Neck rings and inflatable seats can slip, flip, deflate, or submerge a child. Stay close enough to keep a hand on your baby whenever they are in or near water; a float does not replace attentive adult supervision or an approved life jacket.
What “baby pool float” means—and why the distinction matters
Two products are often grouped under the name “baby float,” but their risks and applicable warnings are not identical:
- Neck floats are rings worn around an infant’s neck, intended to keep the baby’s head above water. The American Academy of Pediatrics (AAP) warns that they can slip, deflate, or allow a baby to become submerged. Pressure near the chin and neck and unsafe head positioning are also concerns. - Seat-style inflatable floats have leg openings and hold a child in a seat. AAP describes floating seats as unstable: they can flip or trap a baby underwater if they tip. [AAP, “Baby Products to Avoid: Unsafe Registry Picks & Secondhand Gear,” accessed October 4, 2026.]
Neither type is a life-saving flotation device. A float may make a child look secure while leaving them vulnerable to slipping out, becoming trapped, or going underwater. AAP specifically cautions against treating inflatable swimming aids as substitutes for approved life jackets.
What parents should do instead
Keep the child within arm’s reach
Use “touch supervision”: remain close enough to keep a hand on the baby, with continuous, attentive supervision. Watching from a poolside chair, checking a phone, or relying on another person’s casual attention is not an adequate substitute for being close. A float does not change that requirement.

Choose an approved life jacket for appropriate settings
For open water, AAP recommends a properly fitted U.S. Coast Guard-approved life jacket. Young children and weaker swimmers may also benefit from one near pools. Fit the jacket to the child and the setting; approval does not mean every jacket is suitable for every infant or activity. A life jacket is an additional layer, not permission to leave a child unattended.
Prevent unsupervised access to a home pool
AAP recommends a four-sided fence around a home pool, at least four feet high, with limited openings and a self-closing, self-latching gate. The fence should separate the pool from the house. These are AAP recommendations, not a replacement for local building requirements; check the rules that apply where you live.

Add other layers without treating them as substitutes
- Learn CPR and be prepared to respond to an emergency.
- AAP says swim lessons can be a layer of protection for many children starting around age one, depending on readiness. Lessons do not replace barriers or supervision.
- Keep close, attentive adult supervision in place whenever an infant or young child is in or near water, even when using other safety measures.
What the 2026 neck-float standard does—and does not—mean
The U.S. Consumer Product Safety Commission (CPSC) federal safety standard for neck floats took effect June 15, 2026, for products manufactured after that date. It addresses risks including slipping through, restraint-system failure, and submersion. It does not apply to life-saving flotation devices regulated by the U.S. Coast Guard. The standard is for neck floats; it should not be treated as a blanket rule for seat-style inflatables.
CPSC says the standard reduces some known risks but does not eliminate them. So a newer neck float, or one that meets the standard, is not thereby a drowning-prevention device. The agency’s August 21, 2025 announcement reported 115 neck-float-related incidents from January 2019 through January 2024, including two reported infant deaths and two hospitalizations. Those are agency reports, not a population-wide injury rate and not proof that every float caused an incident.

Check the named CPSC warnings
- Otteroo neck floats: On June 15, 2026, CPSC renewed its warning not to buy, use, resell, or donate Otteroo LUMI, MINI, or earlier versions of the brand’s infant neck flotation rings. This is a warning about those named products, not a warning that every neck float is part of the same product action.
- “Relaxing Baby” seat-style floats: On April 2, 2026, CPSC warned consumers to stop using these floats after a reported drowning death involving a two-year-old. The agency described the products as capable of flipping or submerging the occupant. This is a separate, product-specific warning—not part of the neck-float incident count.
If you own a product named in a safety warning, follow the agency’s instructions and do not pass it on to another family.

A float may be sold or used as a toy or swimming aid, but that is different from a life-saving flotation device. Before using any flotation product, check its intended role, approval or regulatory status, the child’s age and weight fit, and whether it is appropriate for the setting. None of those checks turns an inflatable baby float into a substitute for hands-on supervision or measures that prevent a child from reaching water alone.

Available agency guidance and incident reports do not establish a comparative risk rate for every brand or design. They do establish the practical point parents need: do not rely on a baby float to keep a child safe from drowning.
