Cloud seeding adds particles to suitable clouds to influence how water droplets or ice crystals form. It can potentially increase precipitation in particular cloud conditions, but it cannot create rain clouds from clear skies, steer hurricanes, or control weather at will. The clearest evidence applies to a specific method: wintertime glaciogenic seeding of mountain clouds that already contain supercooled liquid water or mixed phases.
How cloud seeding works
Clouds contain tiny water droplets, ice crystals, or both. Cloud seeding disperses particles into an existing cloud to influence those processes; whether that can affect precipitation depends on the cloud’s moisture, temperature, structure, and natural variability. It does not supply missing atmospheric moisture or create a cloud system from clear sky.
Glaciogenic seeding: encouraging ice formation
Glaciogenic seeding uses agents such as silver iodide in suitable clouds containing supercooled liquid water—liquid water colder than 0°C—or mixed-phase clouds with both liquid droplets and ice. The intended effect is to increase ice-crystal formation and encourage precipitation through ice-phase processes. In mountain, orographic clouds, moist air rises over terrain; seeding targets clouds that are already present and have suitable conditions. Material can be released by ground generators into air moving toward target clouds, or dispersed from aircraft.
Hygroscopic seeding: influencing liquid droplets
Hygroscopic seeding adds particles to liquid-phase clouds with the aim of changing the number and size of droplets so they collide and coalesce into larger drops. Convective clouds are highly variable, which makes it difficult to separate a seeding effect from the cloud’s natural evolution. The World Meteorological Organization (WMO) describes these distinct approaches and their limits in its statement on weather modification.

Does cloud seeding make it rain?
It may enhance precipitation when a cloud already has the right conditions. It cannot guarantee rain, and the existence of a seeding operation does not show that precipitation resulted from it.
The U.S. Government Accountability Office (GAO) found that estimates in studies it reviewed ranged from 0 to 20 percent additional precipitation. That is a range of study estimates, not a forecast or guaranteed yield for every operation. GAO also emphasizes that effectiveness is difficult to evaluate, existing studies have limitations, and precipitation can be enhanced only when suitable clouds are present. Where the evidence is strongest
The WMO reports progress and an evidence-based causal relationship for wintertime glaciogenic seeding of orographic clouds containing supercooled liquid water or mixed phases. It also describes statistical and physical evidence for precipitation enhancement in those clouds and in some frontal clouds containing supercooled liquid water.
This evidence is specific to cloud type and conditions. Results from one trial cannot simply be transferred to a different region or cloud regime; the WMO notes that some historical experiments did not match their original hypothesis. Claims about other applications need their own credible evidence, not an assumption that all clouds respond alike.

Why a claimed success can be hard to verify
Rain and snow vary naturally, so a wet season, a radar image, or precipitation following a seeding flight does not by itself establish that seeding caused the change. A persuasive evaluation needs objective criteria for selecting eligible events, a design that can distinguish seeded from unseeded cases, statistical comparison with uncertainty intervals, and physical analyses that support the proposed mechanism. The WMO identifies randomization as important to statistical evaluation and recommends connecting statistical findings with physical evidence.
Hail suppression remains unproven
Some regions practice hail suppression, but the WMO says experiments have not convincingly established the scientific postulates behind it. Hailstorms are energetic, dynamic, and naturally variable; the WMO also reports no demonstrable result from attempts to seed hailstorms with hygroscopic nuclei. Practice should not be mistaken for proof of reliable effectiveness.

What cloud seeding cannot do
Cloud seeding is a limited intervention in suitable existing clouds, not a way to manufacture weather systems. The WMO says the energy in weather systems is too large for weather-modification methods to create raining cloud systems, redirect winds to bring water vapor into a region, or eliminate severe weather phenomena.
- Hurricanes: There is no generally accepted evidence that cloud seeding can modify tropical cyclones. NOAA says no technology exists to create, destroy, modify, strengthen, or steer hurricanes.
- Tornadoes and lightning danger: No demonstrated cloud-seeding method can modify tornadoes or eliminate lightning danger.
- Floods and other severe weather: Seeding is not a demonstrated way to prevent floods or remove other severe-weather hazards.
These limits are described by the WMO and in NOAA’s October 2024 fact check. Cloud seeding is also distinct from solar geoengineering, which concerns larger-scale climate effects over longer timescales.

Is cloud seeding safe?
Published studies of past operations have found no significant human-health or environmental impact from silver iodide and other commonly used agents, according to the WMO. That finding is not proof of harmlessness at any quantity: the WMO recommends evaluating proposals involving substantially greater amounts or a new agent, and says possible downwind, environmental, and ecological effects need more investigation. GAO likewise describes the evidence as limited and says the effects of much more widespread silver iodide use are unknown.
Who runs cloud-seeding programs in the United States?
Programs are generally operational efforts by state, local, or private entities, not NOAA weather-control activity. NOAA says it neither conducts nor funds cloud seeding and has no authority to regulate it. Under the Weather Modification Reporting Act of 1972, U.S. operators must report intended weather-modification activity to NOAA.
Those filings can help identify reported activity, but they are not necessarily complete or error-free. In its February 2026 review, GAO estimated that over half of reports filed with NOAA likely contained errors, including missing required information; GAO said its recommendations to improve reporting guidance, instructions, and outreach remained open. How to assess a cloud-seeding claim
- Identify the target cloud: Ask whether the claim concerns winter orographic clouds, frontal clouds, or convective warm clouds, and whether conditions suitable for the stated method were present.
- Check the mechanism and delivery: Determine whether the program used glaciogenic or hygroscopic seeding and whether material was released by ground generators or aircraft.
- Look for a meaningful comparison: Strong evaluations distinguish seeded from unseeded events, use objective eligibility criteria and statistical analysis, and report uncertainty.
- Look for physical support: Statistical results are more informative when paired with evidence that the proposed cloud process occurred.
- Check the scope: A result in one cloud type, season, or location does not establish the same effect elsewhere.
- Read public filings cautiously: U.S. reports can indicate intended activity, but GAO’s February 2026 review found likely errors in over half of filings it assessed.
