To control odors in an outdoor garbage bin, limit wet residue, keep the lid closed, and clean and fully dry the bin when it gets dirty or smells. For food-waste carts, freezing especially perishable scraps until collection and using baking soda as an optional aid can help. Check your local waste program’s rules before adding liners, wrapping scraps, or changing what goes in the cart.
Start by reducing moisture and food residue
Liquids and scraps left in a bin can contribute to persistent smells. Where your collection program allows it, drain wet food scraps before putting them in the cart and wrap them in paper. The City of San Diego recommends draining and wrapping scraps; Calgary advises layering wet and dry materials in organics collection. Follow local instructions for accepted food waste and liners, since rules vary by program.
Monash also recommends layering food waste with garden prunings in its food-waste guidance. That advice is specific to its collection system; check your local organics instructions before adding garden material.
Keep the lid closed and the bin out of direct sun
Close the lid whenever the bin is not in use, and store it in shade where practical. Monash, San Diego, and Yarra Ranges recommend keeping bins shaded where possible; Monash and San Diego also advise keeping them closed. These steps help limit exposure while waste waits for collection.

Clean a dirty or smelly bin, then dry it completely
If odor remains or residue is visible, wash or rinse the bin rather than relying on a deodorizer. San Diego recommends mild soap and water when needed, while Monash advises cleaning bins when dirty or smelly and washing them periodically. After rinsing, drain the water and let the bin dry fully before putting waste back, as Yarra Ranges recommends.
If residue keeps returning and you cannot clean the cart yourself, Irvine’s organics-cart guidance notes that residents may contact a third-party cleaning service. It does not name a provider; check with your waste authority about any local options.

Use baking soda as a secondary odor aid
Several municipalities, including Monash, San Diego, Ottawa, Yarra Ranges, and Calgary, recommend baking soda for odors in food-waste bins. Sprinkle a small amount in the bin as an optional household measure, but do not treat it as a substitute for removing residue and washing a dirty cart. Municipal guidance does not establish that baking soda works for every odor or quantify how much it reduces smells.
Monash also mentions a small amount of cat litter to absorb odor and liquids. Because material acceptance and disposal instructions differ, check your local program’s rules before using it in a collection bin.

Keep especially perishable scraps cold until collection
For food-waste carts, freezing meat or fish scraps until collection can reduce the time they sit in the outdoor bin. San Diego recommends freezing scraps where possible and delaying their addition to the outdoor bin until collection day or the day before when feasible; Calgary and Ottawa also recommend freezing meat or fish scraps. San Diego additionally recommends refrigerating scraps where possible. Keep any scraps out of the cart only in ways that fit your household’s food-safety needs and local collection rules.

- Accepted materials: Confirm whether your program permits the scraps, paper wrapping, liners, or other materials you plan to use.
- Residue and moisture: Prefer steps that keep liquids from pooling and make it easier to remove food residue.
- Cleaning effort: If washing is needed, make sure you can drain the bin and let it dry completely before reuse.
Local guidance may also cover how often to put out an organics cart. Monash recommends putting its food-waste bin out regularly; check your collection calendar and local instructions for the appropriate schedule.
