There is no single cross-platform setting for a login-screen keyboard layout. The right method depends on your operating system and, on Linux, your desktop and display-manager setup: configure Windows through its international settings or deployment answer file, use GNOME’s Login Screen controls or its documented system-wide X11 method, and distinguish Mac user input sources from a login-window default.
First identify which layout you need to change
A keyboard layout determines how physical key presses produce characters; it is not necessarily the same thing as the display language or region. Also separate three scopes: a layout for your signed-in account, a layout available at the login screen, and a layout configured as the default for a Windows installation or deployment. A setting for one scope does not automatically configure the others.
If the login screen offers more than one layout, check the active layout before entering a password. A mismatch can make the characters you type differ from the key markings, especially for punctuation and symbols. The available sources establish this as a practical concern, but do not identify one universal cause or fix.
Windows: choose the method for a running PC or a deployment
Configure an installation or deployment with InputLocale
Microsoft’s InputLocale answer-file setting configures the input language and keyboard layout for a Windows installation. A value can identify a language’s default input locale or specify a locale and keyboard identifier pair. If you provide multiple values, the first listed value is the default keyboard. The setting applies during the specialize and oobeSystem configuration passes, so it is intended for setup and deployment—not as a general-purpose switch for a PC that is already in normal use.

Windows input profiles pair a language identifier with a keyboard identifier. Regional setup can add a secondary profile as well as the primary one, so verify that the profile includes the physical key arrangement you want rather than assuming that choosing a language alone selects it. Change international settings on a running installation
For a Windows installation already in use, Microsoft documents International PowerShell cmdlets for changing international settings. User preferences can dynamically reset individual settings, so a change may not remain as expected if a preference or policy also controls it. Microsoft says to use DISM against an offline Windows image; that is not the ordinary procedure for changing the running PC. If the goal is specifically to have the same layout at sign-in for every user, confirm that the configuration changes the intended system or sign-in scope; a user-level preference by itself should not be treated as proof that the login screen has changed.
GNOME and Linux: use the login-screen control or the documented X11 method
Set layouts in GNOME’s Login Screen area
On a multi-user GNOME system, open Settings > System > Region & Language. GNOME’s help explains that a separate Login Screen section appears in the Region & Language panel in the System panel when the system has multiple user accounts. Use that area to configure layouts for the login screen rather than changing only your personal input sources. The controls and their availability can vary by GNOME release and system setup. Configure a system-wide X11 keymap with localectl
GNOME’s administration guide documents localectl set-x11-keymap for system-wide X11 layout configuration. For example, sudo localectl set-x11-keymap es,us sets Spanish as the primary layout and US as the secondary layout in the guide’s example. Log out afterward to make the layouts available on the login screen.
This is guidance for X11 keymaps, not a universal Linux command for every distribution, display server, desktop, or login manager. Check your distribution’s documentation before applying it to a different environment. The GNOME guide notes that systems without localectl can use an Xorg configuration file instead. Mac: user input-source instructions do not establish a login-window default
Apple documents adding or removing input sources under System Settings > Keyboard > Text Input > Edit, then selecting an enabled source for typing. This explains how to configure input sources for use in the signed-in environment; the cited Apple guide does not say that it sets a default at the login window. Apple’s cited Login Window device management payload settings for Apple devices describes login-window management settings but does not list a keyboard-layout default among the settings on that page. On the basis of these sources, do not assume that changing a user’s input source also configures the login window.
