Stop when the attempt limit or the voice interaction’s deadline is reached, then use your application’s fallback path. Retrying every 429—or letting several retry loops run inside one another—can increase load and keep a caller waiting without fixing the underlying limit.
Design the retry policy around the call’s deadline
A retry policy should control one provider operation, not retry indiscriminately at the HTTP layer. Give it four explicit boundaries: which errors are retryable, the maximum number of attempts, the maximum elapsed retry time, and the operation’s overall deadline. The voice application’s deadline is the hard stop: once it expires, cancel or abandon the operation and follow the appropriate fallback or failure path.
Keep an individual attempt timeout distinct from the overall deadline. An attempt timeout limits how long one request can hang; the overall deadline limits the entire operation, including waits between attempts. Preserve cancellation signals so a disconnected caller or cancelled task does not leave requests retrying in the background.
Classify the response before retrying
Use both the HTTP status and the provider-specific error code or message. A 429 is not universally synonymous with a transient rate limit: it may indicate concurrency exhaustion, or a quota or billing condition that will not clear by waiting. Authentication, permission, malformed-input, and validation errors generally need correction, not another attempt.

For OpenAI, unsuccessful requests still count toward per-minute limits, so an immediate retry can add pressure rather than help. See OpenAI rate-limit guidance.
Apply Retry-After first, then exponential backoff with jitter
- Inspect the response. Confirm that the provider-specific error is temporary and eligible for retry. Do not infer retryability from status alone.
- Check
Retry-After. If the response supplies a valid delay, treat it as the minimum wait. OpenAI advises waiting at least that long and adding a small random delay so clients do not retry together; see its rate-limit guidance. - Use a fallback only when needed. If the hint is absent or invalid, calculate an increasing delay for each retry and add a random component. A common policy shape is
min(maxDelay, baseDelay × 2retryIndex) + randomJitter. Choose the base, cap, and jitter range for your endpoint and latency budget; they are policy parameters, not universal voice AI settings. - Check the remaining budget before sleeping. If the server’s minimum wait would exceed your maximum supported delay or the operation deadline, do not retry early to fit the budget. Defer the work if the product can safely do so, or stop and invoke the failure path.
- Wait cancellably, then try again. Before sending another request, confirm that the attempt limit, overall deadline, and cancellation state still permit it. Re-classify each new response rather than assuming subsequent failures match the first.
This sequence preserves the server’s requested minimum while spreading clients across time when there is no usable server hint. Jitter is not a substitute for a deadline: a randomized delay can still be too long for a live voice interaction.

Choose limits for the endpoint, not as a universal standard
There is no single retry count or delay that fits every voice AI endpoint. Choose limits based on the endpoint’s expected latency, the user-facing call deadline, and whether the operation can safely be deferred. A short synchronous response may have little room for retries; a background task may tolerate a longer elapsed window. Keep the policy finite in both attempts and total time so transient recovery cannot become an unbounded wait.
When selecting a retry library or configuring an existing one, check whether it honors long Retry-After values, its jitter strategy and maximum delay, its attempt and elapsed-time limits, and whether its error classification can account for provider-specific codes. Also verify that retries can be observed or disabled and that cancellation and deadlines are supported.

Check SDK retries and duplicate-work risk
Official OpenAI SDKs retry eligible 429 and 503 cases, but behavior around long server delays varies by SDK version and configuration. Inspect the installed version and its retry settings before adding an application-level wrapper; see OpenAI rate-limit guidance and OpenAI error codes. Account for retries in SDKs, proxies, and application code together. Otherwise, nested loops can multiply attempts beyond the budget you intended.
Consider what happens if a request times out after the provider may have completed the work. Repeating a read-only generation request may waste capacity; repeating a request that creates or changes a durable resource may duplicate effects. Check the endpoint’s idempotency and request semantics before retrying ambiguous outcomes. Do not assume one provider-wide idempotency guarantee applies to every endpoint.

Reduce throttling at its source
Backoff reduces pressure during a temporary failure; it does not create capacity or correct sustained excess demand. Use pacing to smooth request rates, queues to absorb bursts when the task can wait, and concurrency controls to keep in-flight work within the provider’s limits. In particular, when the provider reports a concurrency limit, wait for active calls to finish rather than responding with more parallel retries. ElevenLabs describes both rate and concurrency limits in its API error guidance; Twilio recommends queueing or throttling for 429 traffic in its REST API best practices.
Make retries observable without logging sensitive speech
Record enough operational detail to tell whether the policy is helping: retry count, error class or provider code, chosen delay, and whether the operation exhausted its deadline. Avoid logging credentials or sensitive speech content. If retries rise, use those signals to distinguish rate limiting, concurrency saturation, persistent overload, and non-retryable account or request errors; then adjust pacing, concurrency, or the failure path instead of simply extending the wait.
