Secure SharePoint Online by protecting the identities that sign in, limiting permissions and sharing, applying stronger rules to sensitive sites and files, and monitoring access for changes that need investigation. Start with administrator accounts and existing access, then roll out sharing and Conditional Access changes in stages so legitimate collaboration continues.

1. Find and reduce existing access

Before changing policies, inventory tenant administrators, site owners, guests, service-provider accounts, site permissions, and sharing settings. Remove stale accounts and permissions, and review partner or service-provider access. Microsoft recommends regularly checking active tenant administrators and audit logs in its customer security best practices.

  • Check who has high privilege and whether each account still needs it; avoid standing high privilege where it is not necessary.
  • Review site memberships and sharing settings to identify broad access, obsolete guests, and links that no longer serve a business need.
  • Record current settings and owners before making changes, so you can identify which change caused a workflow problem and reverse it if needed.

2. Protect sign-ins before tightening site rules

Require multifactor authentication (MFA) for Microsoft 365 identities, prioritizing Global Administrators, other administrators, and site collection administrators. MFA reduces the impact of a stolen password, but it does not correct excessive site permissions or unsafe sharing. Microsoft describes identity and device protections in its SharePoint and OneDrive data-security guidance.

Use Microsoft Entra Conditional Access to shape access according to identity, device, location, and risk. For example, policies can limit access from unmanaged devices or apply additional controls to guest users, whose devices may be unmanaged. Validate policy effects with representative internal and external users before broad rollout; a policy that blocks a device or sign-in path people rely on can disrupt work. Availability and licensing for advanced identity features vary, so confirm what your tenant supports.

3. Make every external-sharing route intentional

A sharing link is an access grant, so select link types and defaults according to the sensitivity of the content. Microsoft’s file-collaboration guidance distinguishes links that work without sign-in from links restricted to named recipients.

Choice How access works Use and trade-off
Anyone link Recipients do not need to sign in. Convenient, but forwarding can extend access beyond the intended audience. If your organization keeps this option, consider read-only permissions and expiration, and choose a safer default link type.
Specific-people link Only named recipients can use the link, and they must authenticate. Better suited to limiting access to a file or folder; recipients have more sign-in friction.

Set organization-level and site-level external-sharing policies to match business need. Depending on that need, options include disabling external sharing, requiring recipients to authenticate, or restricting sharing to specified domains. The organization-level policy and the site-level policy should be considered together; do not assume a site is more restrictive than its effective settings.

Also choose deliberately between a guest account and an ad hoc external recipient who uses a one-time passcode. Microsoft documents both routes as ways to access shared files and folders and says the actions are audited. A guest account can participate in group membership and Conditional Access in ways the ad hoc recipient path does not. That distinction matters if you need identity governance or policy enforcement beyond access to an individual shared item. See Microsoft’s external-sharing guidance.

4. Add a second check for sensitive sites

For a sensitive site, restricted site access can limit which groups are allowed to access it. It is not a substitute for ordinary site permissions: a user must both have the underlying site or content permission and belong to an allowed Microsoft 365 or Entra security group. A group membership alone does not grant access.

By default, restricted site access does not stop a user outside the allowed group from sharing content. Administrators can separately opt into blocking sharing by users outside the restricted group. Test the behavior with representative owners, members, guests, and nested groups before relying on the restriction. Microsoft explains the group and sharing behavior in its restricted site access documentation.

Use authentication context when a site needs stronger sign-in conditions

For higher-risk sites, an authentication context can connect an Entra Conditional Access policy to a site or to a sensitivity label, enabling additional requirements such as terms-of-use acceptance. This adds a sign-in control; it does not replace permissions or sharing governance. Microsoft’s authentication-context example documents the setup relationship and notes feature limitations, including limitations on multiple-file downloads under certain policy combinations. Licensing conditions apply to sensitivity-label use, so verify licensing and compatibility for the intended experience before rollout.

5. Apply data controls to the information, not just the site

Sensitivity labels and Microsoft Purview Data Loss Prevention (DLP) rules let organizations apply controls based on the information in sites and documents. For example, Microsoft documents policies that can block guest access to customer information or confidential-project content. This can be more targeted than a blanket sharing restriction when only some material needs tighter protection. Define which data types and sharing situations matter to your organization, then test rules against realistic files and recipients before enforcing them. Consider operational overhead and false positives: an overly broad rule can interfere with legitimate collaboration, while a narrow one may not cover the intended information.

6. Monitor access and prepare to respond

Choose who reviews sign-in activity, permission changes, guest-sharing events, and high-privilege changes; then define who can revoke a link, remove guest access, or escalate a suspicious event. Relevant sources include Microsoft Entra sign-in and audit logs and Microsoft 365 or SharePoint audit events. Microsoft documents auditing for specific-people link operations, including link creation and recipient changes, in its external-sharing guidance.

Microsoft Defender for Cloud Apps can provide visibility into connected Microsoft 365 users’ activity and files, as well as governance actions across SharePoint and related services. Microsoft’s current guidance states that Defender for Cloud Apps file policies retire on January 6, 2027; plan to move file-based protection to Purview DLP or auto-labeling, and recheck the product guidance when implementing the migration. 7. Keep encryption in perspective

Microsoft describes SharePoint and OneDrive data as encrypted in transit and at rest. That service protection does not prevent an authorized user with excessive permissions from accessing or sharing data, and it does not make an anonymous link safe. Continue to control identities, permissions, and sharing alongside encryption. Microsoft’s data-security guidance covers its service protections.

Choose controls by the risk you need to address

Validate the finished configuration

  • Test both ordinary and restricted sites with an internal user, a guest, an owner, and a user who should not be allowed access.
  • Check that the chosen link type requires the intended recipient authentication and that expiration or read-only controls behave as expected where configured.
  • Confirm that your monitoring owners can find the relevant sign-in, audit, and sharing events and know how to revoke access.
  • Reassess access and policy effects as people, partners, sites, and collaboration needs change.

Microsoft’s product guidance describes available controls and recommendations; it does not establish that any particular tenant has them enabled or is secure. Verify the actual configuration in your environment, including licensing and regional or cloud availability.
