For a small business, the best payroll software is the one that can represent your real pay rules, generate clear employee statements, and preserve records you can retrieve—not simply the one that advertises pay-stub generation. Zoho Payroll, Wave Payroll, and QuickBooks Payroll all describe employee pay-stub features, but those vendor claims are not independent proof that a product will calculate your payroll accurately. Compare each service against your own pay practices, tax needs, employee access requirements, and state coverage before choosing.
What “accurate pay stubs” means for a small business
A pay stub is only as dependable as the information entered and the payroll workflow behind it. Check whether the software can handle your employees’ hours, pay basis and rates, overtime, additions and deductions, and the pay periods you use. Then confirm that the resulting statement is understandable and that payroll history is available if an employee questions a payment.
The U.S. Department of Labor (DOL) says the Fair Labor Standards Act (FLSA) requires covered employers to keep accurate records of hours worked and wages paid. It identifies records such as the employee’s pay basis, rates, straight-time and overtime earnings, additions or deductions, total wages paid, and the pay date and period covered. DOL also says there is no required federal form for these records; the key is accurate, retrievable information, not a particular federally prescribed stub design. Federal pay-stub rules are not the whole compliance picture
Federal FLSA rules do not themselves require employers to provide employees with pay stubs, according to the U.S. Department of Labor’s FLSA Advisor. State and local requirements can differ, so check the rules where your employees work before treating a particular format or delivery method as sufficient. How to choose payroll software that gives employees accurate pay stubs
1. Map your actual payroll inputs
List how each employee is paid: hourly or salaried, applicable rates, overtime, pay frequency, and recurring additions or deductions. Ask whether the software supports each case and how a correction to hours or pay is handled. A product’s ability to create a stub does not show that your inputs or company-specific rules have been set up correctly.
2. Inspect the statement and employee access
Confirm which earnings, deductions, dates, and totals appear on the statement, and whether employees can retrieve or download it after payday. Test the employee-facing flow during setup if the provider offers a trial or demonstration; do not assume “employee portal” means the exact access method your workforce needs.

3. Check records, history, and exports
Find out how the employer can retrieve past payroll runs and supporting details when reconciling a discrepancy. Ask about retention, exports, and whether corrections remain traceable in the payroll history. DOL requires accurate records for covered employees but does not prescribe a specific software format. 4. Identify who handles each tax task
Compare what the plan calculates, files, and pays, and what still requires employer action. Provider descriptions use different terms, and setup may affect what is automated. Ask for a clear explanation of responsibilities, deadlines, and how notices or errors are handled before relying on a tax-service claim.

5. Verify location, worker, and schedule coverage
Confirm support for the states and localities where your employees work, your worker types, pay frequencies, and any integrations or service limits you depend on. Do not infer nationwide availability or compliance from a U.S.-focused marketing page.
6. Compare the full current cost and support
Request the current total for your headcount and needs, including per-employee charges, add-ons, and support access. No comparable pricing evidence is available here, so a fair price ranking cannot be made from these feature descriptions alone.
