It does not, by itself, show whether your internet provider has met your plan’s terms. For a useful check, record download, upload, and ping, reduce other network use, and repeat the test under comparable conditions.
How to test your internet speed
- Choose a test. Open Fast.com for a browser test, or use Speedtest by Ookla. Netflix directs users to Fast.com; Ookla’s test reports ping, download, and upload.
- Reduce competing network activity. Pause downloads, video streams, software updates, and other heavy use. Google Fiber recommends closing applications and turning off other devices to reduce interference.
- Choose your connection method. If your computer and router support it, connect by Ethernet for a useful wired baseline. Otherwise, use Wi-Fi near the router. Note which method you used; a Wi-Fi result can reflect wireless conditions and device capability as well as the internet connection.
- Run the test and save the details. Record download speed, upload speed, ping or latency, the test service and server if shown, the date and time, and whether you used Ethernet or Wi-Fi. Ookla lets users repeat a test to the same or a different server.
- Repeat under similar conditions. Keep the connection method and network activity as consistent as possible. If the issue comes and goes, take readings at different times and retain screenshots or notes.
A speed test measures a particular device-to-server path at a particular time. Wi-Fi, the device, other network traffic, the selected server, and conditions such as latency or packet loss can affect results. Google Fiber notes that layout, building materials, hardware, and software can also affect actual internet and Wi-Fi speeds. A single reading is not a measurement of every device, app, or time of day.
How to interpret a 12 Mbps result
Check whether it is download or upload
Mbps means megabits per second. Download is data arriving at your device; upload is data sent from it. Make sure the 12 Mbps figure is the download result before comparing it with a plan’s advertised download speed. Upload and ping are separate measures, and a download number does not describe them.
Compare it with your plan, not just a general benchmark
Compare repeated readings with the speed tier and terms for your specific service plan. In the United States, the North Carolina Division of Broadband and Digital Opportunity summarizes the FCC’s basic broadband definition as at least 25 Mbps download and 3 Mbps upload. A 12 Mbps download result is below that cited download benchmark, but that comparison alone does not establish that your provider breached your plan or determine a legal claim.

Consider what you want to do online
Netflix recommends at least 3 Mbps for 720p HD, 5 Mbps for 1080p Full HD, and 15 Mbps for 4K Ultra HD. A 12 Mbps download result is above Netflix’s stated recommendation for 1080p and below its recommendation for 4K. Those are Netflix-specific recommendations, not universal requirements, and Netflix recommends a stable connection; other devices and activities sharing the connection can affect playback.
What to do if readings stay below your plan expectation
If repeated tests remain lower than you expect from your plan, contact your internet provider with the results and the conditions in which you measured them. Include timestamps, download and upload speeds, ping, test service or server when available, and whether the test used Ethernet or Wi-Fi. Netflix also advises customers whose speed is slower than expected to contact their internet service provider.

For routine troubleshooting, there is no single number of tests established here as a universal requirement for every customer complaint. A formal program may have its own evidence rules. For example, NTIA’s November 2023 BEAD Model Challenge Process checklist specifies the median of three speed tests taken on separate days, within 60 days of the challenge period. It lists acceptable sources such as gateway line readings, the gateway interface, the ISP page, or a laptop or desktop near the gateway using an approved app. Named approved apps include Ookla, M-Lab, Cloudflare, Netflix, and eligible-entity-sponsored test sites. The checklist also calls for test dates and times and the gateway’s provider-assigned IP for each measurement. These are rules for that challenge framework, not a general checklist for every ISP complaint.
The same NTIA process specifies a provider rebuttal rule involving 80 percent of challenge locations at or above 80 percent of the speed threshold. That figure applies to the specified formal process; it is not an ordinary home speed-test standard. Separately, USAC describes an FCC-supported carrier program in which certain carriers test speed and latency quarterly at a random sample of subscriber locations under specified server-path and reporting rules. Those carrier procedures are not consumer testing instructions.
