For drone fleet monitoring in Russia, the alternatives to ERA-GLONASS are different ways for a device to send identification and telemetry data—not proven replacements for the central platform. Russia’s Ministry of Transport says an active ERA-GLONASS account is required for flight-plan submission from 1 October 2026. Listed device and data-input paths include cellular, satellite, hybrid, and broadcast-type equipment; Rosaviatsia also lists ADS-B.
What “alternatives to ERA-GLONASS” means
ERA-GLONASS is a civilian drone identification and monitoring platform. A tracker or remote-identification device is the equipment that supplies data to a platform. The distinction matters: choosing another communications path does not, on the available official information, remove the requirement to connect to ERA-GLONASS where Russian flight-plan rules apply.
The Ministry of Transport says the system assigns each civilian drone a unique identifier and lets supervisory agencies check flight legality and obtain owner or operator information in real time. Its stated purpose is identification and monitoring of civilian drones and greater transparency in airspace use. Ministry of Transport notice, 24 September 2026.
What Russian rules say about connection and equipment
In a notice dated 24 September 2026, Russia’s Ministry of Transport said that connection to ERA-GLONASS became a condition for submitting drone flight plans to the State Air Traffic Management Corporation from 1 October 2026. Flight plans without confirmation of an active personal account would be rejected. The same notice says unmanned aircraft weighing more than 250 g were to be equipped with remote-identification equipment transmitting information to ERA-GLONASS from 1 March 2026. These are Russia-specific requirements as reported by the ministry; operators should confirm current rules and procedures with the relevant Russian authorities.

As of that 24 September 2026 notice, the ministry reported 1,027 connected users and 1,205 drones entered in the system. The users comprised 752 legal entities, including 50 professional drone operators, and 278 individuals. These are agency-reported system figures, not a complete census of drones in Russia. Device and telemetry paths listed by Russian authorities
The Ministry of Transport identifies cellular, satellite, hybrid, and broadcast-type remote-identification devices as data inputs. Rosaviatsia’s 10 February 2026 notice separately lists cellular, satellite, and hybrid trackers, as well as ADS-B, and reports integration with the flight-plan submission platform. How to choose a device for a fleet
Because the official notices identify categories but do not publish independent head-to-head tests, compare specific models against the workflow and routes your fleet actually uses rather than assuming one category is best.
- Confirm system and workflow compatibility. Ask whether the exact model integrates with the required Russian identification service and the flight-plan submission process. A generic GPS or cellular tracker alone is not shown to satisfy the stated requirement for an active ERA-GLONASS account.
- Map full-route communications coverage. Check the fleet’s actual operating routes, including low-altitude sections and remote areas, instead of relying on broad coverage claims.
- Test loss-of-signal behavior. Find out what the unit does without cellular service and whether an alternative communications mode is supported and tested in the conditions in which you will fly.
- Compare operational specifications. Obtain model-specific figures for update interval, location accuracy, power draw, weight, installation requirements, and recurring service costs. The official material cited here does not provide those comparative values.
- Review data and account controls. Check the operator’s account-management and data-security requirements, including how device identity and ownership information are handled.
What the Sakhalin demonstration shows—and does not show
Russia’s Ministry of Natural Resources reported a Drone ID demonstration on Sakhalin on 6 July 2026. In the reported test, a standard smartphone detected and identified aircraft within several hundred meters in airspace class H with cellular service disabled; the report says an external or embedded tracker could switch to Wi-Fi broadcast mode when cellular coverage was absent. This is evidence of a reported demonstration, not a general range, reliability, or fleet-scale performance guarantee. Ministry of Natural Resources information service, 6 July 2026.

The same report says a cryptographically protected mechanism for centralized forced stopping during emergencies was tested. That reported test does not establish that every tracker has remote-control capability.

The official material supports treating satellite, cellular, hybrid, and broadcast-type devices as ways to supply data to the identification system. It does not establish them as substitutes for the central platform. For operations subject to the Russian flight-plan process described by the Ministry of Transport, verify both the device’s integration and the operator account’s active status.
