It projects 72.4% for FY2025/26; that second figure is not a final outturn. These figures describe Pakistan, but the evidence available here does not provide matching debt-to-GDP figures for named countries, so it cannot support a defensible country ranking. To compare Pakistan fairly, match the debt measure, time period, data vintage, and estimate status for every country.
Pakistan’s reported debt-to-GDP figures
The IMF’s 2026 Pakistan country report presents several debt measures. They are not interchangeable: general government debt is narrower than a measure that also includes government-guaranteed debt, while net debt deducts qualifying financial assets. The report identifies Pakistan’s fiscal year as ending June 30.

These are estimates and projections attributed in the report table to the IMF and Pakistani authorities. Use the gross general-government figure when that is the measure selected for a comparison; do not substitute the net or guaranteed-debt figure without changing the label for every country.
Why these figures do not establish Pakistan’s rank
A cross-country ranking requires comparable observations for the other countries, not just a Pakistan figure. The IMF Global Debt Database page surfaced for this comparison showed no data for Pakistan in its displayed general-government debt series. That means its displayed series cannot supply Pakistan’s value for a same-series ranking. It does not mean Pakistan has no public debt; use a Pakistan-specific official source, such as the IMF country report, or choose another common dataset with coverage for all countries.

The figures available for Pakistan do not include corresponding values for selected peers. Therefore, it would be misleading to call Pakistan’s ratio higher or lower than a particular country’s, or to assign Pakistan a rank, on their basis alone.
How to make a like-for-like comparison
- Choose one debt perimeter. Use the same government coverage for every country, such as general government, and check whether the series consolidates claims within government or includes guarantees. The IMF’s World Economic Outlook (WEO) defines general government gross debt as liabilities that require principal or interest payments and excludes specified non-debt instruments.
- Choose gross or net debt consistently. Gross debt reports liabilities; net debt deducts qualifying financial assets in debt instruments. Do not compare Pakistan’s gross ratio with another country’s net ratio.
- Use one source vintage where possible. The WEO is normally published in April and October. Record the release used, because estimates and projections may change between releases. The WEO dataset page identifies the current release and its coverage.
- Align the reference period. Pakistan’s report uses fiscal years ending June 30. If another country’s observation is for a calendar year, disclose the mismatch or choose observations that refer to a comparable period.
- Label each observation’s status. Mark figures as actuals, estimates, or projections. Do not present Pakistan’s projected FY2025/26 ratio as though it were a confirmed result, or compare projections with another country’s actual without saying so.
- Check coverage and notes before ranking. Read the dataset’s country coverage and statistical notes. IMF Fiscal Monitor material notes cross-economy adjustments and identifies Pakistan’s data as fiscal-year based, so a shared label alone does not guarantee identical treatment.
- State how any group figure is constructed. IMF WEO country-group aggregates are weighted by GDP at purchasing-power parity (PPP); they are not simple averages of the member countries’ ratios. Do not interpret a group aggregate as the typical country’s ratio.
What debt-to-GDP can—and cannot—tell you
Debt-to-GDP scales public debt against the size of the economy, which helps compare countries of different sizes. It is a useful starting point, not a complete measure of fiscal risk or repayment capacity. A lower ratio alone does not establish that one government is safer or better able to repay.

A fuller assessment would also compare interest costs, debt maturities, currency denomination, creditor structure, government revenue capacity, and the growth outlook. The Pakistan figures above do not provide a peer-by-peer comparison across those factors.
