Noise cameras detect excessive vehicle sound; speed cameras detect vehicles traveling above a posted speed limit. Both use roadside sensors with images or video to connect a detected event to a vehicle, but they measure different things—and local law determines what happens after a detection.
How noise cameras and speed cameras differ

Neither label describes one universal system. Thresholds, evidence procedures, privacy safeguards, and legal authority vary by jurisdiction, and a sensor detection does not by itself establish what legal consequence follows.
How a noise camera connects sound to a vehicle
A roadside microphone or sound meter detects a sound event. The system pairs that measurement with video or an image to identify the vehicle associated with it. The UK Department for Transport’s trials, held from October 18, 2022, to February 1, 2023, in Keighley, Bristol, Great Yarmouth, and Rubery, Birmingham, used microphones with video to pinpoint noisy vehicles and create an image-plus-noise-level evidence package. The department says the trial received £300,000 in funding (UK Department for Transport, trial publication page dated March 17, 2024).
A sound threshold is not necessarily the same as a legal violation. The threshold that activates equipment, the standard defining an offense, and the evidence required for action are matters for the relevant program and law.

A documented New York City pilot
In a February 22, 2022 announcement, New York City’s Department of Environmental Protection said its pilot sound meter and camera activated for a noise at least 50 feet away that measured 85 decibels or more. DEP staff reviewed the video, and the notice directed the registered owner to bring the vehicle in for inspection. That was the process described for that pilot at that time; it is not a universal threshold or a statement of current rules everywhere (NYC Department of Environmental Protection, February 22, 2022).
How a speed camera works
A speed camera is paired with a device that measures vehicle speed. When the device detects a vehicle exceeding the applicable posted limit, the camera records it. The resulting notice and penalty process depend on the local program; they should not be assumed to match the inspection process used in a noise-camera pilot.

Toronto’s program illustrates why dates matter
The City of Toronto says Ontario repealed municipal automated speed enforcement in 2025 and that penalty orders stopped on November 14, 2025. The city also reports that the share of drivers exceeding the limit fell at 80% of locations after ASE installation, and that excessive speeding—20 km/h or more over the limit—decreased 87%. The cited city page does not state the evaluation year; these are Toronto’s reported results for its former program, not a guarantee of effects elsewhere or evidence about noise cameras (City of Toronto, Automated Speed Enforcement).

The camera or sensor produces evidence; local law and procedure determine whether anyone reviews it and what action can follow. Depending on the jurisdiction, the result may be reviewed by staff, lead to a warning or inspection notice, or support an infraction and penalty. An inspection request is not the same thing as a fine. The NYC pilot’s staff review and inspection notice show why it is important to check the wording and legal basis of a notice rather than infer the outcome from the equipment’s name.

Virginia: a statutory noise-camera model
Virginia Code § 46.2-1051.1 defines a qualifying noise-measuring device as automated equipment that activates when sound exceeds state limits, records audio and decibel levels, and permits manual review. Under that section, collected information is limited to enforcement of exhaust violations, and the civil penalty is capped at $100. The statute also sets retention and audit requirements and requires signage and public posting of locations. These rules apply where the statute authorizes local operation; they are not nationwide standards (Virginia General Assembly, Code of Virginia § 46.2-1051.1, 2026 updates).
Washington: a proposed pilot, not established law
Washington’s 2025 ESHB 1423 bill text proposed a geographically limited noise-camera pilot in designated vehicle-racing camera enforcement zones, with restrictions on recording and evidence use. The legislature’s bill-status page shows the measure retained in present status in 2026; the cited record does not show it enacted. A bill proposal should not be described as an operating program or current law (ESHB 1423 bill text; Washington State Legislature, HB 1423 status).
