Android hotspot settings vary because the experience depends on three things: the Android version and phone maker, the device’s hardware and firmware, and the carrier’s support and plan rules. Android has a shared tethering framework, but that does not mean every phone shows the same controls—or that every carrier plan permits hotspot use.
What “hotspot” means on Android
Tethering means sharing a phone’s mobile-data connection with another device. A Wi-Fi hotspot is one way to do it; most Android phones can also share data over Bluetooth or USB, though the available methods depend on the phone and the devices connecting to it. Google documents these options in its Android Help guide to sharing a mobile connection.
Because the same word can refer to the sharing feature or its Wi-Fi controls, a missing “hotspot” menu does not by itself identify the problem. The cause may be a different menu layout, a device limitation, or carrier support or provisioning.
Why settings differ from one Android phone to another
Android version and manufacturer interface
Settings menus and instructions can change with Android versions and manufacturers’ software. Google notes that some steps in its hotspot instructions apply only to Android 14 and newer, and its cross-device guidance says the experience and steps can vary by device and manufacturer. Search Settings for “hotspot” or “tethering” rather than relying on a menu path written for a different phone.

Hardware and firmware capabilities
Phone makers supply the settings app and the framework and hardware or firmware support for Wi-Fi hotspots. Android’s platform documentation explains that available Soft AP controls depend on the device’s capabilities; manufacturers can define those capabilities through device configuration. The options can include network name and security, hidden network name (SSID), Wi-Fi band and channel, client limits, automatic shutdown, and controls for connected devices—but a particular phone may not expose all of them. Why your carrier can affect hotspot access
Carrier rules operate separately from the phone’s menus. Google warns that some carriers limit tethering or charge extra and recommends checking with the carrier. Whether hotspot is available can depend on the plan and account, not just on whether the phone has a hotspot switch.

Android also has platform mechanisms for carrier-specific support. Its CarrierConfigManager includes a flag indicating whether a carrier supports mobile-data tethering. AOSP documentation describes how carrier-specific values can come from a carrier app, a platform configuration app, or framework defaults, with the first returned value taking precedence; see carrier configuration. The tethering implementation can also apply a provisioning or entitlement check when configuration calls for one; see AOSP Tethering.
These platform documents explain how carrier rules can be applied; they do not establish the terms of every carrier, plan, country, or account. A disabled or failing control is a reason to check eligibility, not proof that a particular restriction is in force.

How to troubleshoot a missing or non-working hotspot
- Find the relevant setting. Open Settings and search for “hotspot” or “tethering.” Follow the instructions for your exact phone model and Android version; a path from another manufacturer may not match.
- Check mobile data and plan eligibility. Confirm that mobile data works, then ask your carrier whether your plan and line include hotspot use, whether limits or charges apply, and whether tethering is enabled on the account.
- Ask about provisioning if the switch fails. If the feature appears but will not turn on, ask the carrier whether tethering is provisioned for your line. Carrier support and entitlement checks are possible causes, but the software mechanism alone cannot diagnose your specific phone.
- Try another supported sharing method. If Wi-Fi hotspot is unavailable or unsuitable, check whether both the phone and the other device support Bluetooth or USB tethering. For USB, use a data-capable cable compatible with both devices. Google notes that Android USB tethering does not work with Mac computers.
- Investigate visibility or connection problems. If another device cannot see the Wi-Fi hotspot, check the band and security options available on the phone, and whether the connecting device supports them. Not every phone provides controls for every band or setting.
Choosing a tethering workaround

Changing a Wi-Fi band or using a different cable cannot bypass a carrier’s tethering restriction. Google’s help page says a Wi-Fi hotspot can share a connection with up to 10 other devices; that is the limit stated in its documentation, not a guarantee that every phone or plan supports that many connections.
