Save the exported image as a separate copy, then attach that copy in Mail. The original stays available, and you can choose a smaller file at the cost of some image quality.
Export a smaller copy in Preview

Open the image in Preview. If it is in Photos, save or share it to Files first so you can open it in Preview.

Tap the actions menu next to the filename, then tap Export.

Choose HEIC or JPEG.

Drag the Size slider left to reduce the file size, or right to favor higher quality.

Save the export as a separate file. Keep the original if you may need its full resolution later.
Apple documents the slider’s direction, but does not specify a universal compression ratio or resulting file size. The outcome depends on the photo and the format and quality you choose. See Apple’s Preview export instructions.

Attach the exported image in Mail
In a Mail message, tap in the message body, then open the attachment actions above the keyboard. Choose Attach File to select the exported copy from Files. If you saved it to Photos instead, choose Photo Library and select that copy. Apple’s Mail attachment guide covers both routes.
Choose a format based on the recipient
HEIC and JPEG are both available in Preview’s export options. If the recipient’s device or software may not support HEIC, JPEG is generally the safer compatibility choice; choosing JPEG alone, however, does not guarantee a smaller result. Use the Size slider when your goal is to reduce the file itself.

When sharing directly from Photos, tap Share, then Options. Apple offers Automatic (chooses a format for the destination), Current (prevents format conversion), and Most Compatible (files may convert to JPEG or MOV). Those are destination and compatibility choices, not a promise of smaller files. For intentional compression, export from Preview. Details are in Apple’s Photos sharing guide.
If Mail says the attachment is too large
Email attachment limits depend on the account and provider. Apple says Mail displays instructions to use Mail Drop when a file exceeds the maximum size allowed by the email account. Mail Drop helps deliver a large attachment; it does not reduce the photo’s actual file size. If reducing the image matters, export a smaller copy in Preview before attaching it. Check photo privacy before sending
Apple warns that a shared photo or video can include associated metadata such as its date and time, location, device, and captions. If you do not want to disclose those details, review the sharing options before sending. Apple describes these options in its Photos sharing guide.

ProRAW files are substantially larger than ordinary HEIF or JPEG images. Apple says a ProRAW image is 10 to 12 times larger than HEIF or JPEG; its approximate examples are 25 MB at 12 MP and 75 MB at 48 MP. These are Apple’s ProRAW figures, not size estimates for typical iPhone photos. Apple also says Mail automatically converts a ProRAW image to a smaller JPG when emailing it. See Apple’s ProRAW guide.
