Configure least-privilege access by matching each person or team to the exact work they need to do, then granting the narrowest role at the right scope: enterprise, organization, team, or repository. Audit the resulting access—not just the role you assigned—because permissions from teams, organization defaults, and credentials can add up.
Choose the scope before choosing a role
GitHub permissions specify actions; roles bundle permissions together. Enterprise roles govern enterprise settings, while organization roles govern organization settings and repositories. A person can have roles at both levels, so granting a narrow repository role does not remove broader enterprise or organization access. See GitHub’s enterprise role guidance.
- Enterprise: Use an enterprise role only for work involving enterprise account settings or administration.
- Organization: Use an organization role for organization settings or organization-wide access.
- Team: Use team grants to manage shared repository access for a group, while checking whether access is inherited from a parent team.
- Repository: Use repository roles when access should be limited to particular repositories.
Start by writing down the actions required—such as viewing code, triaging issues, pushing changes, or managing settings—rather than assigning access based on seniority or job title.
Choose the narrowest repository role that supports the work
For organization repositories, GitHub’s standard role ladder runs from Read to Admin. Select the role by the actions the person needs:

Organization owners have Admin access to every repository in their organization. Keep ownership restricted to people who need organization-wide authority; a repository-level assignment cannot narrow an owner’s access. See GitHub’s organization repository roles.
Use custom roles only when the standard roles do not fit
Custom repository roles
A custom repository role starts from an existing role and adds selected permissions. It is useful when someone needs a specific combination on particular repositories—for example, Read plus community-management permissions, or Write plus webhook management. GitHub recommends custom roles when they provide the permissions needed without granting broader access.

Custom repository roles are available in Enterprise Cloud. GitHub’s current documentation describes a limit of 20; Enterprise Server releases earlier than 3.19 have a documented limit of five. Check the documentation for your deployed edition and version at Custom repository roles.
Custom organization roles
Use a custom organization role to delegate selected organization-settings permissions without making someone an organization owner. A custom organization role can also include a repository base role. If it does, that repository access applies to all current and future repositories in the organization; without repository permissions or a base role, the custom role does not grant repository access.

Current general GitHub guidance describes a limit of up to 20 custom organization roles, compared with up to 10 on Enterprise Server releases earlier than 3.19. The Enterprise Server 3.21 documentation marks repository permissions in custom organization roles as public preview and subject to change. - Open the organization’s Settings.
- Go to Access > Organization roles > Role assignments.
- Select New role assignment.
- Choose the people or teams and the role, then add the assignment.
A user or team may hold multiple organization roles, but each assignment is made separately. The permission to manage custom roles does not, by itself, grant permission to assign those roles. GitHub documents this route for Enterprise Cloud and Enterprise Server; labels or availability may differ by deployed version. See Assigning organization roles.

GitHub access grants are additive. A custom repository role based on Read does not cancel a separate Write grant from an organization base permission or a team. Check the repository’s access page and trace any unexpectedly broad access back to its source.

- Organization base permissions: Check whether the organization-wide default grants access beyond the intended repository role.
- Team grants: Review direct team access and inherited access from parent teams.
- Custom roles: Confirm both the inherited base role and any added permissions.
- Organization roles: Check whether a role with a repository base role reaches all current and future repositories.
For nested teams, a child team may receive repository access through its parent. If that inherited access is too broad, change the parent team’s grant rather than only adjusting the child. Removing access to a private repository can delete private forks, but it does not delete local clones; revocation alone therefore does not establish that retained confidential material has been removed. Include deploy keys and other credentials in the review
Repository membership is not the only route to repository data. GitHub warns that anyone holding a repository deploy key’s private key can read or write according to the key’s settings, even after that person is removed from the organization. Review deploy keys alongside user and team permissions, and revoke or rotate credentials that should no longer provide access. See Managing deploy keys.
Check your GitHub Enterprise edition and version
Role capabilities and limits differ between Enterprise Cloud and Enterprise Server, and Enterprise Server behavior depends on its release. The custom repository role documentation limits the feature to Enterprise Cloud and documents a lower limit for Server releases earlier than 3.19. Custom organization role documentation also describes different limits before Server 3.19; Server 3.21 specifically labels repository permissions in those roles as public preview. Before relying on a feature, limit, or exact menu path, verify it in the documentation for your installed version.
