What happens when you turn Face Groups off?
Google says turning Face Groups off deletes the face groups in your account, the face models used to create them, and face labels you created. Its documentation does not promise that groups or labels will return if you later turn the feature back on, so do not assume they can be restored. Google Photos Help: Face Groups retention policy

Why Face Groups or People & pets may be missing
- Face Groups is turned off.
- The feature is unavailable for your region, domain, or account type.
- No face groups have been created yet.
Google describes Face Groups as a process that detects faces in photos, creates numerical face models when grouping is enabled, estimates similarity and whether images show the same face, then groups photos with very similar faces likely to show the same person.
