Before a proposed data center is approved, ask what decision is actually in front of the public body, what evidence supports it, and which impacts still need review. Get the application and studies into the public record, then seek measurable conditions for electricity costs, water, noise, air emissions, construction, and promised community benefits. A zoning vote may be only one step: the approvals and decision-makers depend on the project and local rules.

What does “approved” mean for this project?

Start by identifying the decision scheduled for the next hearing or meeting. A zoning or land-use vote may determine whether a data center can occupy a site; it does not necessarily approve detailed site plans, construction, utility work, air emissions, or operation. Ask the local planning department or clerk to identify every review that remains and the body responsible for each one.

Site plan and local permits Are building layout, setbacks, access, landscaping, drainage, lighting, and construction permits being reviewed now or later? Which details are still subject to change?
Utility and environmental reviews Which utility approvals, water or wastewater reviews, air permits, and other local, state, or federal approvals are needed before construction or operation? Who issues each one, and when can the public comment?

Rules differ by jurisdiction. Fairfax County, for example, says some facilities may be allowed by right in specified industrial districts, while certain changes require special-exception hearings. Tyrone’s project materials illustrate a different timing issue: a rezoning decision followed public hearings and regional review while site-plan and permit submissions were still outstanding. Neither example establishes the rules for another community.

  • Which decision is before this board today, and which decisions remain for later?
  • What hearing, notice, and written-comment dates apply? How can residents confirm that comments become part of the public record?
  • Does the board have authority to impose the conditions residents are requesting, or does another agency or regulator control them?

Which documents should residents request?

Ask for the complete application and the underlying material, not just a presentation or summary. Request the latest versions and ask whether any submitted studies or plans have been revised. Sangamon County posts hearing materials and public comments for its project and notes that responses may change as additional information arrives; that is a useful reminder to check for updates rather than treating an early response as final.

  • Application, zoning narrative, site plan, maps, and proposed conditions.
  • Staff analysis, agency comments, hearing materials, and public comments.
  • Utility studies and load forecasts; water, wastewater, and stormwater plans; and environmental studies.
  • Air permit applications, emissions estimates, generator and fuel details, and noise or vibration studies.
  • Any fiscal analysis, tax-incentive proposal, community-benefit agreement, or monitoring plan offered by the applicant.

Keep a simple status log for each item: filed, under review, approved, revised, or not yet filed. Ask the clerk or planning staff where the authoritative record is kept, how updates are posted, and how to submit a correction if a public summary conflicts with a filing.

What will the project require from the electric system, and who pays?

Ask for both peak demand and annual electricity-use projections, with the assumptions and project phase behind each number. Then ask what generation, transmission, substation, or distribution work is required to serve the site, when it must be built, and who is responsible for its cost.

  • What are the projected peak load and annual electricity use, and are those figures for the full build-out or an initial phase?
  • Which new or upgraded lines, substations, or other facilities are needed? Who owns them and pays for construction, maintenance, and later upgrades?
  • Could any project-related infrastructure cost appear in household or business rates? Which utility regulator determines cost allocation, and where can residents review that proceeding?
  • Are affordability or cost-protection commitments binding, documented, and enforceable for the life of the project? Who monitors compliance?

Do not assume that a data center’s direct electricity bill is the only possible rate issue. Fairfax County explains that residents may bear a portion of required energy-infrastructure improvement costs even when they do not directly pay for the data center’s electricity; that is a Fairfax-specific explanation, not a rule for every utility territory. Pennsylvania’s 2026 GRID materials describe state-specific commitments concerning energy affordability and infrastructure costs. Ask whether any comparable requirement applies where the project is proposed and verify its legal status and applicability before treating it as binding.

How much water will it use, and what happens in a drought?

There is no single project figure that can safely answer “How much water will it use?” Request dated estimates for ordinary operations, peak conditions, and drought conditions. Ask the applicant to distinguish water withdrawn from a source from water consumed or discharged, and to identify the source and assumptions behind each estimate.

  • What are expected seasonal and annual withdrawals and discharges? What assumptions about cooling, weather, and facility operations produce those estimates?
  • Which water source will serve the facility? Has the applicant assessed reclaimed water, and what infrastructure would be needed to use it?
  • What wastewater treatment and stormwater controls are planned, and which agency reviews them?
  • What operating changes are planned during drought or water restrictions? Who decides when those measures apply, and how will use be reported?

