Require team approval when context is uncertain, the ticket is sensitive or externally visible, or the work could create significant consequences. Keep permissions—not an approval screen—as the limit on what the AI can actually change.
When should AI create tickets automatically?
Automatic creation is a reasonable choice when the intake source is trusted, the requested work is clear, and the ticket can be corrected or closed without significant impact. The team should also be able to spot duplicates and inspect a history of changes. These are practical decision criteria, not a policy proven best for every organization.
For example, a clearly reported internal bug with reproducible steps and an obvious project destination may be suitable for automatic ticket creation. An incomplete request that could affect a customer commitment, sensitive information, or another person’s workload should not be treated the same way.
When should a person approve the ticket?
Put an approval step in front of changes when the AI lacks context or a mistake could have meaningful consequences. This includes sensitive or externally visible work, unclear requests, and decisions such as assigning a person or changing priority when those choices affect other people.

Where the tool supports it, have AI propose a change rather than apply it. A reviewer can check whether the ticket is accurate, complete, correctly routed, and appropriate before it becomes active or triggers further work.
How to choose a review level

What GitHub’s issue automation supports
GitHub documents Copilot automations that can triage issues without a person initiating each change. Supported changes described in its documentation include labels, fields, issue type, closing issues, and assignees. The automation can provide a rationale and confidence, and settings can route lower-confidence changes for review. GitHub describes this functionality as a public preview and lists eligibility limits, including specified Copilot plans and private or internal repositories. Availability may change, so check the current documentation and your account’s eligibility before relying on it. Reviewers can accept or decline suggestions individually or in groups through an issue approval panel; configuration depends on repository automation level, and availability is rolling out gradually. Do not treat GitHub’s approval panel as a security boundary
GitHub states, “Approvals are a workflow convenience, not a security control.” The approval interface does not create a server-side restriction: an agent with issue-writing permission can make changes directly through REST or GraphQL APIs. Set repository and agent permissions to determine what automation is allowed to do; use the approval panel to manage review workflow, not to substitute for access control. The limitation is described in GitHub’s approval documentation.
How Jira can control and review agent work
Atlassian documents several complementary controls. Project roles and permission schemes can limit what agents can do, while issue security can limit which work items they can see. A workflow approval step can require a named person to sign off before a transition. Automation can comment, label a work item for refinement, or route it to a person when context is missing. Jira’s agent collaboration documentation says agent output can be reviewed in an Agents section on the work item. It also describes triggering an agent through a workflow transition or board column. See Collaborating with agents in Jira.

- Start with suggestions or a human-reviewed pilot. Choose a narrow ticket category with clear intake rules rather than enabling automation across every project.
- Record the errors that matter to your team. Track false positives, duplicate rate, missing-context rate, correction rate, and time-to-triage.
- Set local quality thresholds. Decide what error levels are acceptable for each category; there is no universal threshold established by the cited platform documentation.
- Automate only categories that meet those thresholds. Keep approval for ambiguous or higher-impact work, and retain an audit trail so the team can review results and adjust the rules.
This rollout is process guidance, not a claim that a particular policy has demonstrated better measured outcomes. The cited product documentation explains available controls; it does not establish one experimentally proven approach for every team.
