You can do both; follow the developer or publisher as well if you want updates about that creator’s other announcements and releases.
What does Wishlisting do on Steam?
Wishlisting saves an individual game to your personal Steam Wishlist. Valve describes notifications for eligible discounts and releases, including when a game leaves Early Access. Its 2016 announcement said Steam would email users when a wishlisted game released or transitioned out of Early Access; treat that as a description of the feature at that time, not a guarantee that every user will receive every alert today. Valve’s 2016 notification announcement gives that historical detail.

What does Following a game do?
Following a game is for its news, rather than saving it to your Wishlist. Valve describes the result directly: “Following a game means you will see announcements from that game in your community activity feed.” See the Steam Discovery Update for Valve’s feature description.

Should you follow the developer or publisher too?
Following a game tracks that game’s announcements. Following its developer or publisher tracks announcements and new releases from that creator. Valve has described followed creators’ newly released games appearing at the top of the Steam homepage, with email notification available subject to opt-out. These are discovery features, not a promise that a particular game will receive a specific placement. Valve’s creator-homepage announcement explains the feature.

Will either action guarantee that you see an upcoming game?
No specific placement or visibility outcome for an individual title is guaranteed by the cited feature descriptions. Steam describes discovery experiences that use wishlisted games and followed creators’ releases, including its Upcoming Releases area, but those descriptions do not establish that a particular game will appear in a fixed position.
