Network monitoring observes and reports what is happening on a network; network management is the broader work of operating it. Management commonly includes monitoring and may also cover configuration, provisioning, maintenance, policy enforcement, and optimization. In practice, products often combine both, so compare their capabilities rather than relying on their labels.

How network monitoring and network management differ

HPE summarizes the monitoring role as observing and reporting on network health, performance, and availability in its network monitoring glossary. Cisco and TechTarget describe management as a wider operational discipline that can include monitoring and control functions. The boundary is practical, not absolute: a single platform may provide both visibility and controls.

What network monitoring does

Monitoring collects and presents information about network devices, links, and traffic so administrators can spot changes, diagnose symptoms, and assess service health. Depending on the system, the information may include availability, bandwidth use, packet loss, latency, and device health. Dashboards, thresholds, alerts, and historical reports help make that information actionable for people.

Monitoring provides evidence for troubleshooting; it does not, by itself, mean a system will change a device or fix the underlying problem. For example, an alert about rising latency can help an administrator narrow down when performance changed, but resolving the cause may require a separate configuration or operational action.

What network management adds

Management concerns the broader job of operating network resources. Alongside visibility, a management platform may support tasks such as configuring devices, provisioning services, maintaining systems, enforcing policies, and optimizing network operation. Which controls are available depends on the product.

This distinction matters during an incident. A monitoring system can identify an unavailable link or an unusual performance pattern. A management system may also provide a way to change configurations or carry out other operational tasks, but the specific action and degree of automation vary by platform. Seeing an issue and having the authority or capability to change the network are separate functions.

How network monitoring data is collected

SNMP and streaming telemetry are ways systems obtain information from network devices; neither term describes the full difference between monitoring and management.

SNMP

The IETF’s RFC 6632 describes an SNMP framework involving a manager, agents on devices, and a Management Information Base (MIB) that represents device objects. It notes that SNMP is widely used for fault and performance monitoring. The RFC also explains that SNMPv1 and SNMPv2 lack sufficient security features and that SNMPv3 was issued to address those deficiencies.

Streaming telemetry

Cisco describes streaming telemetry as the automatic transmission of performance indicators from a software agent on a network element, in contrast to SNMP’s query-and-response mechanism. Cisco characterizes streaming telemetry as more efficient, able to provide more data points, and more scalable; those are Cisco’s assessments, not a universal comparative benchmark. How to compare network tools

Start with the work the tool must support, not whether its name says “monitoring” or “management.” A focused monitoring tool may be suitable when the main need is visibility and alerting. Broader operational needs call for checking whether the platform also provides the relevant controls.

  • Coverage: Confirm support for the device types and environments you use, including wired, wireless, WAN, and distributed sites where relevant.
  • Visibility: Check which metrics, status views, alerts, topology maps, user-experience measures, and historical reports are available.
  • Operational controls: Verify whether the product can configure or provision devices, apply policies, or perform other changes your team needs. Do not assume these features are included because a product is called a management platform.
  • Deployment model: Determine whether cloud, on-premises, or another deployment model fits your operational and organizational requirements.
  • Scale and integration: Assess whether the product fits your site distribution, expected network scope, and existing systems.

For context, HPE describes Aruba Networking Central as cloud-native network management, while Cisco describes Catalyst Center as on-premises network management. These are vendor descriptions and examples, not a comparative ranking. HPE’s monitoring overview also discusses visibility and tool-selection considerations; Cisco’s network monitoring overview covers monitoring’s role.

Which capability do you need?

If your immediate question is whether the network is healthy and where performance is changing, prioritize monitoring coverage, useful alerts, and reporting. If your team also needs to provision resources, manage configurations, or enforce policies, evaluate the relevant management controls as well. Many environments need both: monitoring makes conditions visible, while management covers the wider operational response.

Because products bundle capabilities differently, compare specific features against your workflows rather than treating “monitoring” and “management” as mutually exclusive product categories. TechTarget also outlines the distinction in its comparison of network management and monitoring.
