Some phones use AT commands internally between software and the radio stack; Android apps instead use documented telephony APIs governed by permissions, roles, carrier privileges, and device support.
The command set covers sensitive areas such as subscriber identity, call details, location, IMEI, SIM access, and security-related exchanges. That describes what the standard addresses—not what every Android phone exposes or lets an app retrieve.
What are 3GPP AT commands?
AT commands are a standardized command vocabulary for user equipment, including cellular equipment and SIM-related functions. 3GPP TS 27.007 specifies commands, syntax, and behavior across multiple radio generations. The standard is under change control, so its content evolves; a command’s inclusion in a specification does not establish that a particular handset implements it or exposes it to users. 3GPP TS 27.007 status
AT commands are not the same thing as Android’s telephony APIs. One is a standards-defined way to communicate with equipment; the other is a set of platform interfaces that Android makes available under defined access rules.

Where AT commands fit into an Android phone
Android’s telephony architecture includes a Radio Interface Layer (RIL) and vendor-specific modem integration. The exact implementation varies by manufacturer and modem vendor. The standard itself notes that some handset implementations use AT commands internally between application software and the radio-interface-layer stack on different processors. It is therefore inaccurate to assume that any Android user can reach a handset’s modem by dialing a code, connecting USB, using ADB, or installing a terminal app. The available route, if any, depends on the specific model, software build, vendor tools, and access privileges; the standard alone does not supply a universal method.

What sensitive information and functions can the standard cover?
3GPP TS 27.007 V11.6.0 (Release 11, 2014) warns: “Certain AT commands transfer information in the clear that can be regarded as sensitive with regards to security or privacy.” It also says that, in certain implementations, AT commands serve as an internal handset interface. These are warnings about possible implementations, not claims that every Android phone exposes the commands.
The specification’s examples span several sensitive domains. They illustrate the breadth of the concern and are not a complete list:

Having a command for a sensitive operation in the standard does not prove that the handset supports it, that its internal interface is reachable, or that an Android app is entitled to invoke an equivalent operation.
Can an Android app send AT commands to the modem?
Android does not document arbitrary raw AT-string access as a general app API. Instead, it exposes selected telephony functions with access controls. For example, Android’s TelephonyManager.iccTransmitApduBasicChannel method corresponds to the TS 27.007 +CSIM operation, but requires the privileged MODIFY_PHONE_STATE permission or carrier privileges. This is a specific, controlled API—not permission for an ordinary app to send any AT command it chooses. TelephonyManager API reference

Android’s controls also apply to sensitive identifiers. Its privacy guidance restricts access to non-resettable identifiers such as IMEI, including through privileged permissions and specified special cases. When someone says an Android phone “can access” information through AT commands, separate three questions:

- Does the standard define a command for it? TS 27.007 describes a command vocabulary; it does not grant access.
- Does this handset implement and expose that command? Radio integration, supported commands, diagnostics, and interfaces vary by model, vendor, and build.
- Is this particular caller allowed to use the route? Android APIs may require a permission, an eligible role, carrier privileges, or other platform-specific access.
There is no universal device-by-device support list established by the cited platform and standards documentation. Treat instructions that promise modem access through a generic dialer code, USB connection, ADB command, or terminal app as model-specific claims that need matching documentation for the exact handset and software build.
What this means for privacy and security
AT commands can touch data and operations that deserve strong protection, including identities, location, SIM exchanges, security material, and profile management. The standard’s warning about information transferred in the clear is especially relevant to internal implementations: the existence of a command does not tell you whether a particular device’s interface is exposed, how it is protected, or which software can reach it.
For app permissions, focus on Android’s documented API and access rules rather than assuming that command capability equals app access. A specific API may require a privileged permission or carrier authorization, and those requirements can change across platform versions. Avoid sending commands that could alter SIM, radio, or security state unless official documentation for the exact model and build explains the command and its effects.
