Some Windows apps use web technologies because one web-based codebase can serve a browser, Windows, and other platforms, while hosted changes can reach users without a traditional app-store resubmission. That can simplify development and distribution, but it does not make every app a “web app,” guarantee faster updates, or provide the capabilities of native Windows software.

What “web app” means on Windows

The phrase covers several different architectures. An icon or a dedicated window does not tell you whether an app is a PWA, a website shortcut, or a native program displaying web content.

Type What it is What to expect
Website A service opened in a browser tab. Live content usually depends on the service and an internet connection.
Progressive web app (PWA) A web-technology app that can be installed where the browser supports it. It may offer notifications, selected device integration, and offline behavior if those features are implemented.
Site installed as an app A website launched in its own window or from Start or the taskbar. Microsoft says it does not have the same capabilities as a PWA.
WebView or web-engine-backed app A desktop shell or Windows feature that uses a browser engine to display web UI. It is not automatically a PWA; the shell and implementation determine how it behaves.
Hybrid app A combination of web code or UI and a native shell or bridges. Its access to Windows features and its performance depend on the implementation.
Native Windows app Software built using Windows frameworks and APIs. It can integrate with platform features, but “native” alone does not guarantee good design or speed.

Microsoft Support lists Microsoft Copilot, PWAs, sites installed as apps, widgets, and Windows Search web results among experiences that depend on Microsoft Edge. The support guidance says these experiences use Edge’s web engine, settings, extensions, and features; it also says installed PWAs, sites-as-apps, and Edge-backed widgets stop working if Edge is uninstalled. These details reflect Microsoft’s Windows 10/11 guidance accessed October 4, 2026, and may change. Microsoft’s Edge-dependent apps and widgets guidance describes the listed examples.

Why developers choose web technologies

Reuse code across platforms

A team can build a web experience once and adapt or share it across a website, desktop app, and other devices, rather than maintaining a wholly separate implementation for each platform. Microsoft puts the benefit this way: “With a PWA, you can use a single codebase that’s shared between your website, mobile app, and desktop app (across operating systems).” That is an opportunity to reduce duplicated work, not a promise that the total cost of building and maintaining the product will be lower. Reach users through the browser and the Store

A web app can be accessible through a link in a browser and, where supported, installed for a more app-like launch. Microsoft’s Windows distribution guidance describes PWAs as a route to the Microsoft Store for apps already built primarily with web technologies, without requiring native packaging tools. That can make Store distribution more accessible to a web-first team; it does not make the app independent of its web service or guarantee that every Store or platform requirement is met. Deliver hosted changes centrally

Microsoft says hosted PWA content can update without a Store resubmission. This can be useful when a team needs to change content or parts of a hosted experience without asking users to install a new client release. It does not mean every change skips testing, deployment work, or review, and it does not eliminate the work of operating the service.

Use familiar skills and meet deadlines

Web technologies can let a team use existing HTML, CSS, and JavaScript skills across products instead of building and staffing distinct platform-specific teams. In a UK Department for Science, Innovation and Technology qualitative study, interviewed developers described shared code, fewer platform-specific skills, tight budgets or deadlines, and faster delivery as reasons to choose web apps or PWAs. Those interviews illustrate possible motives; they do not show how common each motive is among all Windows developers.

What users can gain—and what is not guaranteed

Depending on the browser, device, and app implementation, a PWA may install, appear in Start or on the taskbar, send notifications, work offline, or use supported web APIs. Microsoft describes these capabilities for PWAs, but they are not automatic consequences of having an app icon or window.

  • Offline use: A PWA can cache selected content and functionality, but offline access must be designed feature by feature. A web app that relies on a live account or cloud service may still need a connection for important tasks.
  • Device and system features: Web APIs can support capabilities such as file handling, clipboard access, background sync, Bluetooth or USB in supported cases, databases, and accelerated graphics. Availability depends on browser and device support.
  • Consistent service: A company may use a shared account, content, and core interface across desktop and mobile. That is a possible product strategy, not evidence that any particular company chose a web architecture for that reason.
  • Less duplicated development: Shared code may reduce platform-specific effort, but the product still needs maintenance and testing across browsers, operating systems, and devices.

Where web-based apps fall short

Deep Windows integration

Microsoft’s current Windows distribution guidance says PWAs are not suitable for apps that require native .NET, C++, or WinRT APIs unless those capabilities are bridged. A workflow that depends on specialized peripherals, extensive operating-system integration, or complex local processing should be assessed against the specific app’s capabilities. Microsoft’s developer FAQ recommends WinUI 3 for new general-purpose Windows desktop apps. Windows distribution guidance and the Windows developer FAQ explain Microsoft’s current positioning.

Compatibility and ongoing maintenance

Shared web code does not remove platform work: browsers, operating systems, APIs, and devices change, and apps must address security and compatibility issues. The UK qualitative study found that developers described browser compatibility as an ongoing concern. Most participants estimated that compatibility work took 5–10% of their time, while a few estimated 20–25%; these are participant estimates from a qualitative study, not a representative measurement of developers overall. Performance and resource use

There is no basis here for saying that web-based Windows apps are universally slower, faster, or more resource-intensive than native ones. Performance depends on the app, workload, browser engine, hardware, and implementation. WebAssembly and accelerated web APIs can support demanding tasks, but their existence does not establish performance parity for every workload.

To compare two versions of a particular app, run the same tasks on the same machine and check startup time, responsiveness, idle and active CPU and memory use, network dependence, and battery impact. Without an app-specific test, treat performance as something to measure rather than infer from the architecture.

Update control and privacy

Central delivery can help a vendor change a hosted experience without a conventional client installer update. It also means the vendor controls that hosted experience and may change it outside the user’s usual installation process. The details depend on the app’s architecture.

Architecture alone does not establish whether an app is private or unsafe. Microsoft notes that traditional desktop apps may not appear in Windows privacy settings or be governed by those controls, while web apps may process information through cloud services. Check the individual app’s permissions, privacy policy, account and sync settings, and data handling rather than assuming either category is more private. How to judge an app you use

Look at what the app actually does, not just whether it opens in a separate window. For a work-critical app, verify its behavior on the Windows device and browser you use.

  • Identify the format: browser website, PWA, installed site, WebView-based app, hybrid app, or native software.
  • Test the tasks you rely on, including any peripheral or Windows integration your workflow requires.
  • Disconnect from the network to see which features remain usable.
  • Check permissions, cloud sync, privacy terms, and how account data is handled.
  • Observe how updates arrive and whether the vendor can change the hosted interface independently of an installed client update.
  • Measure responsiveness and resource use on your own hardware if performance matters.

Is Windows broadly moving to web apps?

Some Windows apps and features use web technologies or Edge’s web engine, but the available evidence does not establish what share of Windows apps have moved to the web. Selected examples and developer interviews are not an industry-wide adoption statistic. Nor does the evidence support a general performance verdict across web and native apps. The sound conclusion is narrower: web architecture offers reuse and distribution options that suit some products, while native Windows development remains appropriate where deeper platform access or specific local capabilities matter.
