Use Publisher’s built-in PDF export first: open the publication, choose File > Export > Create PDF/XPS Document > Create PDF/XPS, select a PDF option and publish. This preserves the publication’s page design in a fixed file, but no export can guarantee identical results in every viewer or print workflow. Check fonts, linked images, page size and the exported pages before sharing or sending the PDF to a printer.
Export a Publisher file as a PDF
- Open the
.pubpublication in Publisher. - Choose File > Export > Create PDF/XPS Document > Create PDF/XPS.
- Choose PDF as the file type, enter a filename and select the output option that matches the destination.
- Publish the file, then open the resulting PDF and inspect it before sending or sharing it.
Depending on your Publisher version, the command may instead be under File > Save & Send > Create PDF/XPS Document > Create PDF/XPS or appear as File > Publish as PDF or XPS. Microsoft also documents creating a PDF through Save As. The exact labels vary by version. Microsoft’s Publisher PDF/XPS export instructions cover the supported versions and routes.
Choose the PDF output option for its destination

Microsoft describes these presets by intended use, but does not say one setting is right for every print job. If a commercial printer has supplied a specification, follow it rather than assuming the Commercial Press preset alone satisfies the job. Check the PDF for layout changes
Publisher exports a fixed copy intended for viewing and printing. Microsoft describes PDF and XPS as read-only formats; the exported file is not an editable Publisher publication. Keep the original .pub file and any linked graphics if you may need to revise the design.

Review fonts
Microsoft says the PDF export embeds needed fonts, but font licensing can prevent embedding. In that case, text may be output as a bitmap, or a viewer may substitute a referenced font. Pack and Go can report fonts it cannot embed. Check any warnings and, where practical, open the PDF on another device or in another viewer. Verify linked graphics and every page
A PDF export should not be treated as a repair for an image that is already missing or out of date in the publication. For a print handoff, Pack and Go can update and include linked graphics, and its reports can identify linked-graphic issues. After export, review every page for clipped or reflowed text, changed fonts, missing images, unexpected page order, incorrect page size and color problems. Rendering can vary with fonts, graphics, output settings and the software or printer used to open or produce the PDF.

Prepare a commercial-print handoff with Pack and Go
If a printer needs the publication materials as well as a proof, use Publisher’s Pack and Go wizard instead of treating the PDF as the entire handoff. In Publisher, choose File > Export > Save for a Commercial Printer, then select output quality for the job. The wizard can run Design Checker, update and include linked graphics, embed TrueType fonts in the publication, list fonts it cannot embed, and offer a composite proof. Follow the printer’s specification for the settings it expects.
The PDF is useful when little or no correction is needed. The packaged Publisher file gives the printer material for changes that may not be possible in a PDF, such as text or font changes. Microsoft advises running Pack and Go again after making changes so the handoff contains the current version. Its Pack and Go instructions describe the workflow.

Keep a backup of the editable publication
Store the original .pub file and the linked graphics separately from the PDF. The PDF is the fixed version for sharing or printing; it is not a substitute for the editable source. A second copy on external storage can help protect the files, but it does not affect PDF rendering.
Publisher availability and older files
Microsoft’s export support page lists Publisher for Microsoft 365 and versions 2021, 2019, 2016, 2013 and 2010. Microsoft says Publisher will no longer be supported after October 2026 and Microsoft 365 subscribers will no longer have access; it does not give a specific day in October. As of October 4, 2026, if you can still open a publication, export the PDFs and preserve the editable files you need rather than assuming Publisher access will remain available later. Check Microsoft’s current export support page for its stated availability information.

Automate PDF export from Publisher
For automated workflows, Microsoft documents the Publisher API method Document.ExportAsFixedFormat, the API equivalent of the interface’s Publish as PDF/XPS command. Its options include output intent, color and one-bit image downsampling, page range, document properties, accessibility structure tags, missing-font handling and PDF/A compliance. Microsoft says structure tags improve accessibility and that DocStructureTags defaults to True. Because settings are version-specific, inspect automated exports manually as well.
