Windows is saying it cannot currently use the file system it detects; that can happen because the file system is damaged or unsupported, or because the device has a hardware problem. The prompt alone does not tell you which is true, and it does not prove your files are gone.
Start by protecting the drive, then check whether the device that created the files or another compatible computer can read it. If you recover files, save them somewhere other than the affected USB drive. Try a repair that changes the drive only after weighing the risk to the data.
What to do first when Windows asks to format the USB drive
- Cancel the prompt. Accepting it may erase or overwrite information that could be needed to recover files.
- Stop using the drive. Do not save new files to it, create a partition, or run a repair that changes its file system while you are still trying to recover data.
- Watch for signs of device trouble. If it repeatedly disconnects, becomes unusually hot, or reports no media, stop repeated plug-and-unplug attempts and avoid running repairs. These symptoms can indicate a device problem, but they do not identify its cause with certainty.
Microsoft’s Community Support discussion dated June 6, 2024 notes that a format prompt can also appear when Windows does not recognize the drive’s file system. Formatting first is therefore not a reliable way to determine whether the data is recoverable.
Check whether another device can read the drive
If a camera, recorder, or other device last used the USB drive, reconnect it there and try the device’s normal way to view or export the files. Some devices use file systems that Windows does not recognize. If the original device can read the drive, copy the files to a separate storage location rather than formatting the USB drive.

You can also try a computer or port that you know is compatible with the drive’s file system. If neither the original device nor a compatible computer can access it, move on to recovery rather than assuming the prompt identifies the problem.
Recover files with Windows File Recovery
Microsoft’s Windows File Recovery is a command-line utility for attempting to recover files from local storage devices, including USB and flash drives. Its mode guidance depends on the file system and situation. If Windows can show the drive’s file system, check it in the drive’s Properties; do not format the drive just to find out.

Follow Microsoft’s current Windows File Recovery instructions for installing and running the utility. Choose a recovery destination on a different drive—not the affected USB drive—so recovered files do not overwrite data you may still need. Recovery is not guaranteed.
Understand the risk before running CHKDSK
CHKDSK can check a volume, but its repair options change it. Running chkdsk X: without repair parameters reports status; it does not repair errors. Replace X: with the USB drive’s letter only if you have confirmed it carefully.

/ffixes logical file-system errors and requires the volume to be locked./rlooks for bad sectors and attempts to recover readable information. It also includes the behavior of/f.
Microsoft’s CHKDSK command reference also explains that FAT repairs can change the file allocation table and may prompt to convert lost chains into files named File<nnnn>.chk. For that reason, do not treat chkdsk X: /f /r as a harmless first step when the files matter. Try recovery or make a suitable image of the drive before changing the original volume.
When to seek professional recovery or format the drive
Consider a recovery service before more DIY attempts
If the files are valuable, or the drive behaves unreliably, contact a provider that handles flash-media recovery before formatting or repeatedly attempting repairs. Recovery can be expensive and incomplete; no outcome is guaranteed.

Format only when the data is safe or no longer needed
Once you have recovered what you need—or have knowingly accepted losing the contents—you can format the drive for reuse. Formatting prepares storage for use; it does not fix a failing USB device. If formatting fails or the drive remains unstable, retire it rather than relying on it for important files. A replacement USB drive can store recovered files, but it cannot recover data from the affected drive.
