Build Energy Regen so Liberation fits the rotation, then choose Echoes and a weapon for Rover’s job—support or on-field damage. Current guides disagree on the best set and weapon, so there is no single source-backed setup for every account.
Fix the combat loop before changing the build
Wuthering Waves DB’s Electro Rover mechanics page says Normal Attacks and Resonance Skill hits restore Electric Surge. When Surge is full, Overshock replaces the normal Resonance Skill. Tapping Overshock gives the team an ATK bonus; holding it enters Apex Resonance.
In Apex Resonance, Thrum of All Sounds becomes available and can chain into Rover’s other attributes. Its hits restore Thunder Rage and trigger Thunder Bane. Wutheringlab says the final stage of Overshock applies 10 Electro Flare stacks and that holding it grants a 20% Resonance Skill DMG bonus for 20 seconds. Switching to another Resonator ends that held-skill bonus.
- Land Normal Attacks and Resonance Skill hits regularly so Electric Surge builds.
- At full Surge, choose the Overshock form for the job: tap for the listed team ATK benefit, or hold to enter Apex Resonance for the extended sequence.
- If playing on-field damage, use the intended Thrum of All Sounds hits before leaving with Outro. Wuthering Waves DB says Outro ends Apex Resonance and clears Thunder Rage.
- Check whether Resonance Liberation is ready when the planned rotation reaches it. If not, try more Energy Regen before giving up substantial CRIT or ATK investment.

Choose a rotation for Rover’s role
Wutheringlab’s Rover Electro build guide gives separate support and DPS routes. They are sequences to try, not proven optimal rotations: the guide does not provide team-specific timing or controlled performance results.
Support route
- Intro Skill
- Resonance Skill
- Basic Attack – Repel
- Basic Attack four times
- Resonance Skill – Overshock
- Resonance Liberation
- Echo Skill
- Outro Skill
This shorter route exits after Echo rather than extending the enhanced DPS sequence.
On-field damage route
- Intro Skill
- Resonance Skill
- Basic Attack – Repel
- Basic Attack four times
- Resonance Skill – Overshock
- Resonance Liberation
- Resonance Skill – Thrum of All Sounds seven times
- Echo Skill
- Outro Skill
The seven Thrum casts take field time. Since Outro ends Apex Resonance and clears Thunder Rage, swapping out before completing the intended sequence cuts off the state that supports it.

Build around the role and a reliable rotation
Two current guides recommend different Echo sets. WuwaBuild presents a general setup, while Wutheringlab separates damage and support roles. Neither establishes a universal consensus; compare the results with your team and available Echo rolls.

Wutheringlab gives 125–130% Energy Regen as a build target, not a measured average or universal requirement. WuwaBuild likewise says to prioritize Energy Regen until satisfied, then CRIT and ATK stats. Treat the percentage as a starting point and judge it by whether Liberation is ready when your rotation needs it.

Use the ranking that best matches your role, rotation and owned weapons rather than assuming the guides measured a controlled head-to-head comparison.
Spend upgrade materials where the guides overlap
WuwaBuild orders talent investment as Forte Circuit, Resonance Liberation, Basic Attack, Resonance Skill, then Intro Skill. Wutheringlab also says to prioritize Liberation and Forte. If resources are limited, leveling Forte Circuit and Resonance Liberation first is the shared recommendation.

Compare setups by practical fit
- Role: decide whether Rover is providing support or staying on field for damage before selecting a set and route.
- Field time: the support sequence exits after Echo; the damage sequence extends through seven Thrum casts.
- Rotation reliability: use enough Energy Regen for Liberation to be ready at the point your sequence expects it.
- Inventory: factor in the weapons and useful Echo rolls already available to you, since current guide rankings do not agree.
