Design revocation around the longest period a revoked credential may still authorize an action. If that stale-authorization window is too long for the risk, use an online status check or another coordinated invalidation mechanism; if you cache status or rely on token expiry, set and document the limits. No standard promises instantaneous revocation across distributed resource servers.
What revocation means in a distributed system
Revocation has two distinct parts: the authorization server invalidates a credential, and every resource server that might accept it learns to reject it. Those events are not necessarily simultaneous. RFC 7009 explicitly recognizes that some servers may know about invalidation before others, and says implementations should minimize the propagation delay. RFC 7009
This article focuses on OAuth-style access and refresh tokens. The same design question arises for other credentials, but their revocation mechanisms and semantics depend on their protocols and systems. Do not assume that ending a user’s application or authentication session also invalidates credentials already issued: NIST SP 800-63B notes that access and refresh tokens may remain valid after the authentication session ends. Start by setting a maximum stale-authorization window: the maximum time after revocation during which a resource server could still accept the credential. The relevant window is about decisions that can still be authorized, not merely how quickly a revocation request returns success.

Choose an enforcement pattern against your risk and architecture
The following comparison is qualitative. The standards do not establish universal latency targets, token lifetimes, or availability behavior; those depend on your topology, cache policy, and implementation.

Set the stale-authorization budget
Define what the window applies to
Specify which protected actions the budget covers and the point from which you measure it, such as when the issuer records revocation. Include the resource servers, regions, caches, and services that can make the authorization decision. A system may meet a target for one request path while leaving a separate service able to accept stale status.
Account for propagation and caching
For cached introspection, the stale window can include both time spent waiting for invalidation to reach a status source and time a resource server continues using a cached active result. The exact bound depends on your propagation and cache behavior; do not treat cache lifetime alone as the measured end-to-end delay unless the architecture supports that assumption. RFC 7009 identifies propagation delay, while RFC 7662 explains the freshness and load tradeoff in caching.

Choose the budget from the consequences of an unauthorized action, not from a convenient default. A sensitive operation may justify a shorter cache window or a live status check; a less sensitive path may tolerate more stale status in exchange for reduced dependency and load. Neither the standards nor the evidence here provide a universal numeric target.
Design introspection and cache policy deliberately
Decide when to query
RFC 7662 provides an introspection mechanism through which an authorized protected resource can ask the authorization server whether a token is active and receive metadata such as rights and authorization context. Decide which resource-server decisions need that check, and ensure the introspection endpoint can distinguish authorized callers. RFC 7662
Set a cache bound that matches the budget
A shorter cache interval generally improves freshness but increases introspection traffic and endpoint load; a longer interval reduces calls while allowing an old active result to be used longer after revocation. RFC 7662 specifically requires that a response containing exp not be cached beyond that expiration. Treat that as a limit, not as a recommended cache duration. Your own freshness objective may require a shorter bound.

Document which response fields are cached, how cache entries are keyed, when they expire, and what happens when a cache is unavailable or returns an error. These are implementation choices; the RFC’s caching discussion does not prescribe a complete cache architecture.
Make cascade behavior and session lifecycle explicit
Revoking one token may affect other credentials tied to the same grant. RFC 7009 says that when a refresh token is revoked, an authorization server that supports access-token revocation should also invalidate access tokens based on the same grant. Implementations and policies can differ, so specify the cascade behavior your clients and services rely on rather than assuming every access token will behave identically. RFC 7009

Choose an outage policy instead of inheriting one accidentally
Online checks make resource-server authorization dependent on the introspection service and the network path to it. When either is unavailable, allowing requests can preserve availability but risks accepting credentials whose status cannot be confirmed; rejecting requests limits that risk but can block legitimate users. The standards cited here do not mandate fail-open or fail-closed behavior.
Set the policy by action sensitivity and define its scope. For example, a system can make stricter choices for high-impact operations than for lower-risk reads, if its authorization architecture supports that distinction. Specify whether a previously cached result can be used during an outage, under what cache limit, and what happens when no usable result exists. Include these decisions in the service’s operational runbooks.
Assign lifecycle ownership and verify the real bound
Revocation is not just an issuer endpoint. It depends on token verification, lifecycle controls, key management, interoperability, monitoring, and behavior across the services that enforce access. Assign owners for issuance, revocation policy, resource-server enforcement, cache configuration, and incident response. Record the chosen stale-status budget, the mechanisms intended to meet it, and the expected behavior when dependencies fail.
Validate the design in the deployed architecture rather than relying on the nominal settings alone. Exercise revocation while requests are routed across services and regions; observe when each resource stops accepting the credential; and check cache expiry, propagation, session termination, cascade effects, and outage handling. Compare the observed worst case with the documented budget, then adjust the mechanism or budget when they do not align. The standards do not supply a universal latency target or a measured result for your system.
