No—ordinary ChatGPT needs an internet connection to reach OpenAI’s servers. OpenAI’s “offline web search” is a limited cached-search option for some eligible workspaces; it does not let you use ChatGPT on a disconnected device. If you need AI without a connection, you can install a separate local model, but that is not ChatGPT.
Why ordinary ChatGPT needs an internet connection
ChatGPT is an online service. When your device cannot establish a reliable connection to OpenAI’s servers, the app or website cannot generate a new reply. Previously loaded chats may still be visible in some circumstances, but that does not mean you can continue a conversation or get new answers offline.
If ChatGPT stops working, use OpenAI’s troubleshooting steps for ChatGPT errors. Check your connection and OpenAI service status, then try refreshing or restarting the app. If you use a VPN or proxy, temporarily disable it to test; you can also try a different browser, device, or network. These steps may restore access, but they do not make ChatGPT run offline. What OpenAI means by “offline web search”
OpenAI documents an “offline web search” configuration for certain eligible ChatGPT workspaces. It uses OpenAI-indexed and cached web content rather than a live external search provider at the time of a request. The feature concerns where search results come from—not whether ChatGPT itself can be reached without an internet connection.

Availability depends on the plan or contract, workspace configuration, and administrator settings. If you use ChatGPT through an organization, ask your workspace administrator whether the option is enabled and what sources it covers. See OpenAI’s offline web search documentation for details.
Cached search is not a live or complete web search
Indexed or cached pages can be stale, missing, or unavailable. OpenAI says coverage and freshness vary, and it does not provide a refresh service-level agreement for a particular URL. If an important page is not available through the cache, you may need to paste or upload the material yourself, or use live search if your workspace permits it.

Does ChatGPT Work run its AI locally?
No. OpenAI’s documentation for ChatGPT Work describes local desktop tasks and access to local files in eligible configurations, but it also says messages and task context may be stored in the cloud. Local work or local-file access should not be taken to mean that the ChatGPT model is running on your computer, works without a connection, or provides a guarantee that data stays only on your device. If you need AI while traveling or during an outage, a separately installed local model is the practical alternative. OpenAI says its gpt-oss models are designed to run locally on desktop and laptop computers; its product page lists 120B- and 20B-parameter versions. These are gpt-oss model sizes, not ChatGPT versions. OpenAI links to setup options including Ollama and LM Studio on its Open models page.

- While online, choose a local model and compatible app. Check the model’s specific device and software requirements before deciding whether your computer can run it. The OpenAI page does not specify minimum RAM or GPU requirements.
- Install the app and download the model before you lose connectivity. Initial setup requires downloading software and model files.
- Test it offline before you travel. Disconnect from the internet and check that the installed model opens and can answer the kinds of questions you expect.
- Bring the material you need. A local model cannot fetch live web pages without a connection; it can work with its downloaded model and information you provide locally.
Model capabilities, available features, setup steps, and hardware needs differ. Confirm those details for the exact model and app rather than assuming any laptop will run it well. A local model is a separate AI setup, not an offline mode for ChatGPT.

What to do before going offline
- For ChatGPT: Save or export the information you will need while connected. Plan to use ChatGPT again when you have internet access; do not rely on generating new replies offline.
- For an organization’s cached search: Confirm with the workspace administrator that the feature is enabled, and do not treat cached results as real-time or complete.
- For a local model: Install the software and download the model in advance, verify hardware compatibility for that exact model, and test it with the internet disconnected.
