Start with the planning and zoning office that has land-use authority over the property—not a news story or map pin. Search its applications, hearing notices and parcel records, then ask staff whether a case or pre-application matter exists. Verify the case stage in the underlying documents, and check state environmental and utility records for related approvals. A search that turns up nothing is not proof that no project is being considered.

1. Identify the parcel and the right jurisdiction

Use the county or city parcel map or assessor search to find the parcel number and determine whether the property is inside a municipality or in an unincorporated area. The land-use authority may differ from the mailing address. If municipal boundaries, annexation or service areas could affect jurisdiction, check both city and county records.

Once you have the parcel number, use it alongside the street address, landowner and developer names in later searches. These identifiers can reveal a case that a general web search for “data center” misses.

2. Search local planning and zoning records

On the official city or county website, look for active applications, hearing calendars, planning commission and council or supervisors agendas, public notices, zoning maps and GIS application maps. Search for the parcel and for several possible descriptions of the use:

  • Project terms: data center, data facility, technology park, server farm.
  • Land-use processes: rezoning, special use permit, conditional use, special exception, site plan, development application or annexation.
  • Related infrastructure: substation, utility facility or transmission project.

Local zoning codes may classify a facility under a broader land-use category rather than call it a data center. The Southern Environmental Law Center’s 2026 Virginia-focused report describes how by-right allowances may proceed without a public hearing, while special uses and rezonings typically involve public review. It also notes that a locality may interpret a data center under a broader category. Those observations are Virginia-focused; check the current ordinance and ask the planning office in your own jurisdiction. Read the Southern Environmental Law Center report.

Look beyond a project summary or press release when documents are available. An application narrative, boundary exhibit, concept plan, technical studies, staff report and proposed conditions can show what has actually been filed and what remains unresolved. For example, Dinwiddie County’s project materials include a zoning application, application narrative, boundary exhibit, concept plan, environmental sound assessment, traffic impact analysis and proposed conditions.

Some localities combine case documents, GIS maps, agendas and hearing-alert sign-ups. Spotsylvania County’s data center information is one example. Its notice methods and distances apply to its own procedures, not as a national standard.

3. Ask planning staff about the parcel

If the public search finds no case—or you cannot tell whether a listing is current—contact the planning or zoning department. Provide the parcel number and ask specific questions:

  • Is there a filed rezoning, special or conditional use, site-plan, annexation or related application for this parcel?
  • Is there a pre-application meeting or pending matter that is not yet visible on the public portal?
  • What is the case number, current review stage, decision maker and next hearing date?
  • Where can I read the full application and staff-review comments?
  • How can I receive hearing alerts or submit written comments?

An agency may not disclose pre-application discussions or may have limited records. Treat an answer as a statement about the agency’s current records, not proof that no future proposal is possible.

4. Establish what stage the proposal has reached

A map entry or announcement is not the same as an application, approval or construction. Use the case number to locate the latest dated filing and the decision-maker’s record. Track these milestones separately:

  1. Concept or announcement: A project may be under consideration, but no formal land-use application may have been filed.
  2. Pre-application: The applicant may be discussing a concept with staff; it may not yet appear in public case records.
  3. Filed or accepted application: Check the filing date, parcel, application type and submitted materials. An accepted filing is not an approval.
  4. Scheduled hearing or review: Find the hearing body, date, staff report, public-comment deadline and any evidence rules.
  5. Decision or approval: Read the decision and conditions, and check for later revisions, appeals or additional permits.
  6. Permit issuance or construction: Confirm these through the relevant permitting agency or construction records; do not infer them from a land-use approval alone.

Compare the planning staff page with the agenda and minutes of the body authorized to decide the case. Applications can be revised, withdrawn, paused or appealed, so a dated decision or current case status is more informative than an undated project summary.

Statewide maps can be useful leads, but they also require stage checks. Pennsylvania’s Commonwealth page offers an interactive map sortable by location, permitting stage and approval status. The page says that many proposals it identifies have not formally approached the Commonwealth about permitting or taken meaningful development steps; a map listing by itself does not establish imminent construction. 5. Check state environmental and energy proceedings

Local land-use approval is only one part of the picture. Environmental permits, cooling-water approvals, electric utility matters, substations and transmission projects may be handled by different state agencies or regulators. Ask the local planning office which other authorities may have jurisdiction, then search those agencies’ permit databases, project pages and public dockets using the project name, parcel, utility and nearby infrastructure.

The division of responsibility varies by state. Fairfax County says the county handles land-use standards, while Virginia’s State Corporation Commission has energy-related responsibilities and the Virginia Department of Environmental Quality regulates air pollution and certain cooling-water discharges. 6. Find the actual notice and participation rules

Do not assume that you will receive a mailed notice just because you live nearby. Notice requirements differ by locality and application type, and some projects may be allowed by right or approved administratively without a public hearing.

The distance examples below come from specific local processes; neither is a nationwide rule:

Spotsylvania County, Virginia Postcards to property owners within 3,000 feet for the county’s specified rezoning and special-use hearings; the county also describes posted signs, newspaper notices and online case information. Check the case page, notice and local alert options instead of relying on a postcard alone. County data center information.
Raleigh, North Carolina Mailed notice to properties within 100 feet for the special-use permit process described in the city’s FAQ. The city describes an evidentiary hearing in which decisions rely on evidence entered into the official record. Read its FAQ for that process’s requirements. Raleigh Data Centers FAQ.

If a hearing is pending, read the case notice and local rules for the deadline, hearing body, evidence standards and accepted ways to submit written or oral testimony. Follow those instructions for the specific case; procedures are not interchangeable across jurisdictions.

How to judge what you find

For each item, record the source, date and case number. Then assess it on these dimensions:

  • Authority: Is it a local land-use case, a state environmental permit or a utility proceeding?
  • Stage: Is it an early concept, a complete filing, a hearing, an approval, a permit or active construction?
  • Public process: Is a hearing required, or could the use be approved administratively or by right?
  • Record: Do you have only a map pin or notice, or also the application, plans, technical studies, staff report and decision?
  • Next step: What is the next date, deadline, responsible decision maker or agency alert you need to track?
