Windows Voice Access can control a Windows 11 PC and dictate text offline once you have completed setup and downloaded the language files for your chosen language. You need an internet connection for that initial download; after it finishes, speech recognition runs on the device. Offline Voice Access does not provide internet access to websites or online services.
What you need before using Voice Access offline
Voice Access is available in Windows 11 version 22H2 and later. It needs microphone input and downloaded language files for on-device speech recognition. Microsoft explains the setup requirement in its Voice Access setup instructions: an internet connection is required to download those files.
- Connect the PC to the internet and open Voice Access setup.
- Choose a language and let its files download completely.
- Configure and test your microphone, then try the commands and dictation you expect to use.
- After setup is complete, disconnect from the internet and test the specific offline tasks you need.
If you exit setup before the download finishes, Microsoft says you must restart the setup process the next time you open Voice Access. Finish the download before relying on the feature somewhere without a connection.
What Voice Access can do offline
Voice Access combines voice commands with text input. Microsoft’s getting-started guide describes three modes: Default mode accepts commands and dictation; Commands mode listens for commands without treating speech as dictated text; and Dictation mode treats speech as text input.

Its command list covers PC and app controls, navigation, mouse and keyboard actions, dictation, text selection and editing, punctuation, and symbols. These capabilities can be useful offline when the target app and content are available on the PC.
You can use voice commands to control a browser or work with email, but offline speech recognition does not bring web pages or online mail services within reach. Those still depend on an internet connection. Voice Access processes your spoken input locally; it is not a substitute for network connectivity.

Language and feature limits
Microsoft’s setup page lists English (US, UK, India, New Zealand, Canada, and Australia), Spanish (Spain and Mexico), German (Germany), French (France and Canada), Simplified Chinese (China), Traditional Chinese (Taiwan), Japanese, and Italian. The language selector on your own PC is the practical place to confirm what is available for your configuration.
Microsoft’s FAQ gives a shorter language summary—English, Spanish, French, and German—than the setup page. Since the setup page specifically describes language downloads and provides regional variants and additional languages, consult it alongside the device’s language selector rather than assuming the shorter FAQ list is exhaustive.

Fluid dictation is an optional enhancement, not a requirement for offline Voice Access. Microsoft says it is available in English and only on Copilot+ PCs. See the getting-started guide for that feature’s stated limits.
Voice Access versus Windows voice typing
These are different Windows features. Voice Access is designed for commands as well as dictation and can be started outside an editable text box. Windows voice typing is for text entry: it starts when the cursor is in a text box, and Microsoft says it is available in both Windows 11 and Windows 10. Voice Access is available in Windows 11 version 22H2 and later. The FAQ says Voice Access login support starts with Windows 11 version 23H2.

For a PC you need to control by voice—not just dictate into a text field—Voice Access is the relevant feature. Its login support has the additional version requirement above.

Offline availability does not guarantee perfect recognition or identical behavior in every app. Microsoft notes that Voice Access may confuse similar-sounding words, such as “cited” and “sighted.” Review dictated text, especially names, technical language, and consequential material. Its text correction guide documents commands such as “Correct that.”

Microsoft also documents punctuation, special-character dictation, automatic punctuation, and profanity filtering in its dictation instructions. A microphone and completed language download are essential; a special microphone is not identified as a requirement. Test your own microphone, room, apps, and common commands before depending on Voice Access without a connection.
If the language download will not complete
Voice Access cannot finish its offline-ready setup until the language files are downloaded. Check that the PC has a working internet connection, and if you closed setup before completion, start setup again. Microsoft addresses download and setup questions in its Voice Access FAQ.
