A single FPS number tells you how quickly frames are being produced on average; it does not show whether frame delivery is consistent or how long your inputs take to appear on screen. To understand why a game feels smooth, stutters, or responds slowly, look at frame-time behavior and latency as separate measurements—and check what your chosen tool actually counts.

Why a high average FPS can still feel uneven

Average FPS is an aggregate rate over the interval a tool reports. NVIDIA FrameView calculates Avg FPS using rendered-FPS scheduling metrics, but that average does not show how frame times are distributed. A run can have a high average and still include occasional long frames that interrupt motion.

Frame time is the time between frames. A frame-time trace can make uneven delivery visible in a way a single average cannot. NVIDIA FrameView defines 1% Low FPS as the average FPS of the slowest one percent of frames; its guide says that a 1% Low closer to Avg FPS indicates a more consistent experience. This is a particular tool’s definition, not a guarantee that every benchmark uses the same calculation.

Do not confuse FrameView’s 1% Low FPS with the 1% FPS percentile boundary. The latter is the point that separates the slowest one percent of frames from the fastest 99 percent; it is not the average rate of those slowest frames. What frame-time and FPS measurements count

Different counters may describe different stages of rendering and display. PresentMon, for example, distinguishes the application’s rate of calls to Present() from the rate of frame changes measurable at the display. A presented frame is not necessarily a frame change that the display shows, so the label matters when interpreting a counter.

PresentMon also exposes dropped frames and separate CPU and GPU timing measures. CPU Frame Time is the total time between frames on the CPU. CPU Busy and CPU Wait, as well as GPU Time, GPU Busy, and GPU Wait, describe distinct timing or activity measures; they should not be collapsed into a single generic “bottleneck” explanation. FPS is not input latency

FPS describes frame production or presentation rate, not how long an input takes to affect what you see. NVIDIA’s PC Latency Stats pipeline describes PC latency as the sum of average input-to-frame-start (I2FS), frame-start-to-present (FS2P), and present-to-displayed (P2D) latency. It is a supported, instrumented measure—not a synonym for total click-to-photon latency.

The documented measure has important exclusions: present-to-displayed does not include display scanout, and the calculation excludes USB software latency. NVIDIA’s FrameView guide also says its PC latency figure does not include mouse or monitor display latency. Availability depends on a compatible title; it may be absent in unsupported games or menus. NVIDIA further cautions that its input-to-frame-start heuristic is not correct below 10 FPS. That caveat applies to this specific heuristic, not to every FPS or latency measurement. How refresh rate and sync affect what you see

Displayed motion depends on more than the game’s rendered or presented rate. NVIDIA notes that VSync can constrain displayed frame rates to the monitor’s refresh rate; disabling it can introduce tearing. Variable refresh rate (VRR) and other configuration choices also change the trade-offs involved. Thus, a presented-FPS counter alone may not describe the sequence of frame changes visible on your display.

When diagnosing presentation, record the refresh rate and sync mode alongside the capture, and note whether the tool is reporting presented or displayed frames. How to compare settings or systems fairly

A useful comparison changes one thing at a time while keeping the workload as similar as possible. The following is a practical method, not a universal benchmark standard:

  1. Use the same game, repeatable scene or route, output resolution, graphics settings, and capture duration for each run.
  2. Record average FPS and a frame-time trace or low-percentile result. If reporting 1% Low, name the tool and its definition.
  3. Record latency in milliseconds only when the title and tool support that measurement, and identify it as the tool’s metric rather than total input-to-display latency.
  4. Note presentation context: refresh rate, sync mode, displayed versus presented rates, and dropped frames where available.
  5. Repeat the capture under the same conditions before treating a difference as meaningful; avoid attributing a metric to a particular CPU or GPU cause without evidence that identifies the cause.

Which tools can help diagnose a problem?

NVIDIA FrameView

FrameView documents Avg FPS, 1% Low, dropped frames, CPU/GPU activity, and PC latency when supported. Its overlay is not shown in DX9 or DX10 games, although capture data is logged. Check the metric and overlay behavior for the game and version you use. NVIDIA FrameView 1.4 User Guide

PresentMon

PresentMon provides an overlay and trace capture, with measures that include CPU and GPU busy/wait timing, frame-time fields, displayed and presented rates, and dropped frames. Its distinctions help identify whether the number you are watching refers to application presentation or measurable display changes. PresentMon documentation

Microsoft PIX

For deeper game profiling, Microsoft PIX timing captures combine CPU and GPU data. They can show CPU-core work distribution, CPU submission-to-GPU execution latency, file I/O, allocations, and GPU timings. Collecting additional data can increase runtime and analysis overhead, so use a profiling capture to investigate a suspected issue rather than assuming it is an invisible observer.
