Choose SQL Server on Azure Local when the database should run on infrastructure your organization operates, such as when local data placement, proximity to users or applications, or restricted connectivity is important. Choose SQL Server on Azure VMs when the workload should run in Azure but still needs a familiar SQL Server environment and control of its guest operating system. The right choice depends on location, operations, recovery, licensing, application constraints, and total cost—not just the product name.

This is a comparison of two ways to host SQL Server virtual machines, not a comparison with Azure SQL Database or Azure SQL Managed Instance.

What is the difference between SQL Server on Azure Local and Azure VMs?

The key difference is where the virtual machines run and who operates the underlying infrastructure. Azure Local runs SQL Server on Windows Server or Linux VMs in infrastructure in your own environment. Azure VMs run SQL Server on virtual machines hosted in Microsoft Azure. Microsoft describes Azure Local as a way to keep data close to users and applications while using Azure-consistent infrastructure and management experiences. With either option, SQL Server remains in a VM rather than becoming a fully managed database service. That gives you a SQL Server and operating-system environment to configure, but also leaves you responsible for planning and operating the database and its recovery.

How do the two deployment options compare?

Cost model Include customer-owned hardware, local operations and support, plus the applicable Azure Local and SQL licensing for the specific deployment. Migration Consider when location or local infrastructure requirements point to a local target; plan data movement, downtime, compatibility, and operational transition. When is Azure Local the better fit?

Azure Local is a candidate when a workload has a concrete reason to stay on infrastructure your organization operates. Examples include systems that need close network proximity to local users or applications, data placement constraints, or limited connectivity. Its connected and disconnected modes are not interchangeable from an operations perspective: check the prerequisites and management capabilities for the mode you expect to deploy before committing to it. Because the infrastructure is local, the organization must plan the hardware lifecycle, capacity, maintenance, support, patching, backup, and recovery work. Microsoft positions prevalidated hardware solutions as part of Azure Local; confirm that the hardware and deployment model you select meet current requirements rather than assuming any server configuration will qualify.

When are SQL Server Azure VMs the better fit?

Azure VMs are a candidate when the workload should move into Azure but still requires VM-level and operating-system control. The VM model suits applications that need a familiar SQL Server environment while the organization retains responsibility for the guest OS, SQL Server configuration, security, and database operations.

SQL VM images and the SQL IaaS Agent extension can add portal management and optional capabilities such as automated backup and patching. Check the extension and feature configuration for your VM; the existence of these tools does not mean that a particular backup or patching policy is already active. How should you compare availability and disaster recovery?

Start with the recovery time objective (RTO) and recovery point objective (RPO) the application requires. Then design the failure domains, SQL Server topology, backup retention, restore process, and disaster recovery location needed to meet them. A product label alone does not guarantee a recovery time, recovery point, or availability level.

On Azure Local, Microsoft describes VM-level protection through Windows Server failover clustering and database-level high availability through SQL Server availability groups. You still need to choose and operate a backup solution, and test restores. On Azure VMs, plan the SQL Server high-availability and backup design for the specific VM, edition, OS, region, and topology; confirm that the relevant Azure tooling supports that configuration. What belongs in a fair cost comparison?

Do not compare only a VM’s displayed compute estimate with the purchase price of local hardware. Build a workload-specific estimate that includes the recurring and one-time costs of operating the complete platform.

  • For Azure VMs: account for SQL Server edition and licensing method, VM size, operating system, storage, backup, and applicable I/O charges. Microsoft notes that the portal’s displayed VM-size estimate may not include SQL Server licensing for paid editions. Use current pricing tools and workload sizing rather than treating that display as the full SQL Server cost.
  • For Azure Local: include hardware and its lifecycle, local support and operations, and the applicable Azure Local and SQL licensing for the deployment.
  • For Azure Hybrid Benefit: treat it as conditional, not an automatic discount. Microsoft says eligible SQL Server Standard or Enterprise licenses with Software Assurance can qualify; verify your organization’s licenses and current product terms before relying on eligibility or claiming savings.

How should you plan a SQL Server migration?

Choose the target and migration method together. Microsoft’s guidance identifies migration scale and speed, application tolerance for code changes, SQL Server and operating system versions, product support lifecycle, and available downtime as factors. For Azure VMs, documented routes include lift and shift and database migration; they are different approaches, not interchangeable labels for the same cutover.

  1. Inventory the source: record SQL Server and OS versions, edition and feature dependencies, application connections, data size, and current availability and backup setup.
  2. Set target constraints: decide whether the workload must run locally or in Azure, then validate the target’s supported versions, operating requirements, connectivity, and recovery design.
  3. Choose the migration route: compare lift and shift with database migration against application change tolerance, migration scale, and the required speed and cutover method.
  4. Set and rehearse the outage plan: define acceptable downtime, test data movement and application behavior, and confirm the restore or rollback path before production cutover.
  5. Validate the operating handoff: assign responsibility for patching, security, capacity, monitoring, backup, restore testing, and ongoing lifecycle work.

Decision checklist

  • Choose Azure Local if local infrastructure, proximity, data placement, or restricted connectivity is a material requirement—and the organization can operate the infrastructure.
  • Choose Azure VMs if the workload belongs in Azure and still needs SQL Server and guest OS control.
  • For either target, validate SQL Server and OS version compatibility, application dependencies, connectivity, licensing, backup and restore, high availability, and the operating team’s responsibilities.
  • Compare full workload costs and migration effort, not just infrastructure sticker prices.
