There is no universal AI shutdown button or sequence. To set up a human-triggered stop, define what must stop and what safe state the system should reach, assign who can trigger and reset it, then test and connect the control to monitoring, incident response, and recovery. The right design depends on the system’s hazards and what it can affect.
What an AI shutdown mechanism should do
NIST’s AI Risk Management Framework (AI RMF 1.0) identifies shutdown, modification, and human intervention as possible safety approaches when an AI system deviates from intended or expected functionality. It does not prescribe a particular button, API, or sequence. The framework is voluntary guidance for managing risk across AI design, development, deployment, use, and evaluation; it is not, on the cited evidence, a binding requirement.
In practice, a shutdown mechanism is more than a control that stops one process. It should interrupt the actions that create the relevant hazard, let operators verify the interruption, and fit into a plan for handling the incident and deciding whether the system can safely resume.
Plan the stop around the system and its hazards
Map what can keep acting
Set the system boundary before choosing a control. Include not only the model, but also the application or agent wrapper, tools, actuators, connected services, queues, scheduled jobs, and third-party dependencies that could continue acting after a local process stops. This scoping is practical implementation advice: a control that interrupts only one component may leave consequential actions running elsewhere.

Define the hazard and safe state
Write down the conditions that should trigger an interruption and what “stop” means for this deployment. For a software service, that might mean rejecting new actions and cancelling or quarantining work in progress. For a system controlling machinery, the safe state and stop function must be determined for the machine and its hazards; a generic software command may not be enough. No single safe state applies to every AI system.
Decide who can trigger, override, and reset
Identify the roles authorized to trigger the stop, how they reach it, and who may override or reset it. Make responsibilities clear and consider how the organization will handle accidental or unauthorized use. NIST describes human-AI arrangements ranging from fully autonomous to fully manual; the appropriate degree of oversight depends on the system’s context and risk, rather than on a universal rule that every AI product needs the same control.

Build the control into an operational sequence
- Specify the trigger. Define the hazardous conditions that warrant interruption and the human roles allowed to act. Make the route to the control usable by those roles in the circumstances they may face.
- Specify what the trigger disables. Identify which components and external actions must stop, including work already in progress. Set the intended safe state for each relevant part of the system.
- Verify interruption. Decide how operators will confirm that the relevant actions have stopped, rather than assuming that a command or button press succeeded. Record the interruption and the information needed to investigate it.
- Set restart conditions. Define what must be reviewed or corrected before resuming operation, who authorizes restart, and when the system instead needs modification or decommissioning.
- Test in context. Use appropriate simulation, in-domain testing, and real-time monitoring to evaluate the stop arrangement against the deployment’s hazards. Do not treat the existence of a control or a successful test in an unrelated environment as proof of reliability in operation.
NIST’s AI RMF Core places such a control within a broader post-deployment monitoring plan that includes user and actor input, appeal and override, decommissioning, incident response, recovery, and change management. A shutdown mechanism should connect to those activities rather than operate as an isolated feature.
Use the right approach for software versus machinery
For a software-only system, the stopping sequence needs to address the services and work that can continue producing effects, not merely the model process. The exact technical design depends on the architecture; the cited guidance does not establish a universal implementation recipe, response-time guarantee, or proof that a particular product is safe.

When AI operates machinery, treat the emergency-stop function as a machinery-safety issue, not as a generic AI button. ISO 13850:2015 specifies functional requirements and design principles for emergency-stop functions on machinery, independent of the type of energy used. Its listing notes that requirements for electrical and electronic realization are described in IEC 60204-1. These references support a machinery-specific physical control path; they do not show that a particular switch suits a particular machine or that it will stop every AI component.
ISO/IEC FDIS 42105 addresses human control and monitoring—termed human oversight—throughout an AI system’s life cycle. As of the cited listing, it was a Final Draft International Standard under development and in the approval phase, not a published final standard.

Review the stop plan as the system changes
Changes to models, tools, connected services, workflows, or operating context can alter what the stop must cover. Include the control in change management: review whether its scope, trigger authority, safe state, verification method, and restart conditions still fit the deployed system. NIST’s framework page says the AI RMF is being revised and records an April 7, 2026 concept note for an AI RMF profile on trustworthy AI in critical infrastructure. The framework is guidance, not a substitute for applicable safety requirements or machine-specific engineering.