Ask that relevant estimates and monitoring commitments be made public and tied to a named responsible party. Local materials, including Tyrone’s resident questions and the City of Page’s proposed data-center overlay FAQ from September 2026, show that water is a live local-review issue; they do not establish a universal consumption figure. Page’s FAQ describes a proposal, not an adopted regulation, so check the current agenda and adoption status before relying on it as law.

How will noise, vibration, and air emissions be controlled?

Request the acoustic study and air-permit materials before the hearing where possible. A useful noise study should explain its assumptions, include continuous equipment and backup-generator testing, and assess nearby homes in daytime and nighttime scenarios. Ask for proposed limits, property-line measurement locations, and a response process that can be enforced—not just a general assurance that equipment will be quiet.

  • What sound levels are predicted at the nearest homes during normal operation, nighttime operation, and generator testing? Does the analysis address vibration as well as sound?
  • Where and how will sound be measured, who will conduct monitoring, and what happens if a limit is exceeded?
  • Which generators and fuels are proposed, what emissions are estimated, and which air permits are required?
  • Who receives complaints, how quickly must the operator respond, and what remedy or enforcement step follows a confirmed violation?

The City of Page’s proposed overlay FAQ addresses noise and vibration, while St. Louis’s April 2026 announcement describes noise-related permit conditions for a particular project. Those examples show why written limits and enforcement details matter, not what another jurisdiction must require. Pennsylvania DEP’s July 13, 2026 notice for a Falls Township application listed 280 natural-gas-fired generator engines and three diesel-fired emergency generator engines. Those counts describe that application only; they are not a typical data-center configuration. The notice’s comment dates were specific to that 2026 process and are historical.

A handheld sound-level meter can help residents keep a dated log of when noise occurs, but a consumer device cannot establish permit compliance or replace a qualified acoustic assessment. Ask the applicant for its measurement protocol and ask the permitting authority who can make an official compliance determination.

What impacts should the site and construction plans address?

Ask to see plans for the whole site and the construction period, not only a rendering of the finished buildings. Confirm which topics are in the current decision and which can be changed or conditioned during later site-plan or permit review.

For each concern, ask what drawing, study, or permit condition addresses it, and whether residents can review the relevant material before the decision-maker acts.

Are the claimed jobs, tax revenue, and community benefits specific and enforceable?

Separate temporary construction employment from ongoing operations positions. Ask for the number and type of each, the timeframe, and the source of the estimate. For public revenue, request an estimate that accounts for tax incentives or exemptions as well as public-service and infrastructure costs; a headline tax figure alone does not show the net effect on the community.

  • How many construction jobs and ongoing positions are projected, and what assumptions support those estimates?
  • What local hiring, training, or workforce commitments are offered, and how will results be reported?
  • What tax revenue is expected after exemptions or incentives, and what public-service or infrastructure costs are included?
  • Are community-benefit, environmental, or monitoring commitments written into an approval or contract? Who is responsible, what reporting is public, and what remedy applies if a commitment is missed?

St. Louis’s April 2026 announcement describes conditions and a community-benefits framework tied to one project. Pennsylvania’s 2026 GRID materials include state-specific community-engagement, workforce, economic-development, and environmental elements. These are examples of approaches to ask about, not guaranteed terms for projects elsewhere. Treat a promise as meaningfully enforceable only after identifying its written form, responsible party, reporting method, and remedy.

How to make a focused public comment

A concise comment is easier to evaluate when it identifies the decision, the missing evidence, and the action requested. Use the official submission channel and deadline, and ask how the comment will be included in the record.

  1. Name the decision. Identify the board, hearing date, and application or parcel if known.
  2. State the unanswered question. For example, identify a missing nighttime noise analysis or an unclear allocation of substation costs.
  3. Point to the evidence needed. Request a named study, revised plan, permit filing, or written response, and ask that it be available to the public.
  4. Ask for a measurable condition where appropriate. Specify the limit or commitment sought, who will monitor it, how results will be reported, and what happens if it is not met.
  5. Confirm receipt and record status. Retain the submission and verify that it appears in the official hearing record.

If a technical or legal issue remains unresolved, qualified local land-use, acoustic, water, environmental, or utility-rate advice may help residents interpret the relevant filings and decision process.
