If those match, check which address the server listens on, whether a proxy or blocking tool is interfering, and whether you are connecting from another device. A failed connection does not, by itself, identify its cause.
What ERR_CONNECTION_REFUSED on localhost means
Google Chrome describes ERR_CONNECTION_REFUSED this way: “The page didn’t let Chrome connect or the page is blocked.” Chrome Help defines the browser error, but it does not identify a definitive cause on your computer. A server that is not running or not reachable at the requested address is a sensible first thing to check; blockers such as a proxy or firewall are other possibilities.
Start by distinguishing a page that will not load from a failed API or WebSocket request. The browser’s Network panel can show which request failed and whether the problem occurred during DNS lookup, connection, timeout, or TLS. That detail helps you choose the relevant checks instead of changing unrelated application settings.
How to fix localhost refused to connect
1. Confirm the development server started
Run the project’s documented start command and keep its terminal visible. Look for a message that indicates the server is ready, along with any error that might have prevented startup. If the process stopped or failed, resolve that startup issue before changing browser or application code. The correct command depends on your framework and project; there is no universal command for every local server.

2. Open the exact URL the server provides
Compare the browser address with the server’s reported endpoint: check whether it says http or https, the hostname, and the port. Do not assume a familiar default such as 3000; frameworks and configurations vary. Even the port can be selected dynamically: Microsoft’s archived documentation says its legacy ASP.NET Development Server chose a port randomly. That example applies to that legacy server, not to ASP.NET development servers generally. Microsoft’s archived documentation
3. Check the listening address and where you are connecting from
localhost and 127.0.0.1 refer to the loopback interface on the device making the request. If a server listens only on loopback, another computer or a phone cannot reach it just by opening the same localhost URL: on that device, localhost refers to the device itself.

Check your framework’s configuration to see which address it binds to. The Node.js v14 documentation says the optional host argument to server.listen() defaults to localhost; this is specific to that version’s documentation, so check the behavior for your installed runtime and framework rather than assuming it applies everywhere. 4. Test possible blockers one at a time
If the server is running and the endpoint is correct, consider whether a browser extension, privacy tool, firewall, VPN, or proxy may be interfering. These are possible checks, not proof of the cause. MDN mentions blockers in its guidance on network-level CORS failures; that does not establish that any particular localhost refusal is caused by one. MDN’s CORS error guidance

If you temporarily disable a tool to test, change one setting at a time and restore your protections afterward. Avoid broadly disabling security software as a first step.
If localhost works on your computer but not on another device
The other device’s localhost points to itself, not your development computer. You need a route from that device to the server, and the server must be reachable through the relevant interface and network rules.

For Android, Chrome DevTools supports USB port forwarding from a device port to a local server port on your development machine. After configuring the forwarding, open the forwarded localhost port on the Android device. Follow the setup instructions for your device and Chrome version. Open browser DevTools and inspect the specific failed request in the Network panel. Verify its URL, scheme, and port, and note whether the reported failure is DNS, connection refused, timeout, or TLS. Confirm the local endpoint responds before changing CORS policy: a network or protocol failure can appear in a CORS-related context, and changing CORS settings will not make an unreachable server respond.
