. Canada’s June announcement does not attribute the Germany agreement to U.S. tariffs, and the sources do not identify Canadian semiconductor firms that changed international plans or moved production because of tariffs. The defensible reading is that trade uncertainty forms part of the broader backdrop to Canada’s efforts to deepen international partnerships—not that tariffs directly triggered this particular agreement.

Trade tensions have nevertheless intensified. The Department of Finance Canada reported on August 25, 2026, that a new U.S. 50% tariff on $27.6 billion of Canadian goods took effect August 22. Canada announced matching counter-tariffs on affected U.S. products and $7.5 billion in new and enhanced supports. The announcement describes a broad trade conflict and response; it does not identify semiconductor companies as the focus of the June declaration. See the department’s announcement.
Canada’s reliance on the U.S. market helps explain why diversification is a national concern, but these figures are not semiconductor-sector measurements. Statistics Canada reported that the United States received 75.9% of Canada’s goods exports in 2024. In 2023, more than 2.6 million Canadian jobs and nearly 17% of total value added depended on U.S. demand for Canadian exports. Statistics Canada’s analysis provides the economy-wide context.

Do U.S. tariffs apply to Canadian-made chips?
Not as a blanket rule. As of October 4, 2026, the Trade Commissioner Service’s guidance says U.S. Section 232 tariffs apply at 25% to a small subset of semiconductors and derivative products. It lists exemptions for goods used in domestic production and other specified domestic purposes, including U.S. data centres and research and development. The guidance also says there is no CUSMA-compliant exemption for the covered subset. Check the current official tariff guidance before making decisions: coverage, rates and exemptions can change, and the stated measure should not be generalized to all chips or Canadian semiconductor exports.
What does Canada make in the semiconductor industry?
The Government of Canada characterizes the country as a research-and-development and design hub, with strengths in specialized areas such as compound-semiconductor fabrication and advanced packaging. Its goal is to position Canada as a global supplier of specialized semiconductor technologies. Design
Design covers a chip’s architecture and layout, followed by validation, verification and testing before mass production. The government describes it as a multi-year, knowledge- and skill-intensive process that relies on research and development.
Fabrication
Fabrication makes the physical device in a semiconductor plant, including etching components onto wafers. The government says wafer fabrication can take 12 to 20 weeks.

Assembly, testing and packaging
Assembly, testing and packaging (ATP) prepares fabricated semiconductors to connect to end products. The government says ATP can take up to six weeks and requires specialized production facilities; it also identifies advanced packaging as an area of growing focus.
The same government overview lists earlier federal support: a $59.9 million investment announced in 2024 for projects from IBM Canada and the MiQro Innovation Collaborative Centre; a $36 million contribution announced in 2023 to Ottawa-based Ranovus for a $100 million AI-semiconductor project; and a 2022 Semiconductor Challenge Callout worth $150 million. These earlier items illustrate policy context; they are not new commitments under the 2026 Germany declaration, and the overview does not establish their current project status.

Why Germany is a plausible partner
Canada and Germany already have significant trade and research links. Global Affairs Canada describes Germany as Canada’s largest EU merchandise-trade partner in 2025. Two-way merchandise trade that year was $34.3 billion: $9.2 billion in Canadian exports and $25.1 billion in imports. The department also reports more than 1,500 joint research projects since the countries’ 1971 science and technology agreement, including collaborations involving German organizations such as Max Planck, Helmholtz, Leibniz and Fraunhofer and Canadian institutions. Global Affairs Canada’s bilateral overview describes these broader connections; they do not establish that particular semiconductor projects are already underway.
The declaration also builds on recent bilateral frameworks identified by the Canadian government: the Canada–Germany Digital Alliance, launched in December 2025, and industrial cooperation on automotive and battery manufacturing and critical minerals announced in February 2026. Together, these links provide an institutional and commercial setting for semiconductor cooperation without guaranteeing investment or production outcomes.
