Circumventing a measure that effectively controls access to a copyrighted work is generally prohibited by 17 U.S.C. §1201, unless a specific exception applies. The result depends on what is bypassed, what is accessed, who is doing the work, why and how they do it, and what they copy or share. The available legal sources do not establish a ruling specifically about the PS2 security chip.
What does U.S. law say about reverse engineering?
Section 1201 of the U.S. Copyright Act generally prohibits circumventing a technological measure that effectively controls access to a copyrighted work. It also regulates trafficking in technologies or services that facilitate circumvention. Those are related but distinct questions: a researcher’s own act and the distribution of a circumvention tool may raise different issues.
There is no one-word answer based only on calling an activity “reverse engineering.” The legal analysis depends on the measure, the protected material it controls, the researcher’s rights and purpose, and any copying or sharing involved. The exceptions are limited and conditional; none should be treated as a general permission to bypass console security.
Which legal routes might be relevant?

Why the interoperability exception is not a general research exemption
Section 1201(f) is the most directly relevant statutory route when a project genuinely aims to make an independently created program interoperate with another program. Its core language permits “a person who has lawfully obtained the right to use a copy of a computer program” to circumvent a measure controlling access to a particular portion of that program “for the sole purpose” of identifying and analyzing elements necessary for interoperability.

That permission is conditional. The provision also requires that the elements not be readily available and that the activity not constitute copyright infringement. It restricts sharing the information gained and the means of circumvention, subject to the statute’s terms. Studying a chip, preserving a console, or developing homebrew software does not by itself establish that these requirements are met.
What the preservation exemption does—and does not—cover
The current regulation provides a narrow preservation path for eligible libraries, archives, and museums to restore certain lawfully acquired video games to playable form when the games require an external server authentication process that the copyright owner or its representative no longer provides. The use must be noncommercial, and access is limited to the institution’s physical premises.

This provision is not a general personal-use exemption, nor does it create a broad safe harbor for changing hardware or circumventing any console security feature. A project involving PS2 hardware would need to satisfy the actual regulatory conditions; the fact that preservation is the goal is not enough on its own.
What does the PlayStation emulator case establish?
In Sony Computer Entertainment, Inc. v. Connectix Corp., litigation concerned reverse engineering of the original PlayStation operating system to develop emulator software. The Copyright Office describes the court as treating intermediate copying in that context as fair use. That is relevant background for software reverse engineering, but the case involved the original PlayStation—not the PS2 security chip—and does not decide whether a particular act of circumvention complies with §1201.

Accordingly, the case is not a blanket ruling that all emulators are legal, and it does not resolve the separate questions of access-control circumvention, tool distribution, or the PS2 chip’s role.
Why chip analysis and copyright questions are separate
Title 17 also contains a distinct limitation for reproducing a semiconductor mask work solely to teach, analyze, or evaluate the concepts, techniques, circuitry, logic flow, or organization embodied in that mask work. That rule concerns mask-work rights. Satisfying it would not by itself answer whether a project also circumvents an access control or copies protected firmware, program code, or game content.

The available sources do not establish the PS2 security chip’s specific functions, what a particular reverse-engineering project would bypass, or a concrete preservation result attributable to such research. It would therefore be unwarranted to claim that the chip contains a particular key, controls a specific feature, or enables preservation of a defined set of games.

A careful U.S. analysis should identify the details rather than rely on labels such as “research,” “interoperability,” or “preservation.” Relevant questions include:

- What material is being accessed: a semiconductor mask work, firmware or another program, or game content?
- What technological measure is being bypassed, and does it effectively control access to a copyrighted work?
- Who is doing the work, and what lawful right do they have to use the relevant program or game?
- What is the project’s purpose, and does it meet every condition of the specific exception or exemption being invoked?
- What is copied, published, or distributed—including information learned and tools or services that enable circumvention?
